COMMENTS ON NON -AGENDA ITEMS
Any member of the public may address Council regarding an item that is not listed on the Agenda. Members of the public must
fill out a form prior to the meeting in order to speak. Council requests that comments be limited to three minutes for an
individual, six minutes for a group. In addition, Council is not allowed to converse, deliberate or take action on any matter
presented during citizen participation.
WORK SESSION
WS 1. Discuss the process for City Council to log in to their City technology utilizing Multi -Factor Authentication
and in to Google, utilizing 2-Step Verification.
CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion.
There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda
and will be considered separately.
A. Consider, and act upon, approval of the April 28, 2026 Regular City Council Meeting minutes.
B. Consider, and act upon, the approval of the attached reimbursement requests for Mayor Porter presented to
the City Council.

C. Consider, and act upon, Resolution No. 2026-08(R) authorizing the City Manager to execute an Interlocal
Agreement between the City of Wylie and Collin County for county road and bridge improvements that are
located within City limits in accordance with Court Order No. 2021-109-02-01.
D. Consider, and act upon, Resolution No. 2026-09(R) authorizing the City Manager to execute an Interlocal
Agreement between the City of Wylie and Collin County for cost -sharing the design of Kreymer Lane and
Troy Road widening and improvements from Crescent Oak to State Highway 78.
E. Consider, and act upon, the approval for the purchase of two vehicles for the Police Department in an
estimated amount of $108,270.00 through a cooperative purchasing agreement and authorizing the City
Manager to execute any and all necessary documents.
F. Consider, and act upon, the award of Request for Bids No. W2026-17 to establish a one (1) year service price
agreement with three (3) one-year renewal options for Citywide Concrete Services to GT Construction in an
estimated annual amount of $850,000.00 for the Public Works Department, and authorizing the City Manager
to execute any and all necessary documents.
REGULAR AGENDA
Consider, and act upon, the appointment of Mayor Pro Tem for a term beginning May 2026 and ending May
2027.
2. Consider, and act upon, the award of a professional services project order (PSPO) #W2025-98 for the
Kreymer Lane widening and improvements from SH78 to Crescent Oak, Kreymer Lane Project to Teague
Nall & Perkins, Inc. in the amount of $3,163,380.00 and authorizing the City Manager to execute any
necessary documents.
3. Discussion and consideration of all matters incident and related to the issuance and sale of "City of Wylie,
Texas, General Obligation Bonds, Series 2026", including the adoption of Ordinance No. 2026-20
authorizing the issuance of such bonds and resolving other matters incident and related thereto.
4. Discussion and consideration of all matters incident and related to the issuance and sale of "City of Wylie,
Texas, Public Property Finance Contractual Obligations, Series 2026", including the adoption of Ordinance
No. 2026-21 authorizing the issuance of such obligations and resolving other matters incident and related
thereto.
5. Consider, and act upon, Ordinance No. 2026-22 for a change in zoning from Light Industrial to Planned
Development - Light Industrial (PD-LI) on 59.769 acres generally located at 611 Sanden Blvd. and 2101 and
2111 W. FM 544 (ZC 2026-03).
6. Consider, and act upon, the appointment of two committee members to the City of Wylie City Council
Subcommittee to represent the City of Wylie in meetings with the Wylie Independent School District
City/Schools Partnerships Committee.
Consider, and act upon, the appointment of a 2026 Board and Commissions City Council Interview Panel to
conduct the May 2026 board applicant interviews.
Consider, and act upon, the appointment of a member to the Citizens Bond Advisory Committee to replace
Mark Malhiot.

ORDINANCE NO. 2026-09
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS,
DECLARING UNOPPOSED CANDIDATES IN THE MAY 2, 2026 GENERAL
CITY ELECTION, ELECTED TO OFFICE, CANCELING THE ELECTION;
PROVIDING A SEVERABILITV CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Wylie, Texas ("C it') General Election was called for May 2, 2026, for
the purpose of electing members to the City Council of the City of Wylie, Texas ("City Council"); and
WHEREAS, the City Secretary has certified in writing that no person has made a declaration of
write-in candidacy, and that each candidate on the ballot is unopposed for election to office; and
WHEREAS, under these circumstances, Chapter 2, Subchapter C of the Election Code, authorizes
the City Council to declare the candidates elected to office and cancel the election.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WYLIE, TEXAS:
Section 1. The following candidates, who are unopposed in the May 2, 2026 City General Election,
are declared elected to office, and shall be issued certificates of election following the time the election
would have been canvassed:
Matthew Porter, Mayor
Sid Hoover, Council Member, Place 5
Gino Mulliyi, Council Member, Place 6
Section 2. The May 2, 2026 General Election is canceled, and the City Secretary is directed to
cause a copy of this ordinance to be posted on Election Day at each polling place that would have been used
in the election.
Section 3. It is declared to be the intent of the City Council that the phrases, clauses, sentences,
paragraphs, and sections of this ordinance are severable, and if any phrase, clause, sentence, paragraph, or
section of this ordinance is declared invalid by the jurisdiction, the invalidity shall not affect any of the
remaining phrases, clauses, sentences, paragraphs, or section of this ordinance since the City Council would
have enacted them without the invalid portion.
Section 4. This Ordinance shall be effective from the date of its adoption.
DULY PASSED AND APPROVED by the City Council of the City of Wylie, Texas, this 10th
day of March 2026.

OPONENTES PARA LA ELECCION GENERAL DE LA CIUDAD DEL 2 DE
MAYO DE 2026; CANCELA LA ELECCION; DISPONE UNA CLAUSULA DE
DIVISIBILIDAD; V DISPONE UNA FECHA DE ENTRADA EN VIGENCIA.
EN VISTA DE QUE la Eleccion General de la Ciudad de Wylie, Texas ("Ciudad") fue convocada
para el 2 de mayo de 2026 para el prop6sito de elegir miembros del Consejo Municipal de la Ciudad de
Wylie, Texas ("Consejo Municipal"); y
EN VISTA DE QUE, la Secretaria de la Ciudad ha certiticado por escrito que ninguna persona ha
