Executive Summary
The Call for Artists has been posted on the Public Art Network. We have received 20 submissions with
many more anticipated as we get close to the November 9th deadline. The pare down committee is
scheduled to meet on November 17th from 9:00 a.m. to 5:00 p.m. to review all submissions and narrow the
scope to around 20-25 submission which will be presented to the Wylie Municipal Complex Art Selection
Panel.
BUSINESS ITEMS
Tabled Item from October 29,2009
Motion to remove from the table and:
1. Consider and act upon ranking of the three semi-finalists and recommending the
first ranked artist to complete the final design for the Founder's Park CIP Art
Project to be recommended to the Wylie City Council. (C. Ehrlich, PAAB staff
liaison)
Executive Summary
The Founder's Park Art Selection Panel and Public Arts Advisory Board have seen and reviewed all artists
submitting for the Founder's Park Art Project and have pared down the submissions to the semi-finalists
who included: Bosmat Niron, Ellwood Risk, and Josh Garber. These semi-finalists made their presentations
to the selection panel on October 28th. The panel ranked the artists in order of preference as a
recommendation to the PAAB. The PAAB met on the 29th of October and reviewed the semi-finalists. The
board tabled this item to allow more time for Bosmat Niron to submit a more multi-dimensional design of her
bike proposal and answer additional questions regarding costs associated with hiring an engineer certified
in the U.S. As of posting, Ms. Niron has not submitted but has indicated that she will. The time change and
religious holiday in Israel has set communication back a bit. This item may be reviewed for further action or
tabled to the next PAAB meeting to allow Ms. Niron additional time to re-submit. The finalist, once chosen,
will be presented to the Wylie City Council for final approval of the art work and contract to commission the
art. Completion of the park improvements and installation of the art is anticipated for late fall of 2010 or
early winter 2011.
2. Consider and act upon approval of the minutes from the October 29, 2009 Public

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:35 p.m. by Chairman Stewart Matthews. Members in attendance
were board members Ashley Burt, Kathy Spillyards, and Alvaro Salinas. Board members Thomas
Gaudreau, Polly Harrison and Erin Dougherty were absent.
Staff present included Carole Ehrlich, board liaison/secretary, Sharon Leeber, art consultant and
Ellwood Risk, artist and semi-finalist for the Founder's Park Art Project.
DISCUSSION ITEMS
• Wylie Arts Festival Committee Reports. (Committee Chairs)
Committee Summaries
Committee chairs for the Wylie Arts Festival gave a brief update on the work completed for those
functions.
Fine Art ad High End Crafts Committee: Ashley Burt, committee chair, reported that there were now
39 booths confirmed with an additional 4-5 that had committed. She reported the booths were varied
vendors both fine artists and hand crafters. She reported that by the deadline of November 13th, it was
expected that the event would have between 40 and 50 booths confirmed. There were also
submissions for several concession stands.
Volunteers Committee: Erin Dougherty was absent for the meeting but left word that she was working
with her committee to insure volunteers
Sponsorship and Publicity Committee: Committee member Alvaro Salinas reported several un-
committed sponsors. Craig Kelly reported that he had been working on the "Gold" sponsors and was
close to confirming one gold and several silver/bronze. Direction from the board was to solicit lower
level sponsors and direction for the committee was to solicit lower end sponsors and make additional
arrangements for advertising if needed at the discretion of the committee.
Entertainment/Performing Arts: Polly Harrison, committee chair, was absent but sent a report that
there were 25 time slots confirmed for entertainment for the event. She noted that they included
performing artists, singers and dancers. They also included some of the WISD campuses.
Members noted that advertising must begin soon and use as many possibilities for advertising as
possible including the Dallas Neighbors Section of the Dallas Morning News.
• Presentation and Review of Semi-Finalists Ranked by the Founder's Park
Selection Panel for the Founder's Park Art Project. .(C. Ehrlich, Board liaison)
Staff/PAAB Discussion
Staff liaison Ehrlich introduced Ellwood Risk one of the semi-finalists for the Founder's Park Art Project. Mr.
Risk presented some of his work and an interview of him as an artist and his philosophy in creating art. The
board thanked Mr. Risk for his participation in the selection process and for his attendance at the meeting on
the 28th with the selection panel and his attendance at the PAAB meeting.
Art Consultant Sharon Leeber reviewed with the board the presentations of the other two semi-finalists who
were not available to present in person. They included Josh Garber and Bosmat Niron. She presented the final
maquettes for each artist and any additional information provided at the October 28, 2009 Selection Panel
Meeting. Ms. Ehrlich reported that the selection panel ranked the semi-finalists in the following order: Josh
Garber, 1st ranked, Bosmat Niron, 2nd ranked and Ellwood Risk, 3rd ranked. PAAB members discussed the
presentations and had some concern regarding the car stack maquette presented by Mr. Risk. The board was
concerned about the weathering of the car paint and maintenance of the work. Mr. Risk commented that the car
paint would not last over 5-8 years and would require re-painting.
Ms. Ehrlich reported that the action on this item would be considered under business items.
• Discussion and update regarding the Call for Artists for the Wylie Municipal

