Members of the public must fill out a form prior to the meeting in order to speak. The Board requests that comments be limited to three minutes for an individual, six minutes for a group. In addition, the Library Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. CONSENT AGENDA All matters listed under the Consent Agenda are considered to be routine by the Board and will be enacted by one motion. There will not be separate discussion of these items. Justin Strauch called the meeting to order at 7:03 p.m. The following Library Board members were present: Justin Strauch, Mallory Morris, Billy J Ketner, Sarah Sponsel, Zachary Todd, Monica Munoz & Ofilia Barrera Board Liaison. Board members not present: Brian Ortiz CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. Consider, and act upon, approval of June 22, 2026 Library Advisory Board Meeting minutes. Board Action: A motion was made by Zachary Todd, seconded by Monica Munoz, to approve the minutes as presented. A vote was taken and the motion passed 6-0. REGULAR AGENDA 1. Nominate and vote on Board Chair Board Action: The nomination of Justin Strauch for Board Chair was made by Monica Munoz and seconded by Zachary Todd. A vote was taken and the nomination passed 5-1. 2. Nominate and vote on Board Vice Chair Board Action: The nomination of Zachary Todd for Board Vice Chair was made by Zachary Todd and seconded by Sarah Sponsel . A vote was taken and the nomination passed 5-1. WORK SESSION – DISCUSSION ITEMS WS1. Staff Spotlight: Libby Villegas, Teen Services Librarian. Libby Villegas, who graduated with her MLS in 2025, shared some details of her path within the Smith Public Library. Having developed a love for the library as a teen patron, she joined the staff in January of Minutes July 27, 2026 Library Advisory Board Page 1 3 08/24/2026 Item A. 2022 as a Library Technician, then moved to the Youth Services Department in 2023, and ultimately took on the role of Teen Librarian this past February. Some of her duties include collection & program development, volunteer management, creating social media content, and connecting with local schools for outreach. WS2. Board Policy Review for 2026-2027 session. Ofilia Barrera provided the Board with a list of library policies that will be up for review in 2027 and emphasized the importance of the Board's perspective on the policies within the approval process. Upcoming meeting dates and other Board duties were also highlighted. WS3. Friends of the Library update. Ofilia Barrera shared information with the Board in regards to recent and upcoming Friends of the Library fund raising events: The Annual Book Sale, Coco Shrimp Dine & Donate, and Indoor Mini Golf. WS4. Review monthly report. Ofilia Barrera walked the Board through the At a Glance Report, Stories of Impact, and Meeting & Training Highlights for the period of June 11, 2026 to July 15, 2026. WS5. Review Upcoming Programs for August 2026. While the Board reviewed the list of upcoming core programs for adults, Ofilia Barrera reminded them that during this period all Youth Services Programs are on a break. Rita & Truett Smith Public Library Mobile Wi-Fi Hotspot Policy Approved by the Library Board on October 12, 2020 The Smith Public Library has established a Wi-Fi hotspot lending program to provide patrons in our community with high-speed internet access. Borrow one of the mobile Wi-Fi hotspots to receive Internet access on the go or at home. This project is made possible by a grant from the U.S. Institute of Museum and Library Services (Grant #LS-246193-OLS-20)* to the Texas State Library and Archives Commission under the provisions of the Library Services and Technology Act. (2021) The Internet enables access to a wealth of material that is personally, professionally, and culturally enriching to individuals of all ages, but it also enables access to material that some may find offensive, disturbing, inaccurate or incomplete. The availability of information does not constitute endorsement of the content by the Smith Public Library. The mobile Wi-Fi hotspots provide an open wireless connection and the Smith Public Library is not responsible for information read, viewed or accessed using this device or for personal, confidential or other sensitive information shared over the Internet. The responsibility for what users of the Wi-Fi hotspot lending program read, view or access on the Internet rests entirely upon those utilizing this service and not the City of Wylie or its employees, volunteers or agents. The responsibility for what minors read, view or access on the Internet rests with their parents or guardians. The City of Wylie is not responsible for any: ●Data breach and/or identity theft. ●Damage to or theft of any electronic device. ●Theft, damage or misuse of patrons’ computing devices or peripherals and other mobile devices. Eligibility: Adult (18 & older) cardholders in good standing, with fines no greater than $5.00 are eligible to check out a hotspot. Checkout is limited to one per household at any given time. Loan Period / Availability: Hotspots may be checked out for 7 days and are available on a first-come, first-served basis. Additionally, hotspots may be placed on hold, but the library cannot guarantee their availability for a specific date or time. Hotspots are able to be renewed up to two times as long as there are no holds from other library users. Fines / Liability: Overdue hotspots will have Internet access disabled and there is a $.50 per day overdue charge. A lost, damaged, or stolen hotspot will have a replacement cost of $100 (Device replacement fee: $85 + replacement parts and processing fee: $15). Additionally, for any part missing upon return there will be a replacement parts and processing fee of $15. 5 08/24/2026 Item 1. The City of Wylie is not responsible for any data breach and/or identity theft. The City is also not responsible for damage to or theft of any electronic device. Eligibility: Adult (18 & older) cardholders in good standing, with no overdue items and no outstanding balance are eligible to check out a hotspot. Checkout is limited to one hotspot per household. The responsibility for what minors read, view or access on the Internet rests with their parents or guardians. Loan Period / Availability: Hotspots may be checked out for 3 weeks and are available on a first-come, first-served basis. Hotspots are not eligible for renewal and may not be placed on hold. Hotspots will be deactivated when overdue. Patrons cannot immediately check out a hotspot they just returned, but they can check out a different one if it is available.
