Members of the public must fill out a form prior to the meeting in order to speak. Board requests that comments be limited to three minutes for an indiv idual, six minutes for a group. Page | 1 Wylie Parks and Recreation Board Regular Meeting Minutes July 13, 2026 – 5:30 pm Council Chambers - 300 Country Club Road, Building #100, Wylie, Texas 75098 CALL TO ORDER Board Chair Nick Puente called the regular meeting to order at 5:33 p.m. The following Parks and Recreation Board members were present: Board Vice-Chair Scott Hevel, Board Member Tarah Harrison, Board Member C’Ne Turner, Board Member Elizabeth Troncoso, Board Member Matthew Busick, and Board Member Valerie Warrior. Parks and Recreation Department staff present included: Director Carmen Powlen, Programmer Ally Holmen, and Administrative Assistant Janet Pieper. PRESENTATIONS No presentations. CITIZEN COMMENTS ON NON-AGENDA ITEMS No citizens came forward. REGULAR AGENDA 1. Consider and act upon the election of the Parks and Recreation Board Chair for the 2026-2027 term. Board Action A motion was made by Board Member Turner and seconded by Board Vice-Chair Hevel to approve the nomination of Board Chair Nick Puenta as Board Chair for the 2026-2027 term. A vote was taken, and the motion passed 7-0. 2. Consider and act upon the election of the Parks and Recreation Board Vice-Chair for the 2026- 2027 term. Board Action A motion was made by Board Member Turner and seconded by Board Member Busick to approve the nomination of Board Vice-Chair Scott Hevel as Board Vice-Chair for the 2026-2027 term. A vote was taken, and the motion passed 7-0. 3. Consider and act upon approval of the May 11, 2026, Parks and Recreation Board Regular Meeting Minutes. Board Action 4 08/10/2026 Item 1. Page | 2 A motion was made by Board Vice-Chair Hevel and seconded by Board Member Troncoso to approve the May 11, 2026, Parks and Recreation Board Regular Meeting Minutes. A vote was taken, and the motion passed 7-0. 4. Consider and act upon approval of Wylie Area Youth Sports (WAYS), a non-profit league, to hold the Back to School Bash fundraising event at Founders Park on August 15, 2026. Board Action A motion was made by Board Member Busick and seconded by Board Vice-Chair Hevel to approve the Wylie Area Youth Sports (WAYS), a non-profit league, to hold the Back to School Bash fundraising event at Founders Park on August 15, 2026. A vote was taken, and the motion passed 7-0. 5. Consider and act upon approval of Wylie Area Youth Sports (WAYS), a non-profit league, to hold the 7v7 Tournament fundraising event at Founders Park on October 25, 2026. Board Action A motion was made by Board Member Harrison and seconded by Board Member Troncoso to approve the Wylie Area Youth Sports (WAYS), a non-profit league, to hold the 7v7 Tournament fundraising event at Founders Park on October 25, 2026. A vote was taken, and the motion passed 7-0. 6. Consider and act upon approval for the Connection Point Church, a non-profit group, to host their Fifth Annual Run for the Fatherless 5K/Fun Run event at Founders Park on November 21, 2026. Board Action A motion was made by Board Vice-Chair Hevel and seconded by Board Member Turner to table the item because a Connection Point Church representative was not in attendance at the meeting. A vote was taken, and the motion passed 7-0. A motion was made by Board Vice-Chair Hevel and seconded by Board Member Harrison to untable the item back to the Agenda after a Connection Point Church representative arrived late to the meeting. A vote was taken, and the motion passed 7-0. A motion was made by Board Member Turner and seconded by Board Member Busick to approve the Connection Point Church, a non-profit group, to host their Fifth Annual Run for the Fatherless 5K/Fun Run event at Founders Park on November 21, 2026. A vote was taken, and the motion passed 7-0. 7. Consider and act upon approval of the Wylie ISD Council of PTAs, a non-profit group, to host their annual Back the Future fundraiser event at Olde City Park on October, 3, 2026. Board Action A motion was made by Board Vice Chair Hevel and seconded by Board Member Warrior to approve the Wylie ISD Council of PTAs, a non-profit group, to host their annual Back the Future fundraiser event at Olde City Park on October, 3, 2026. A vote was taken, and the motion passed 7-0. WORK SESSION WS1. Administrative Assistant Janet Pieper provided an update on the Annual Parks and Recreation Board Tour, which has been rescheduled for August 10, 2026, following the regular meeting. Ms. Pieper also reminded the Board that a regular Parks and Recreation Board meeting will likely not be held in October and December.