Staff Comments
Board liaison Ehrlich reported that the Call for Artists has been posted on the Public Art Network which notifies
800-1,000 artists. She reported that over 100 artists had asked for the call that were not included with the PAN
distribution. She stated that she anticipated 50-70 submissions for the project.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the October 15, 2009 Public

Board Action
A motion was made by board member Spillyards, seconded by board member Salinas to approve the
PAAB minutes from October 15, 2009 as presented. A vote was taken and the motion passed 4-0
with board members Harrison, Dougherty, and Gaudreau absent.

2. Consider and act upon the selection of the final artist for the Founder's Park CIP
Art Project to be budget for the new Wylie Municipal Complex CIP Art Projects.

Board Discussion
PAAB members further discussed the electronic design presented by Bosmat Niron commenting that the art was
one dimensional and would not be seen in a circular setting from all sides. PAAB members discussed asking the
artist to create the bicycle art in a more multi-dimensional design.
PAAB members discussed Josh Garber's maquette. Anne Hiney, member of the selection panel reported how
much she enjoyed his work and felt it was extremely interactive and noted that he was a very well regarded artist.
She stated that from the first time she saw his work until the final vote was taken at the selection meeting, he was
her first choice.
PAAB members were divided in discussion of their choice for the finalist and asked if the item could be tabled to
allow time to request additional information from Bosmat Niron. Board liaison Ehrlich noted that she had concerns
regarding an international artist with a foreign certified engineer being able to sign off on the engineering
specifications for base and structural work to acquire the needed permits. She stated that it would be prudent to
ask the artist if hiring a Texas Certified Engineer would be within the proposed artist's budget.
Board Action
A motion was made by board member Salinas, seconded by board member Spillyards to table
consideration of the Founder's Park finalist to the next PAAB meeting on November 5, 2009, to allow
more time to contact Bosmat Niron to ask for additional multi-dimensional designs of her work and to
insure that she could cover all costs for fabrication, materials, equipment and required engineering
designs for the base. A vote was taken and the motion passed 4-0 with board members Harrison,
Gaudreau, and Dougherty absent.
3. Consider and act upon a replacement member for the new Wylie Municipal
Complex CIP Art Selection Pare-Down Panel. (C. Ehrlich, Board liaison) new

Staff Comments
Board liaison Ehrlich reported that due to scheduling conflicts Thomas Gaudreau will not be able to serve on the
pare down committee. Ms. Ehrlich asked the board to determine if an additional committee member was needed
and if so who would be able to attend the November 17th meeting. She reported that the 17th is a Wednesday
and would be a full day meeting.
Board members discussed the need for an additional PAAB member to serve on the pare-down committee and
asked members if they were available on that date to serve. Stewart Matthews noted that he would be available
on the 17th and if approved would be happy to serve on the pare-down committee.
Board Action
A motion was made by board member Burt, seconded by board member Salinas to appoint Stewart
Matthews to replace Thomas Gaudreau on the Wylie Municipal Complex CIP Art Selection Pare-Down
Panel. A vote was taken and the motion passed 4-0 with board members Harrison, Dougherty, and
Gaudreau absent.

