Members of the public must fill out a form prior to the meeting in order to speak. Board requests that comments be limited to three minutes for an indiv idual, six minutes for a group. In addition, Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. Public Arts Advisory Board Regular Meeting Minutes April 16, 2026 – 6:00 PM Council Chambers - 300 Country Club Road, Building #100, Wylie, Texas 75098 CALL TO ORDER The meeting was called to order by board Vice Chair Gloria Suarez at 6:10 pm. Board members present included: Manoj Padhi, Robert Heath, Afshan Khan, and Eliza Clement. Board members Steve Shank and Chantelle McMurrian were absent. PAAB Liaison Julie Pannell also attended. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Walking Trails Phase 2, (Yoshi Wright) Update. Board Discussion PAAB Liaison Pannell updated the board that artist Wright’s two pieces, “Ancestors Voice” and “Sacred Fire,” are both complete. Shipping of the pieces has been delayed to address concerns with the earth mound design. His completion and install date has been amended to the end of July 2026. B. Walking Trails Phase 3, (Sonny Behan) Update. Board Discussion PAAB Liaison Pannell informed the board that artist Behan is very close to completion of “Echoes on the Prairie.” The foundry is currently completing the base, which Behan will then paint. Liaison Pannell will share information on finishing touches and when it is preparing to ship in the near future. C. Walking Trails Phase 3, (Seth Vandable) Update. Board Discussion 4 05/21/2026 Item 1. PAAB Liaison Pannell shared photos of the proposed site location for Seth Vandable’s “Native American Hunter” and Behan’s white-tailed deer. Staff completed a site visit with artist Vandable and are preparing the site for installation. REGULAR AGENDA 1. Consider and act upon, the Public Art Board Minutes from 11-20-2025 Board Action A motion was made by board member Khan, seconded by board member Heath, to approve the November 20, 2025, minutes, as presented. A vote was taken, and the motion passed 5-0 with board members Shank and McMurrian absent. 2. Consider and act upon, approving the Amended and Restated Bylaws of the Public Arts Advisory Board; approving new qualifications for membership on the Public Arts Advisory Board, including residency, voter registration, and employment restrictions, and other updates. Board Action A motion was made by board member Heath, seconded by board member Khan, to approve the Amended and Restated Bylaws of the Public Arts Advisory Board, as presented. A vote was taken, and the motion passed 5-0 with board members Shank and McMurrian absent. ADJOURNMENT Board Action A motion was made by board member Clement, seconded by board member Heath, to adjourn the meeting at 6:33 pm.
