03-16-2010 (Planning & Zoning) Minutes Wylie Planning and Zoning Commission CITY OF WYLIE Minutes Wylie Planning & Zoning Commission Tuesday, March 16, 2010— 6:30 pm Wylie Municipal Complex— Council Chambers 2000 Highway 78 North CALL TO ORDER Chairman Phillip Johnston called the meeting to order at 6:30PM. Present with Chairman Johnston were, Vice Chairman Dennis Larson, Commissioner Willie Osborne, Commissioner Ruthie Wright, and Commissioner David Dahl. Commissioner Ramona Kopchenko was absent Staff present was Renae' 011ie, Planning Director, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Wright gave the invocation and Commissioner Dahl led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Johnston opened the Citizens Participation. With no one approaching the Commissioners, Chairman Johnston closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the March 2, 2010, Regular Meeting. A motion was made by Commissioner Osborne, and seconded by Commissioner Dahl, to approve the minutes from March 2, 2010 Regular Meeting, as submitted. Motion carried 5 -0. Consider a recommendation to the City Council regarding a Final Plat for Pecan Creek Addition, Block A, Lots 1 - 5, creating five legal lots of record on 6.236 acres. The property is generally located west of Whitley and north of Elm Grove Road within Dallas County. Ms. 011ie stated that the Final Plat will create five (5) lots, ranging in size from .507 acres to 2.503 acres. The property is located within the Extraterritorial Jurisdiction of the City of Wylie, and cannot be annexed into Wylie due to lack of contiguity. The plat dedicates a private access easement on the northwest. Under a separate instrument, the ingress, egress and access easements were platted and will remain in effect. With no questions for the applicant or staff, a motion was made by Vice-Chairman Larson, and seconded by Commissioner Osborne, to recommend approval to the City Council regarding a Final Plat for Pecan Creek Addition, Block A, Lots 1-5, creating five legal lots of record on 6.236 acres. The property is generally located west of Whitley and north of Elm Grove Road within Dallas County. Motion carried 5 —0. 2. Consider and act upon approval of a Site Plan for a multi-family development on a single lot consisting of 1.462 acres, generally located at the southwest corner of Cotton Belt Avenue and Fleming Street. Ms. 011ie stated that back in 2005, a plat and Site Plan was approved for the subject property as Pinehurst Addition. The plat was never filed, the site plan expired and the ownership has changed. The current owner and applicant is Habitat for Humanity. They are proposing their very first multi-family development on a single lot. The Cotton Belt Addition will accommodate five individual buildings 2,790 square feet in size. The Commission approved a Preliminary Plat and a Concept Plan on October 6, 2009. The corresponding replat is on the current agenda for consideration. The only difference between the Concept Plan and proposed site plan is the incorporation of an abandoned alley. In 2005, the 12 foot alley to the west of the property was abandoned by ordinance. The applicant has recently purchased and incorporated the 12 feet into the proposed site plan. The incorporation of the abandoned alley will allow the applicant to add more landscape and adjust the building line in relation to the new property line. The applicant will pour new concrete on Cotton Belt and extend it south to the railroad tracks. Mr. Kenny Nall, and Ms. Penny Diaz, Domus Studio Group, P.O. Box 861208, Plano, Texas, representative for the applicant stated that the 12 foot abandoned alley was just purchased and it was not included on the concept plan. The additional 12 feet allotted for footprint of the buildings to be revised and ability to preserve additional trees. Motion carried 5 —0. 3. Consider a recommendation to the City Council regarding a Replat of Keller's Second Addition, creating a single multi-family lot. Subject property being generally located at the southwest corner of Cotton Belt Avenue and Fleming Street. Ms. 011ie stated that the property totals 1.462 acres and would create one multi-family lot. The property is zoned Multi-Family (MF) District and was originally platted as Lots 1, 2, 3, 4 and an unidentified triangular tract in Block 11 of the Keller's Second Addition in the 1950's. A 12 foot alley was abandoned by City Ordinance No. 2005-34 and is incorporated in the overall acreage of the subject tract by this plat. The Site Plan is on the current agenda for the Commission review. A motion was made by Commissioner Dahl, and seconded by Vice-Chairman Larson, to recommend approval to the City Council regarding a Replat of Keller's Second Addition, creating a single multi-family lot.
