02-22-1993 (Parks & Recreation) Minutes MINUTES PARKS & RECREATION ADVISORY BOARD MONDAY, FEBRUARY 22, 1993 The City of Wylie Parks & Recreation Advisory Board met in regular session at 7:00 PM on Monday, February 22, 1993 in the Council Chambers of the Municipal Complex at 2000 SH 78 N., Wylie, Texas. A quorum was present and notice had been posted in the time and manner required by law. Present were Chairman Willie Calverley, Vice-Chairman John Burns, and members Dan Chestnut, Aubrey Burroughs and Jerry Smith. Scott Brown and Gabby Aguilera were absent. Representing the City staff were Bill Nelson, Director of Community Services and Barbara LeCocq, Secretary. The meeting was called to order by Chairman Calverley at 7:00 PM. ITEM NO. 1 - CONSIDER APPROVAL OF MINUTES FROM MEETING HELD ON JANUARY 22, 1993 - Chairman Calverley asked for any addtions or corrections. Hearing none, he called for a motion. Motion was made by Aubrey Burroughs and seconded by John Burns to approve the minutes as submitted. All in favor. Motion carried. ITEM NO. 2 - DISCUSS AND CONSIDER GIRL SCOUT CARNIVAL - Girl Scout Unit 353 has requested permission to hold their carnival fund raiser on April 4 (rain date April 18) at Community Park. They will be setting up a maximum of 20 booths in the area of the pavilion and exercise unit. They will be selling t-shirts but will not be selling any concessions. A motion was made by Jerry Smith to recommend approval, seconded by Aubrey Burroughs. Motion carried, all in favor. ITEM NO. 3 - DISCUSS UPDATES: a. WSA REQUESTS - COMMUNITY PARK: Bill Nelson and representatives of WSA finalized the use agreement of Community Park. Agreement attached. The City and WSA will go 50/50 on the contract labor for marking fields and buying chalk. b. ATHLETIC FIELD POLICY REVISIONS: Bill Nelson advises that the PBI tournament fees were on the City Council agenda for 2.23.93. An agreement with Dr. Pepper for scoreboards had not been reached. Regarding the revisions to the Athletic Field Policy, the City Council approved the changes as described. c. CONCESSION STAND: The City Manager, Steve Norwood, Bill Nelson and Mr. Weiss, operator of the Community Park concession stand had talked at length about a long-term agreement. Conditions - 3 year contract with 21% of profits to go the City with no increase in prices without proof of dramatic change in wholesale costs; $500 per year to be spent on improvements at the concession stand. ITEM NO. 4 - PRESENT & FUTURE PROJECTS: a. Bill Nelson reported that most of the items listed by WSA were now under way. Looking at installing one additional volleyball court, and a bench at the playground. Public Works has widened and resurfaced the road. Mr. Nelson has applied for a tree grant through Texas Forestry Service but was denied. Failing that Mr. Nelson is again to obtain trees through the Dallas Parks depa tment. Trees will not be specimen trees but will be nice trees. fv`c b. VALENTINE PARK: Bill Nelson reported he had received a grant from the Texas Forestry Service for trees for Valentine Park, will receive the money in the Fall. Mr. Nelson showed a detailed proposed layout for Valentine Park. c. VOLUNTEER PARK: This park is located on Ballard Street near the old water tower. The old fire station is soon to be demolished and the City has dedicated this property as a passive park area. Will be doing some landscaping here in the Fall of 1993. d. CLEAN UP/GREEN UP: Linda Hamer is coordinating this event in conjunction with Keep Texas Beautiful. Businesses, civic organizations, and citizens are joining together on Saturday, April 17 for the general clean up of the City, business property and private property alike. April 24 will be the day for planting, etc. Temporary dumpsters will be placed around town. At least one condemned structure will be demolished before or during this period.