Carole, I think the figures above are not in the order as the numbers below so she must be using a Mac (which is why
they sometimes get turned around). I sorted through and it looks like the last one above is option 1, and then you just
have to sort through by numbering. (I think there is no 3 and 4 !) .
Let me know your reaction. (or the boards) from the angle we see, they look very tall but I think the post can be
lengthened or shortened, BUT I would think the substructure cost would be affected by this and that is where the
engineering comes in. From past experience with public sculpture in TEXAS and Oklahoma (Tulsa, Norman and Ok. City)
wind velocity substructure has to be seriously beefed up for every foot of upper extension. I probably still have some of
those measurements from installations in Ft. Worth a couple of years ago but your engineers have them, too.
Will these be reviewed Nov. 5? I would like to tell her that if that is acceptable?

insure permitting and other requirements for the art work. This will have to be approved by the building inspections department and
will require an engineer certified in the US to sign off. There will also need to be specs showing he structural integrity of the base and
the art.
As mentioned in the initial call,the cement,or sub-structure,will be your responsibility in this,but the lighting will not be.

Ok friends....I've been on the case since getting back
to LA.
Bottom line, regardless of what the piece would be
treated with, 5 years is about the best we could expect
before having to retouch for weathering. That goes for
Anything with color exposed to the elements on a daily
basis...powder coat, epoxy, auto clear coat, etc.
So that leaves us with your initial suggestion of finding
a place inside the new Municipal Center for the cars.
(Many thanks again for making that option a possibility!)
I'm certain the piece would look amazing in such a venue and could
be nicely lit to boot; not to mention, as per your observation, there
would be zero need for routine maintenance which is a big plus.
Thank you so much for the opportunity! Just keep me posted
on time lines and do-ability of such an option and I'll do whatever
I can on my end to make it happen.
* FUND RAISING OPTION FOR A MUNICIPAL CENTER INSTALLATION
If we could find someone willing to fund the building of the piece
before hand, we could then put it on display in full scale as a
finished piece in Wylie and conduct a fund raising affair there to
appropiate the necessary funds to make it happen.
I'm guessing we could hold such an event with the piece
displayed at the residence of whom ever would be interested in
providing the funds for the making of the work. Preferably someone
with a LARGE place and DEEP pockets who'd be into supporting the
growing art scene that is happening as a result of your cities
expansion and desire to bring contemporary art to Wylie.
* ADDITONAL OPTION FOR FOUNDERS PARK ( ALTERNATE SCULPTURE CONCEPT)
Regarding the Founders Park Space : I spent all weekend
i
thinking about options for a piece that would have the same
visual impact as the proposed Car Sculpture and came up
with this
Ten foot long, Forty Two inches high, and Thirty Two inches at the base
are the dimensions of K Rail concrete barriers. They weigh in at 4000 Lbs.
each and would make a really beautiful and interesting sculpture stacked in
a 10 to 12 foot high piece. This would yield the same visual impact as the
cars and be completely weather proof. Zero maintenance involved and no
chance of heavy weather effecting the piece due to it's weight.
As a color option we could talk about having one of the many pieces
used to build the tower of K rails painted a bright primary color using
high end automotive paint and sealer. This could give us a singular
shot of intense color amidst the tower of concrete that could be easily
repainted every 5 years or so at low cost and effort.
Properly oriented this could be a really interesting piece of work.
If the idea interests you at all...I can have a scale model of it together
for you and shipped out to Sharron in less than two weeks.

I'd be interested in stackig these K-Rails in a really hap hazard
manner that would echo the look of the cars and be a good bit
larger in overall size. This would have a nice visual impact as
the finished piece would reach a height of at least 10 feet.
It'll be much easier for me to express in model form.

resume, letter of interest, past art work lists, and references to be distributed to the pare-down panel by the
13th of November. The pare-down panel will meet on November 17th to discuss the submissions and reduce
the submissions to 20-25 for each site to be considered by the Municipal Complex Art Selection panel in

Project or whether the Public Arts Advisory Board will reject all of the semi-finalists
and direct staff to issue a new call to obtain a larger number of submissions and a
more diversified variety of art.
Executive Summary
The PAAB in their deliberation of the finalist to create the final art design for the Founder's Park CIP Art
Project was concerned about the choices of the final artists. With two of the semi-finalists from the original
call eliminated due to cost and maintenance of their proposals, the board may choose from the semi-
finalists presented in Item #1 or may determine that a new call for artists would better serve this art site.
The board may either choose a final artist from Item #1 or choose not to recommend any of the semi-
finalists and direct staff to create a new call to be posted on the Public Art Network to hopefully provide a
larger pool of artists in which to choose from.

