11-17-2009 (Public Arts Advisory) Minutes Public Art — New Municipal Complex Art Pare-Down Committee CITY OF WYLIE q Minutes Special Called Meeting Agenda November 17, 2009- 8:30 am - 5:00 pm Wylie Municipal Complex City Council Chambers/Conference Room 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order at 8:45 am by Public Arts Board liaison Carole Ehrlich. The following committee members were present: Erin Dougherty, Alvaro Salinas, Stewart Matthews, Christine Eubanks and Margaret Robinette. Art Consultant Sharon Leeber, Architectural Arts Inc., was also present. Staff present included: City Manager Mindy Manson and Deputy City Secretary Gayle Walton. PRESENTATION AND DISCUSSION ITEMS ❑ Presentation and Review of artist's submissions to the Call for Artists for the Public Art CIP Project for the New Municipal Complex. (C. Ehrlich, Board Liaison and Art Consultant, Sharon Leeber) Staff Comments Public Arts Board liaison Ehrlich welcomed the members of the committee and explained that the third CIP project the Public Arts Advisory Board will complete is the New Wylie Municipal Complex. This project has a 1% for art budget of$402,809, of which $200,000 and $90,000 have been allocated for the artist's budgets for Site #1 and Site#2 respectively. She noted that over 155 artists had answered the call sent in late October. Ms. Ehrlich reported that pursuant to the Wylie Public Arts Guidelines Plan, a pare-down committee was appointed by the Wylie Public Arts Advisory Board to narrow the selections to 20-25 artists to be reviewed by the Municipal Complex Art Selection Panel. The Municipal Complex Art Selection Panel consisting of 10 members will meet in December to choose 2-3 semi-finalists from the 20-25 artists presented for each site. City Manager Manson gave a short overview of the architecture and design of the new municipal complex which includes a library, city hall and recreation center. She displayed the materials that would be used in the construction of the exterior of the buildings, noting that Texas limestone would be used for construction of the front wall of the three buildings. She explained that construction design called for energy efficiency and used LEEDS in all construction details. She noted that the buildings would include cisterns that would collect rain water from the buildings to be reused for irrigation. All native plantings would be used for the exterior landscape to continue conservation with regard to water. Committee members reviewed the artists first in relation to Site #1 which is located in the front of the three buildings. Each artist's past work was viewed and discussed with regards to the materials and design of each art work. Sharon Leeber, art consultant for the project, reviewed the credentials and past public art that each artist had submitted for the committee and answered questions related to the artists. Artist submissions for Site #2 located behind the buildings between the library and recreation center were reviewed and discussed by the committee members in the same way. Committee member Salinas left at 1:30 pm. BUSINESS ITEMS 1. Consider and act upon 20-25 semi-finalists to be presented to the Wylie Municipal Complex Art Selection Panel for Site #1 and Site #2. (C. Ehrlich, PAAB staff liaison, Sharon Leeber, Art Consultant) Staff Comments PAAB liaison Ehrlich reported that the pare-down committee has seen and discussed the 155 submissions for the Wylie Municipal Complex Art Project and may now move to choose the 20-25 artists for Site#1 and Site#2 to be presented to the Municipal Complex Art Selection Panel. She reiterated that the selection panel will meet in December to review the artists selected and narrow the call to 2-3 semi-finalists for each site. Those semi- finalists will attend a community input meeting to listen to stakeholders in the community and staff, to assist them in their final maquette presentations to the selection panel in January/February 2010. At that time a final artist will be chosen by the selection committee to commission art for each site at the complex. Committee Action A motion was made by committee member Stewart Matthews, seconded by committee member Erin Dougherty to recommend the following artists to the Municipal Complex Art Selection Panel for Site #1: L. Bertelsen and P.S. Wang, Peter Busby, R. Colombik and J. Bahm-Colombik, Eliseo Garcia, Cliff Garten, Steve Gillman, Stephan Glassman, L. Haddad and T. Duggan, Brower Hatcher, Ralph Helmick, Jon B. Hudson, Gordon Huether, Howard Kalish, B.J. Katz, Stuart Keeler, Janet Lofquist, Matthew Placzek, Thomas Sayre, Alison Sky, Dennis Smith, Phillip K. Smith III, E. Strecker and T. Higdon, Joe Tyler, and Tim Upham. And recommend the following artists for Site #2: L. Bertelsen and P.S. Wang, Douwe Blumberg, Peter Busby, Teresa Camozzi, Jim Collins, Andy Dufford, Jon B. Hudson, Gordon Huether, Howard Kalish, Stuart Keeler, Douglas Kornfield, Janet Lofquist, Michael McLaughlin, David Phelps, Peter Reiquam, Alison Sky, Richard Taylor, Lois Teicher, David Tonnesen, Joe Tyler, and Madeline Wiener. A vote was taken and the motion passed 4-0 with committee member Salinas absent.
