Members of the public must fill out a form prior to the meeting in order to speak. Board requests that comments be limited to three minutes for an indiv idual, six minutes for a group. Public Arts Advisory Board Regular Meeting Minutes July 16, 2026 – 6:00 PM Council Chambers - 300 Country Club Road, Building #100, Wylie, Texas 75098 CALL TO ORDER The meeting was called to order by board Vice Chair Gloria Suarez at 6:04 pm. Board members present included: Eliza Clement, Robert Heath, Mary Nitschke, and James Bell. Board members Afshan Khan and Joel Walters were absent. PAAB Liaison Julie Pannell also attended. COMMENTS ON NON-AGENDA ITEMS Any member of the public may address Council regarding an item that is not listed on the Agenda. Members of the public must fill out a form prior to the meeting in order to speak. Council requests that comments be limited to three minutes for an individual, six minutes for a group. In addition, Council is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens came forward. DISCUSSION ITEMS All matters listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. A. Walking Trails Phase 2 (Yoshi Wright) Update. Board Discussion PAAB Liaison Pannell updated the board that the city is working with artist Wright to offer assistance with the construction costs of the mounds for “Sacred Fire” and “Ancestors Voice,” using the original engineered design. B. Walking Trails Phase 3 (Sonny Behan) Update. Board Discussion PAAB Liaison Pannell informed the board that artist Behan’s “Echoes on the Prairie” statue is complete and is being prepared to ship from South Africa in the coming weeks. C. Walking Trails Phase 3 (2) (Seth Vandable) Update. Board Discussion PAAB Liaison Pannell shared that Seth Vandable’s “Native American Hunter” is complete and will be scheduled for installation in conjunction with artist Behan’s “Echoes of the Prairie” statue. 4 09/17/2026 Item 1. Board Action A motion was made by board member Heath, seconded by board member Clement, to appoint Gloria Suarez as the 2026/2027 board chair. A vote was taken, and the motion passed 5-0 with board members Khan and Walters absent. 2. Consider and act upon, a Public Arts Advisory Board Vice Chair to serve the 2026/2027 year. Board Action A motion was made by board member Suarez, seconded by board member Nitschke, to appoint Robert Heath as the 2026/2027 vice chair. A vote was taken, and the motion passed 5-0 with board members Khan and Walters absent. 3. Consider and act upon, the Public Art Board Minutes from 7-16-2026. Board Action A motion was made by board member Suarez, seconded by board member Heath, to approve the July 16, 2026, minutes, as presented. A vote was taken, and the motion passed 5-0 with board members Khan and Walters absent.