3. Consider and act upon a quote for limited consulting from art consultant Sharon
Leeber for the Wylie Municipal Complex Art Project.
Staff Comments
The Public Arts Advisory Board directed staff to contact art consultant Sharon Leeber to obtain a cost for
limited consulting for the new Wylie Municipal Complex Art Projects. This project will include two art sites
and limited consulting will include: review and consulting with regard to the 128 submittals received in the
call for artists for both the pare-down panel and the selection panel, assist with the Community Input
Meeting to allow the 2-3 semi-finalists for each project the opportunity to meet with the community and
receive input prior to creating the final maquettes for presentation to the selection panel and public art board
for selection of the final artist for each project and recommend those artist to the Wylie City Council for final
approval, and to assist with the unveiling of the art works during the grand opening of the Municipal
Complex.
Ms. Leeber has indicated that she would only be interested in consulting from the pare-down meeting
through the processes listed above. She would not be interested in beginning her services with the
selection panel after the pare-down committee had narrowed the artists for each project to 20-25 artists.

contribution and service are very much appreciated by the Public Arts Advisory Board and city staff. I
hope you will find the public art process engaging and rewarding.
Meeting#1-There will be an initial orientation at the beginning of the first meeting to explain the
selection process. Prior to this meeting,you will receive on CD with the top 20-25 artist submissions for
your review in preparation for the meeting.This will include all documents submitted by the artists and
a sample of their previous work.At this meeting you will collectively choose 2-3 finalists for each art site
within the call. (Second part of this process could take place on December 14th or 15th if the panel needs
additional time)
Meeting#2—Community Input Meeting—Finalists will survey the community and listen to input from
the public. Your presence is important to provide input as well as listen to the conversation that might
help guide your decisions.
Meeting#3—Second Panel Meeting—Artists will present design proposals, and the panel will select an
artist/artwork by ranking the three finalists in order of preference for each site. First ranked artists for
each project will be recommended to the Public Arts Advisory Board and subsequent recommendation,
for final approval,to the Wylie City Council.
One of the main challenges in making the process work is coordinating the panel's schedules.
Consistency is important so a great deal of effort is made to be sure panelists are present. (If needed,
however,there are back-up panelists). Once a back-up panelist replaces a panelist,the back-up remains
the permanent panelist. All meetings will be held in the evenings around 6:00-6:30 p.m.
The timeline for this project must begin in November with the pare down committee reviewing all artists
and narrowing the artist submissions to 20-25 for your review.The first panel meeting is scheduled for
December on either the 9th (Wednesday) or the 10`h (Thursday).This is to allow for the holidays and give
staff time to prepare and send the pared submissions to the panel. Please contact me regarding your
availability on either or both of these dates by e-mail carole.ehrlich@wylietexas.gov or phone 972-442-
8103 at your earliest convenience but no later than October 30, 2009. If a second meeting is necessary
to come to a majority on the 2-3 finalists for each art site, a second meeting will be scheduled for
December 14th or 15th. Once the semi-finalists are chosen,they will be asked to attend a community
focus meeting to receive input from the public regarding the art and the city.The semi-finalists will then
be asked to prepare a maquette for presentation to you the week of February 15-19, 2010. Final
approval by the Wylie City Council is expected in March of 2010 at which time the art finalists can begin
fabrication of the art work. I have attached a timeline for your convenience.

Thank you for inviting me to participate in the Third Public Art Project for Wylie, the New
Municipal Complex Capital Improvement Project: Art Consulting Section as outlined below. My time
responses are in blue as is the summary that follows:
Prep reading prior to 17th. Approx. 65-70 3 days 7 hrs. minimum per day. + - 16- 21 Hrs. Time

