required time frame. As a courtesy, the entire Agenda Packet has also been posted on the City of Wylie website:
www.wvlietexas.gov.
The Chairman and Board request that all cell phones and pagers be turned off or set to vibrate. Members of the audience
are requested to step outside the Council Chambers to respond to a page or to conduct a phone conversation.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:43 p.m. by board member Erin Dougherty. In attendance were
board members Polly Harrison (arrived at 7:00 p.m.), Thomas Gaudreau, Erin Dougherty, Ashley Burt,
and Alvaro Salinas. Board members Stewart Matthews and Kathy Spillyards were absent.
Staff present included Carole Ehrlich, board liaison/secretary.

Staff Comments
Board liaison Ehrlich addressed the board stating that the Founder's Park Selection Panel recommended Josh
Garber's final design for the Founder's Park Art Project. Upon review of that recommendation, the PAAB
members voted to choose none of the semi-finalists but to go back through the selection process. Per the Wylie
Public Art Guidelines and Procedures, the following are common processes for choosing Artists. The determining
factor is budget and time.
Ehrlich reported that the construction of the park improvements were scheduled to start within the month and
anticipated to be complete in 6-8 months. Ehrlich reported that the Public Arts Advisory Board has viewed many
artists during the selection process for the Wylie Municipal Complex "Call for Artists." Some of the artists in the
registry, based on the approved processes, could be asked to submit a proposal for the Founder's Park Project in
lieu of an additional call for artists.
Ehrlich reviewed with the board the processes approved within the art guidelines:
Limited Competition: Specific Artists are invited by the selection group to submit credentials and proposals.
Open Competition: (Calls for entries for)
Any Artist may submit credentials and proposals, subject to any requirements established by the Artist selection
panel.
Open competitions will be sufficiently detailed to permit Artists to determine whether their work is appropriate to
the project under consideration.
Direct Selection: Artists are approached directly. This is usually something that happens in a situation when a
project has to be done quickly, or within a certain budget and needs to be controlled. When this happens it is
necessary to do a small call for submissions within a local area to "help" the main Artist to fulfill federal
employment needs.
Mixed Process: This is a mix of all of the above.

Staff Comments
Board liaison Ehrlich reported that in the past months, the board has had an average of four to five members
present for the monthly meetings; with some meetings starting late due to lack of a quorum. She asked the board
if a different time and/or day would better fit the schedules of most of the members.
Board members discussed the third Thursday and 6:30 meeting time and gave direction to post on the April
monthly meeting agenda a proposal to change the day to the third Monday at 7:00 pm. for further discussion by
the board. Ehrlich noted that she would prepare an agenda item to discuss the date and time of the Public Arts
Advisory Board meetings.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the February 18, 2010 Public
Arts Advisory Board meeting. (C. Ehrlich, PAAB staff liaison)
Board Action
A motion was made by board member Gaudreau, seconded by board member Harrison to
approve the February 18, 2010 minutes as presented. A vote was taken and the motion
passed 5-0 with board members Matthews and Spillyards absent.

2. Consider and act upon selection of an art selection process and/or artist(s) to
request proposals for the Founder's Park CIP Art Project. (C. Ehrlich, Board
Liaison)
Staff Comments
Board liaison Ehrlich addressed the board stating that the board has discussed the processes that could be used
in the selection of an artist for the Founder's Park CIP Project. She explained that the board may take action at
this time to provide staff with the appropriate process.
Board Discussion
Board member Gaudreau suggested a use of current submissions to provide an artist for the Founder's Park
Project. Board member Dougherty stated that she liked the second choice artist for Site #2 (Municipal Complex
Project), Madeline Wiener. She explained to the board that Wiener was a sculptor and sculpted on rock with
figures that also created seating areas for visitors. She suggested that this artist prepare a proposal or possibly
several proposals for the park art site.
Board liaison Ehrlich reported that based on her budget for Site#2, she felt that the artist could propose art for the
park site. Board member Salinas concurred that Wiener would be a good fit for the art site at Founder's Park.
Board member Ashley Burt commented that she believed the sculpture that Weiner did would fit the park art site
as it was very interactive with seating areas for children. She also commented that the stone would be sturdy and
would not require much maintenance. She stated that this artist was an excellent sculptor. Ehrlich reported that in
regard to the maintenance for stone sculpture, there was a chemical that could be applied to the stone that would
keep any type of graffiti from sticking to the stone; this was the only maintenance this type of sculpture would
require.
Ehrlich reported that the board needed to decide what type of process the board wished to use. Board member
Salinas suggested that the board ask all finalists (Municipal Complex, Site #1 and #2) to submit a proposal.
Board member Burt stated that during the first call, the panel found it difficult to find artists within the small budget
for the park. She stated that asking the artist for site #1 would more than likely be out of the price range they
would be willing to submit for. Board member Burt asked what the stipend requirement would be for each artist,
should the board choose to solicit several artists. Ehrlich replied that some discussion from the board was to
provide each artist with a $500 stipend.
Board member Salinas suggested that staff ask Madeline Wiener to provide 2-3 proposals for the park site, at the
one stipend for her proposals. Board member Gaudreau concurred that one stipend for this artist to provide at the
minimum 3-4 drawings of possible sculpture for this site would be the best process to utilize.
Board Action
A motion was made by vice chair Harrison, seconded by board member Dougherty to direct staff to contact
Madeline Wiener and ask Wiener to provide 3-4 proposals for the Founder's Park art space within an artist budget
of $38,000 and be paid a small stipend for her proposals. A vote was taken and the motion passed 5-0 with
board members Matthews and Spillyards absent.
3. Consider and act upon replacement(s) to the Founder's Park Selection Panel. (C.
Ehrlich, Board Liaison)
Staff Comments
Board liaison Ehrlich addressed the board stating that in 2009 a Founder's Park Selection Panel was appointed to
" " select semi-finalists for the Founder's Park Public Art Project. Some of the original members selected have
declined from serving or have retired from the city. The board is asked to select replacements for these board
members. Staff has contacted Suzanne McCord, Charles Flesch, Anne Hiney, Ashley Burt and Pam Wells who
have all agreed to continue to serve. Mike Rutan, Terry LeGrand and Bill Nelson are unable to continue the
selection process. Staff is asking the board to appoint new members to replace these panel members.

Board Action
A motion was made by board member Dougherty, seconded by vice chair Harrison to appoint: Robert --
Diaz to replace Bill Nelson; Lynn Grimes to replace Mike Rutan, and Sabrina Manshardt to replace
Terry LeGrand on the Art Selection Panel for Founder's Park CIP Art Project. A vote was taken and the
motion passed 5-0 with board members Matthews and Spillyards absent.
ADJOURNMENT
With no further business before the Wylie Public Arts Advisory Board, a motion was made by board
member Salinas, seconded by board member Gaudreau to adjourn the meeting at 7:48 pm. A vote was
taken and the motion passed 5-0 with board members Matthews and Spillyards absent.
