12-09-2009 (Public Arts Advisory) Minutes Public Art — New Municipal Complex Art Selection Panel CITY OF WYLIE Minutes Special Called Meeting Agenda December 9, 2009—8:30 am —5:00 pm Wylie Municipal Complex City Council Chambers/Conference Room 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order by Public Arts Advisory Board Liaison Carole Ehrlich at 8:45 p.m. with the following selection panel members present: Mike Sferra, Rachel Orozco, and Renae' 011ie, all representing city staff; Maribeth Flowers, landscape designer; Margaret Robinette, retired art coordinator, City of Dallas; Marie Renfro, artist; John Pototschnik, artist; Mary Davis, long time resident of Wylie; Donna Edge, Wylie ISD, and Stewart Matthews, PAAB representative. Art consultant Sharon Leeber was present to answer questions regarding the artists. ""' Staff present included Ehrlich and Deputy City Secretary Gayle Walton. PRESENTATION AND DISCUSSION ITEMS ❑ Presentation and Review of artist's submissions to the Call for Artists for the Public Art CIP Project for the New Municipal Complex. (C. Ehrlich, Board Liaison and Art Consultant, Sharon Leeber) Staff Summary PAAB Art Liaison Ehrlich explained to the panel that the third CIP project the Public Arts Advisory Board will complete is the New Wylie Municipal Complex. This project has a 1% for art budget of $402,809, of which $200,000 and $90,000 have been allocated for the artist's budgets for Site #1 and Site #2 respectively. Artist submissions received totaled 155 from throughout the United States. Pursuant to the Wylie Public Arts Guidelines Plan, a Pare-Down Committee was appointed by the Wylie Public Arts Advisory Board to pare down the 155 submissions to 24 for Site#1 and 21 for Site#2, to be reviewed by the Wylie Municipal Complex Art Selection Panel. The Municipal Complex Art Selection Panel consisting of 10 members will meet to choose 2-3 semi-finalists from the artists presented for each site. ,.,. Members of the selection panel viewed past art work for each of the 24 and 21 artist submissions and Ms. Leeber answered questions regarding each artist. The panel viewed each artist, specific to each site and re-examined several of the artist's works and credentials. BUSINESS ITEMS t"" 1. Consider and act upon 2-3 semi-finalists for the Wylie Municipal Complex Art Project, Site #1. (C. Ehrlich, PAAB staff liaison, Sharon Leeber, Art Consultant) Board Liaison Ehrlich reported that the selection panel had completed the review of the pared down submission for Art Site#1. She explained that the panel was charged to narrow the 24 pared down artists to 2-3 semi-finalists who will be asked to attend a Community Input meeting in January 2010 to hear discussion from the public regarding the art for this site. She explained that each artist would then be asked to present a maquette and/or 3D design, creating a work of art for this specific site to the Art Selection Panel and the PAAB sometime in February. At this presentation meeting, the Selection Panel and PAAB will rank the artist's presentations in order of preference, selecting the final artist to recommend to the Wylie City Council for final approval and contract to commission the art for Site#1. Ms. Ehrlich suggested that two alternates be chosen in the event one of the artists was unable to attend the proposed meetings. She noted that all semi-finalists would also have reference checks prior to being contacted to participate. Panel Recommendations A motion was made by Stewart Matthews, seconded by John Pototschnik to choose the following semi- finalists for Site #1: Brower Hatcher, Cliff Garten, and Steve Gillman. Alternates would include: Gordon Huether and Tim Upham. A vote was taken and the motion passed 10-0. r" 2. She suggested as with Site #1 that two alternates be recommended in the event any of the semi-finalists were unable to commit to the project. All references would be checked prior to contacting the artists for participation. Panel Recommendations A motion was made by Stewart Matthews, seconded by John Pototschnik to choose the following semi- finalists for Site #2: Po Shu Wang and Louise Bertelsen (art team), Madeline Weiner, and Andy Dufford. Alternates would include: Janet Lofquist and David Phelps. A vote was taken and the motion passed 10-0.