Option #1 would be $100 per hour (1/3 of my normal fee) as it would be a continuous thread in
another Wylie project. I feel comfortable with the workings of the city staff, city needs and
future complex of the city. My fee will necessarily have a minimum and a maximum fee as I am
now over 150 hours of pro bono work in the past two projects and I expect this to continue into
another 10-20 hours to complete these projects to satisfaction.
Total Option #1. approximately $4350-not to exceed $5650. @$100 per hour.
Carole, Option #2 poses a problem for me because in terms of project involvement I would be
jumping into the middle of it without the complete overview and yet in terms of time, it would
involve re-arranging and canceling some very important dates on my calendar which works only if I
am appropriately reimbursed and/or having a lot of enjoyment out of a project. Time and project
energy on Option #2 would add up to 16-23.5 hours, most probably on the lesser side. I would
therefore expect to charge only a slightly reduced hourly rate for this option.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:42 p.m. by board member Kathy Spillyards. In attendance were
board members Ashley Burt, Alvaro Salinas, and Thomas Gaudreau. Board members Stewart
Matthews, Polly Harrison and Erin Dougherty were absent.
Staff present included Carole Ehrlich, board liaison/secretary and Public Information Officer Craig Kelly.
Also present were Anne Hiney, Founder's Park Selection Panel member and Mayor Eric Hogue.
DISCUSSION ITEMS
• Wylie Arts Festival Committee Reports. (Committee Chairs)
Committee Summaries
Committee chairs for the Wylie Arts Festival gave a brief update on the work completed for those
functions.
Fine Art ad High End Crafts Committee: Ashley Burt, committee chair, reported that there were now
46 booths confirmed with an additional 12 that had committed. She reported the booths were varied
vendors both fine artists and hand crafters. The deadline of November 13th, it was expected that the
event would have between 50 and 60 booths confirmed. There were also submissions for several
concession stands with a large variety of festive/carnival foods.
Public Information Officer Kelly displayed a drawing of the park with the current vendor booths,
concession stands, children's activities, Christmas tree, bounce houses, and other events would take
place. He reported the park had a very nice layout for this type of event.
Volunteers Committee: Erin Dougherty was absent for the meeting but left word that she was working
with her committee to insure volunteers board liaison Ehrlich reported that a notice created by Erin had
been sent to the CERTS, Police Academy Alumni, and the Rita and Truett Smith Public Library
volunteers to garner assistance with the festival.
Sponsorship and Publicity Committee: Committee member Alvaro Salinas reported several un-
committed sponsors. Craig Kelly reported that he had been working on the "Gold" sponsors and has
confirmed Garnet Hill Nursing Facility as a gold sponsor. He reported that currently the board had
secured approximately $7,500 in sponsorships. He noted that the first round of advertising would be
going out in the next week which included the Wylie News, Connection Magazine, and inserts in the
Wylie Utility bills which reaches 12,500 homes.
EntertainmentlPerforminq Arts: Polly Harrison, committee chair, was absent but sent a report that
there were 25 time slots confirmed for entertainment for the event. She noted that they included
performing artists, singers and dancers. They also included some of the WISD campuses. She
confirmed that the Ballard Street Dance Studio would be conducting the student art contest.
• Discussion and update regarding the Call for Artists for the Wylie Municipal
Complex CIP Art Projects. .(C. Ehrlich, Board liaison)
Staff Comments
Board liaison Ehrlich reported that the Call for Artists has been posted on the Public Art Network and currently
approximately 80 artists had submitted for the Municipal art spaces. She noted that she anticipated another 50-
60 before the deadline of November 9th at 5:00 p.m.
She reported that she anticipated receiving a fee quote from art consultant Sharon Leeber for limited consulting
on this project by the next meeting of November 19th or sooner. She would present it to the board for
consideration and possible approval but this date would be past the pare-down meeting for the selection
process. The board directed Ehrlich to call a special meeting for November 12, 2009 to review the documents
from Ms. Leeber.

Staff Comments
Board liaison Ehrlich addressed the board stating that the Founder's Park Art Selection Panel and Public Arts
Advisory Board have seen and reviewed all artists submitting for the Founder's Park Art Project and have pared
down the submissions to the semi-finalists who included: Bosmat Niron, Ellwood Risk, and Josh Garber. These
semi-finalists made their presentations to the selection panel on October 28th.The panel ranked the artists in order
of preference as a recommendation to the PAAB. The PAAB met on the 29th of October and reviewed the semi-
finalists. The board tabled this item to allow more time for Bosmat Niron to submit a more multi-dimensional
design of her bike proposal and answer additional questions regarding costs associated with hiring an engineer
certified in the U.S. and Texas.
Ehrlich reported that Bosmat Niron (one of the semi-finalists) had sent additional design proposals and with
those additional designs, additional costs to change the one dimensional design to multi- dimensional. The costs
varied from $6,700 to $13,000. Ehrlich reported that the artist had requested to borrow machinery and tools on
site to fabricate her design and if equipment and tools were not available for use, there would be additional

