06-08-2026 (Citizens Bond Committee) MinutesWylie Citizens Bond Advisory Committee Minutes JAI June 08, 2026 — 6: 00 PM f It Smith Public Library Multi -Purpose Room, 300 Country Club Rd., Bldg. 300, Wylie, TX CITY OF 75098 WYLIE CALL TO ORDER Chair Mitch Herzog called the meeting to order at 6:02 p.m. The following Committee members were present: Aleksandra Rolfson, Allison Stowe, Chantelle McMurrian, Chris Smith, DJ Shirley, Dwight Johnson, Glenn Barton, Kimberly Kremer, Andy Kelley, Matt Atkins, Mitch Herzog, Sandra Stone, Harold Smith, and Zewge Kagnew. Michael Schwerin and Joshua Butler were absent. City Council members present were Mayor Porter and Councilman Pickens. Staff present included: City Manager Brent Parker; Deputy City Manager Renae 011ie; Assistant City Manager Lety Yanez; Parks and Recreation Director Carmen Powlen; Assistant Parks and Recreation Director Brent Stowers; Public Works Director Tommy Weir; Assistant Public Works Director Lavonte Childs; Assistant Fire Chief Casey Nash; Communications and Marketing Director Craig Kelly; Community Services Director Jasen Haskins; Parks and Recreation Supervisor Julie Pannell; Community Services Administrative Assistant Gabby Fernandez; Public Works Lead Signal Technician Thomas Williams; and City Secretary Stephanie Storm. COMMENTS ON NON -AGENDA ITEMS Any member of the public may address the Committee regarding an item that is not listed on the Agenda. Members of the public must fill out a form prior to the meeting in order to speak. The Committee requests that comments be limited to three minutes for an individual, six minutes for a group. In addition, the Committee is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens were present wishing to address the Committee. 1. Consider, and act upon, approval of June 1, 2026 Citizens Bond Advisory Committee meeting minutes. A motion was made by Committee member Harold Smith, seconded by Committee member Kelley, to approve the June 1, 2026, Citizens Bond Advisory Committee meeting. A vote was taken, and the motion passed unanimously, with Committee members Schwerin and Butler absent. Phase I will not be included in the current Bond Election, as it was part of the previous bond program. Phase 2, however, is proposed for inclusion and would consist of one northbound travel lane on Ballard Street from Highway 78 to Brown Street, with parallel parking along Ballard Street to maximize public -realm aesthetics and outdoor -use opportunities. The project also includes sidewalks, drainage improvements, enlarged detention facilities on Birmingham Street, and wayfinding signage. No alley improvements or dual left -turn lanes at Highway 78 and Ballard Street are included in the proposal. 011ie answered questions from Committee members. Page 11 Public Works Director Weir presented an overview of proposed infrastructure projects, including improvements to Sachse Road covering approximately 3,200 linear feet from the intersection at Creek Crossing to the Sachse city limits, including reconstruction of the bridge at the city limits. The bridge would be elevated to meet 100-year flood design standards, and the project would widen the existing asphalt roadway to a four -lane concrete roadway with an upgraded drainage system. Additional projects discussed included street and alley repairs, roadway improvements to support striping of major and secondary thoroughfares throughout the City, installation of street lights along major roadways, and sidewalk projects on Alanis Drive and Westgate Way.
