Special Called Board Meeting

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 8:25 p.m. by Vice Chair Polly Harrison. In attendance were board
members Erin Dougherty, Thomas Gaudreau, Ashley Burt, and Kathy Spillyards. Board members
Alvaro Salinas and Stewart Matthews were absent.
Staff present included Carole Ehrlich, board liaison/secretary.

❑ Presentation and Review of Design Proposals by Artist Madeline Wiener for
the Public Art CIP Project for Founder's Park. (C. Ehrlich, Board Liaison)
Artist Madeline Wiener presented three proposal designs for the Founder's Park art site. The first presentation
was called "Catch" which designed two persons throwing an imaginary ball; the girl posing in a position of
throwing and the boy running to catch the ball. She explained that the design could be sculpted from Dolomitic
Limestone or Indiana Limestone. She described the measurement to be 6'X 6' in width and height and the other
to be5' x5'.
The second proposed design was called "Playing Ball." This design was more defined in facial features and had
two children standing and sitting on a bleacher bench. The figures could be designed in either stone choice and
measured 5' x 2.5' for the boy and 3.5' x 3.5' for the girl. She explained the bleachers would be three tiered and
would have seating room for visitors. The overall height would be 7' at the highest point.
The third design was called "Off Sides" and showed two girls, one seated leaning against the standing figure.
They could be sculpted from either limestone choice and would measure 5' x 2' and 3.5' x 3'. Both figures were
holding soccer balls.
Artist Wiener explained that the stones and the figures would be very approachable and would engage visitors.
She recommended changing the grass art site to concrete to complement the sculpture and lower the
maintenance required for the site. She explained that the stone would be sprayed with a sealer to easily wash
away any graffiti that might be placed on the sculptures.
She noted that once unveiled, she would bring pieces of the stone to give to those present to help the public feel
ownership in the public art.
PAAB liaison Ehrlich reported the Founder's Park Selection Panel who had met earlier that evening had
unanimously chosen "Catch" as the final design for the Founder's Park CIP Art Project and was recommending
that design to the board.

BUSINESS ITEMS
1. Consider and act upon the minutes from the April 15, 2010 Public Arts Advisory Board
Meeting. (C. Ehrlich, PAAB liaison)
Board Action
A motion was made by board member Thomas Gaudreau, seconded by board member Kathy
Spillyards to approve the minutes from the April 15, 2010 Public Arts Advisory Board Meeting as
presented. A vote was taken and the motion passed 5-0 with Matthews and Salinas absent.
2. Consider and act upon the final art design by artist Madeline Wiener recommended by
the Founder's Park Selection Panel for the Founder's Park CIP Art Project and final
recommendation to the Wylie City Council to commission the art. (C. Ehrlich, PAAB staff

Board Discussion
Board liaison Ehrlich addressed the board stating that the design proposals by Madeline Wiener have been
reviewed by the Founder's Park Selection Panel. The panel has chosen "Catch" as the design to recommend as
the final design to the Public Arts Advisory Board for the Founder's Park CIP Art Project. Ehrlich explained that
the board may review the proposals presented including the recommended final design for action tonight.
She explained that PAAB will recommend their final design to the Wylie City Council along with a contract to
commission the art. Staff is requesting that the final contract be prepared by staff for review by the City Attorney
and submission to the Wylie City Council along with the art.
Board Action
A motion was made by board member Gaudreau, seconded by board member Dougherty to choose
"Catch" as the final design for the Founder's Park CIP Project and to include two 18" cement risers with
at least 14"-18" within the riser area to allow for seating and that the sculptures be sculpted from
Dolomitic Limestone. Further, that staff create a contract for the commissioning of this art design to be
recommended to the Wylie City Council along with the final art design. A vote was taken and the motion
passed 5-0 with board members Matthews and Salinas absent.
ADJOURNMENT
A motion was made by board member Spillyards, seconded by board member Gaudreau to adjourn the
meeting at 8:40 p.m. A vote was taken and the motion passed 5-0 with board members Matthews and
Salinas absent.