charges to rent the equipment. Panel members discussed the new submission noting that the artist budget was
set at$38,000 and additional funding for the project was not available.
Ehrlich reported that Ellwood Risk (one of the semi-finalist) had sent confirmation that the paint used on his
peddle car design could not be coated to protect the car paint over 5-8 years. She reported that this design
would require additional maintenance every 5-8 years.
PAAB members discussed the design submitted by Josh Garber and asked if the artist could use other materials
and provide a somewhat different design. Some concerns were vocalized regarding the abstract nature of the
artist's designs in relation to the park setting. PAAB members also inquired as to the option of not choosing an
artist but rather going back out for another call. Board liaison Ehrlich replied that she would check to see if that
could be an option. Members also discussed a desire to have the full board available to discuss the selection
and processes for moving forward with the Founder's Park Project and suggested tabling the item to the next
meeting.
Founder's Park Selection Panel member Anne Hiney addressed the board stating that she liked the art proposal
by artist Josh Garber and the selection panel had recommended him for the first choice artist. She reiterated that
she had like his work from the first time she had reviewed his work.

A motion was made by board member Salinas, seconded by board member Gaudreau to table Item
#1, consideration of the final artist for the Founder's Park Project to the next PAAB meeting. A vote
was taken and the motion passed 5-0 with board members Matthews, Harrison, and Dougherty
absent.

6) It is low maintenance-only a washing of a mild detergent once a year is
recommended.
7) The powder coating is very durable and dissipates the heat making it
comfortable to touch in the summertime.

Carole,
After getting off the phone with you and considering the agenda language regarding a stipend for the artist's past services,
I realized we may have a problem. Article III, Section 53 of the Texas Constitution prohibits extra compensation:
"The Legislature shall have no power to grant, or to authorize any county or municipal authority to grant, any extra
compensation, fee or allowance to a public officer, agent, servant, or contractor, after service has been rendered, or a
contract has been entered into, and performed in whole or in part; nor pay, nor authorize payment of, any claim created
against any county or municipality of the State, under any agreement or contract made without authority of law."
The interpretive commentary for this section of the Texas Constitution states that the purpose of Article III, Section 53 is to
prevent municipalities from freely giving away the public moneys for services previously rendered. It is meant to prevent
the gratuitous grant of public funds to or for private persons or purposes.
Rebecca and I both have concerns that paying an artist a stipend for his past services, when it was apparent from the
process that an artist does not get paid unless their art work is selected, may be viewed by a court as a violation of Article

Executive Summary
The Wylie Municipal Complex Pare-Down Committee met on Tuesday November 17th to narrow the scope
of submissions to between 20-25 per art site. Staff will give a brief report on the progress of the committee.
The next meeting with the selection panel is scheduled for either the 9th or 10th of December. This
committee will be charged with narrowing the scope of the call to 2-3 submissions for each art site.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:35 p.m. by board chair Stewart Matthews. In attendance were
board members Ashley Burt, Erin Dougherty, Kathy Spillyards and Thomas Gaudreau. Board members
Polly Harrison and Alvaro Salinas were absent.
Staff present included Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Wylie Arts Festival Committee Reports. (Committee Chairs)
Committee Summaries
Committee chairs for the Wylie Arts Festival gave a brief update on the work completed for those
functions.
Fine Art ad High End Crafts Committee: Ashley Burt, committee chair, reported that there were now
54 booths confirmed with several more committed. She reported the booths were varied vendors both
fine artists and hand crafters. The deadline of November 13th, it was expected that the event would
have between 50 and 60 booths confirmed. There were also submissions for several concession
stands with a large variety of festive/carnival foods.
Volunteers Committee: Erin Dougherty presented a list of volunteer opportunities for the board. She
reported that a notice had been sent to the CERTS, Police Academy Alumni, and the Rita and Truett
Smith Public Library volunteers, chamber of commerce and honor society to garner assistance with the
festival.
Sponsorship and Publicity Committee: Board liaison Ehrlich reported several sponsors. She read a
report from PIO Craig Kelly for the committed sponsors. He requested that each board member take
flyers to place at businesses throughout the area cites.

