COMMENTS ON NON -AGENDA ITEMS
Any member of the public may address Council regarding an item that is not listed on the Agenda. Members of the public must
fill out a form prior to the meeting in order to speak. Council requests that comments be limited to three minutes for an
individual, six minutes for a group. In addition, Council is not allowed to converse, deliberate or take action on any matter
presented during citizen participation.
CONSENT AGENDA
All matters listed under the ConsentAgenda are considered to be routine by the City Council and will be enacted by one motion.
There will not be separate discussion of these items. Ifdiscussion is desired, that item will be removed from the Consent Agenda
and will be considered separately.
A. Consider, and act upon, approval of the August 11, 2026 Regular City Council Meeting minutes.
B. Consider, and act upon, Resolution No. 2026-14(R) authorizing the City Manager to execute a Joint Election
Services Contract between the City of Wylie and the Collin County Elections Administrator to be
administered by the Collin County Elections Administrator for the November 3, 2026 Wylie Special
Election.
C. Consider, and place on file, the monthly Revenue and Expenditure Report for the Wylie Economic
Development Corporation as of July 31, 2026.
D. Consider, and place on file, the City of Wylie Monthly Revenue and Expenditure Report for July 31, 2026.
E. Consider, and place on file, the City of Wylie Monthly Investment Report for July 31, 2026.
F. Consider, and act upon, the approval of funds estimated in the amount of $334,845 for AT&T Enterprises,
LLC for ESInet and NG911 Core Services Implementation for Public Safety Communications, and
authorizing the City Manager to execute any necessary documents.
G. Consider, and act upon, Ordinance No. 2026-33 amending the Wylie Code of Ordinances, Ordinance No.
2021-17, as amended, Chapter 2 (Administration), Article IX (Public Arts Program), Division 2 (Public Arts
Advisory Board), Sec. 2-344 (Meetings), and Chapter 58 (Historical Preservation), Article III (Historic
Review Commission), Sec. 58-55 (Meetings), amending the meeting frequency to an as -needed basis.
H. Consider, and act upon, a Final Plat for Lots 2R-1, 2R-2, and 3R-1, Block A of Sanden Addition, establishing
three lots on 56.67 acres, located at 701 Sanden Boulevard.
I. Consider, and act upon, a Preliminary Plat of Lots 1 and 2, Block A of Wylie EDC Retail, creating two
commercial lots on 25.484 acres, located at 2002 W. FM 544.

Consider, and act upon, Ordinance No. 2026-34 for a change in zoning from Commercial Corridor (CC) to
Commercial Corridor - Special Use Permit (CC -SUP) on 0.49 acres to allow for a drone delivery service
from Wing. Property located at 707 Cooper Drive (ZC 2026-07).
K. Consider, and act upon, Ordinance No. 2026-35 for a change in zoning from Light Industrial (LI) to Light
Industrial - Special Use Permit (LI-SUP) on 2.0 acres to allow for a warehouse distribution use. Property
located at 31 Steel Road (ZC 2026-08).
L. Consider, and act upon, Ordinance No. 2026-36 for a change in zoning from Light Industrial (LI) to Light
Industrial - Special Use Permit (LI-SUP), to allow for a major auto repair use with vehicle display and sales
on 0.71 acres located at 1506 Martinez Lane (ZC 2026-09).
REGULAR AGENDA
Consider, and act upon, the discussion and direction regarding the automatic renewal terms of the Flock
Safety Agreement with Flock Group, Inc., and take any action necessary related to the continuation or
termination of the agreement.
2. Consider, and act upon, Resolution No. 2026-15(R), approving a Chapter 380 Grant Mowing Services
Maintenance Agreement between the City of Wylie and the Wylie Cemetery Association, a Texas
Unincorporated Non -Profit Association, and authorizing the City Manager to execute any and all necessary
documents.
Consider, and act upon, Ordinance No. 2026-37 amending Ordinance No. 2025-32, which established the
fiscal year 2025-2026 budget, providing for repealing, savings, and severability clauses, and the effective
date of this ordinance.
EXECUTIVE SESSION
Sec. 551.074. PERSONNEL MATTERS; CLOSED MEETING.
(a) This chapter does not require a governmental body to conduct an open meeting:
(1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public

(b) Subsection (a) does not apply if the officer or employee who is the subject of the deliberation or hearing requests
a public hearing.