Staff Comments
Board liaison Ehrlich reported that the close for the Call for Artists has past and currently approximately 8155
artists have submitted for the Municipal art spaces. She reported that the pare-down committee would meet on
November 17th to review the 155 submissions and narrow the scope to around 20-25 per site. The Muncipal
complex Selection Panel, consisting of 10 members would then in charged with narrowing the submissions to
the 2-3 semi-finalists for each art site. The selection panel was scheduled to meet on either December 9 or 10th
to review and make those choices.
Ehrlich reported that there were many wonderful artists in the 155 submissions.

A motion was made by board member Spillyards, seconded by board member Burt to remove Item #1
from the table and consider. A vote was taken and the motion passed 5-0 with board members Salinas,
and Harrison absent.
1. Consider and act upon ranking of the three semi-finalists and recommending the
first ranked artist to complete the final design for the Founder's Park CIP Art
Project to be recommended to the Wylie City Council. (C. Ehrlich, PAAB staff
liaison)
Staff Comments
Board liaison Ehrlich addressed the board stating that the Founder's Park Art Selection Panel and Public Arts
Advisory Board have seen and reviewed all artists submitting for the Founder's Park Art Project and have pared
down the submissions to the semi-finalists who included: Bosmat Niron, Ellwood Risk, and Josh Garber. These
semi-finalists made their presentations to the selection panel on October 28th.The panel ranked the artists in order
of preference as a recommendation to the PAAB. The PAAB met on the 29th of October and reviewed the semi-
finalists. The board tabled this item to allow more time for Bosmat Niron to submit a more multi-dimensional
design of her bike proposal and answer additional questions regarding costs associated with hiring an engineer
certified in the U.S. and Texas. The board subsequently met on November 5, 2009 to further review the pieces
and hopefully obtain a full quorum to comment on the choices.
Ehrlich reiterated that Bosmat Niron had sent additional design proposals with additional costs to change from
one dimensional design to multi-dimensional. The costs varied from $6,700 to $13,000. Ehrlich reported that the
artist had requested to borrow machinery and tools on site to fabricate her design and if equipment and tools
were not available for use, there would be additional charges to rent the equipment. Panel members discussed
the new submission noting that the artist budget was set at $38,000 and additional funding for the project was
not available.
Ehrlich reiterated that Ellwood Risk (one of the semi-finalist) had sent confirmation that the paint used on his
peddle cars design could not be coated to protect the car paint over 5-8 years. She reported that this design
would require additional maintenance every 5-8 years.

PAAB members discussed the design submitted by Josh Garber. Members discussed the abstract nature of the
art design with relation to the park setting. Board members also noted their desire that the community
understand the relationship of the art piece with regard to the area in which children and adults alike would be.
Board liaison Ehrlich suggested that both item #1 and Item #2 be considered at the same time to allow member
to make a choice whether to approve a finalist from the semi-finalists or choose no one from the semi-finalists
and direct staff to prepare another call for artists. Consensus of the board was to consider both items at the
same time.
Board Action
A motion was made by board member Burt, seconded by board member Dougherty to recommend
none of the semi-finalists as the first ranked artist to complete the final design for the Founder's Park
Public Art Project. A vote was taken and the motion passed 5-0 with board members Salinas and
Harrison absent.
2. Consider and act upon whether the Public Arts Advisory Board will recommend
any of the semi-finalists to complete the final design for the Founder's Park CIP Art
Project or whether the Public Arts Advisory Board will reject all of the semi-finalists
and direct staff to issue a new call to obtain a larger number of submissions and a
more diversified variety of art.
Executive Summary
PAAB liaison Ehrlich addressed the board stating that the PAAB in their deliberation of the finalist to create the
final art design for the Founder's Park CIP Art Project was concerned about the choices of the final artists. With
two of the semi-finalists from the original call eliminated due to cost and maintenance of their proposals, the
board may choose from the semi-finalists presented in Item #1 or may determine that a new call for artists would
better serve this art site. The board may either choose a final artist from Item #1 or choose not to recommend
any of the semi-finalists and direct staff to create a new call to be posted on the Public Art Network to hopefully
provide a larger pool of artists in which to choose from.
Board Action
A motion was made by board member Dougherty, seconded by board member Gaudreau to reject all
of the semi-finalists and direct staff to issue a new call for artists in late January 2010 to obtain a larger
number of submissions and a more diversified variety of art. Further direction includes a
reimbursement within the call, to the 2-3 semi-finalists of $500.00 each to complete a maquette design
of the final proposal for the art. A vote was taken and the motion passed 5-0 with board members
Salinas and Harrison absent.
3. Consider and act upon a quote for limited consulting from art consultant Sharon
Leeber for the Wylie Municipal Complex Art Project.
Staff Comments
PAAB liaison Ehrlich addressed the Public Arts Advisory Board stating that staff was directed to contact art
consultant Sharon Leeber to obtain a cost for limited consulting for the new Wylie Municipal Complex Art
Projects. This project will include two art sites and limited consulting will include: review and consulting with
regard to the 155 submittals received in the call for artists for both the pare-down panel and the selection panel,
assist with the Community Input Meeting to allow the 2-3 semi-finalists for each project the opportunity to meet
with the community and receive input prior to creating the final maquettes for presentation to the selection panel
and public art board for selection of the final artist for each project and recommend those artist to the Wylie City
Council for final approval, and to assist with the unveiling of the art works during the grand opening of the
Municipal Complex.

Ehrlich reported that Ms. Leeber has indicated that she would only be interested in consulting from the pare-
down meeting through the processes listed above. She would not be interested in beginning her services with
the selection panel after the pare-down committee had narrowed the artists for each project to 20-25 artists. Her
costs would be by the hour not to exceed $5,650.00.
PAAB members discussed the need in a very large project like the Municipal Buildings to have someone with a
very large source of experience and education to consult the pare-down panel and the selection panel.
Members discussed the fee in terms of the overall project and with regard to the total costs. Ehrlich reported

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:35 p.m. by board vice chair Polly Harrison. In attendance were
board members Ashley Burt, Kathy Spillyards, Thomas Gaudreau, and Alvaro Salinas. Board members
Erin Dougherty and Stewart Matthews were absent.
Staff present included Carole Ehrlich, board liaison/secretary, and Craig Kelly, Wylie Public Information
Officer.
DISCUSSION ITEMS
• Wylie Arts Festival Committee Reports. (Committee Chairs)
Committee Summaries
Committee chairs for the Wylie Arts Festival gave a brief update on the work completed for those
functions.
Fine Art ad High End Crafts Committee: Ashley Burt, committee chair, reported that there were now
76 booths confirmed with several more committed. These also included submissions for several
concession stands with a large variety of festive/carnival foods and sponsor booths.
Sponsorship and Publicity Committee: PIO Kelly reported several sponsors with the gold sponsor
being Garnet Hill Nursing Facility. Mr. Kelly showed a layout of the booth area and also where other
activities would be going on. He reported that there were large banners at Olde City Park, SH 544 and
SH 78. He also passed out flyers to each board member to distribute to businesses and other facilities
in Wylie and the surrounding areas.
Mr. Kelly also showed the design of the park with additional areas for booths. He explained that Ballard
Avenue would be closed down for the event. He showed the parade route to members present and
stated that cars parked on the route would be asked to leave around 3:30 pm.
• Discussion and update regarding the Call for Artists for the Wylie
Municipal Complex CIP Art Projects. (C. Ehrlich, Board liaison)
Staff Comments
PAAB liaison Ehrlich reported that the Municipal Complex pare-down committee had met on the 17th of
November and reviewed 155 submissions for the two art sites at the new Municipal Complex. She reported that
after a 6 hour meeting the committee had pared the submissions for Art Site #1 to 24 artists and Art Site#2 to
21 artists. She noted that the Selection Panel for this project would meet on December 9th at 8:30 am to review
the 24 and 21 artists for the sites and narrow the artists to 2-3 artists per site. Those artists would be asked to
come to Wylie for a Community Input Meeting sometime in January 2011 and hear from the public, PAAB, and
staff regarding their community ties and how it relates to the art. They will also hear from staff regarding the
architecture and materials used for the complex so that this can be considered in the final designs. Staff will
take the artists on a site visit to familiarize them with the area and project site.
Each artist will then present their maquette for the appropriate site to the Selection Panel and PAAB at a
meeting to be held in February. The final artist for each site will be chosen and that art design along with a
contract to commission the art will be considered by the Wylie City Council in March 2010. Fabrication for the
art can then begin.

Thank you for inviting me to participate in the Third Public Art Project for Wylie, the New
Municipal Complex Capital Improvement Project: Art Consulting Section as outlined below. My time
responses are in blue as is the summary that follows:

now over 150 hours of pro bono work in the past two projects and I expect this to continue into
another 10-20 hours to complete these projects to satisfaction.
