04-29-2010 (Public Arts Advisory) Minutes (03) Public Art - Founder's Park Artist Selection Panel _41 CITY OF WYLIE g Minutes Special Called Panel Meeting April 29, 2010 - 6:30 p.m. Wylie Municipal Complex City Council Chambers/Council Conference Room 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. PAAB Liaison Ehrlich called the meeting to order at 6:45 p.m. with the following panel members present: Robert Diaz, Anne Hiney, Susanne McCord, Lynn Grimes, Ashley Burt, and Sabrina Manshardt. Panel members Pam Wells and Charles Flesch were absent. PRESENTATION AND DISCUSSION ITEMS ❑ Presentation and Review of Design Proposals by Artist Madeline Wiener for the Public Art CIP Project for Founder's Park. (C. Ehrlich, Board Liaison, and Sharon Leeber, Art Consultant) Presentation Artist Madeline Wiener presented three proposal designs for the Founder's Park art site. The first presentation was called "Catch" which designed two persons throwing an imaginary ball. The design depicts a girl posing in a position of throwing and the boy running to catch the ball. She explained that the design could be sculpted from Dolomitic Limestone or Indiana Limestone. She described the measurement to be 6'X 6' in width and height and the other to be 5' x 5'. The second proposed design was called "Playing Ball." This design was more defined in facial features and had two children standing and sitting on a bleacher bench. The figures could be designed in either stone choice and measured 5' x 2.5' for the boy and 3.5' x 3.5' for the girl. She explained the bleachers would be three tiered and would have seating room for visitors. The overall height would be 7' at the highest point. The third design was called "Off Sides" and showed two girls, one seated leaning against the standing figure. They could be sculpted from either limestone choice and would measure 5' x 2' and 3.5' x 3'. Both figures were holding soccer balls. Artist Wiener explained that the stones and the figures would be very approachable and would engage visitors. She recommended changing the grass art site to concrete to complement the sculpture and lower the maintenance required for the site. She explained that the stone would be sprayed with a sealer to easily wash away any graffiti that might be placed on the sculptures. She noted that once unveiled, she would bring pieces of the stone to give to those present to help the public feel ownership in the public art. PAAB liaison Ehrlich reported the Founder's Park Selection Panel who had met earlier that evening had unanimously chosen "Catch" as the final design for the Founder's Park CIP Art Project and was recommending that design to the board. Consider and act upon the minutes from the October 28, 2009 Founder's Park Selection Panel Meeting. (C. Ehrlich, PAAB liaison) Board Action A motion was made by panel member Anne Hiney, seconded by panel member Susanne McCord to approve the minutes from the October 28, 2009 Founder's Park Selection Panel Meeting as presented. A vote was taken and the motion passed 6-0 with Flesch and Wells absent. 2. Consider and act upon the proposed designs by artist Madeline Wiener to recommend a final design to the Public Arts Advisory Board for the Founder's Park CIP Art Project. (C. Ehrlich, PAAB staff liaison) Panel Discussion Board liaison Ehrlich addressed the board stating that the design proposals by Madeline Wiener have been presented to the panel. She asked each panel member to make comments regarding the three proposals. Panel members commented on the design they liked and the stone preferred for the sculptures. The panel unanimously leaned toward "Catch" as the design to recommend as the final design to the Public Arts Advisory Board. Member comments included the non specific nature of the sculptures to any one type of sport and the movement designed in the figures. The members liked the feel and look of the Dolominic Limestone. Members had concerns about the additional costs with this stone and artist Wiener noted that she was more than happy to provide any of the designs in the Dolomitic Limestone which she preferred as well. The board spoke about having an 18" riser under each sculpture for additional seating. The panel preferred the center art space being constructed of — concrete rather than grass. Artist Wiener agreed that the setting she would prefer would be concrete. She stated that she would be responsible for the concrete risers and would work in conjunction with the construction firm in regard to coordinating the concrete center and riser installations. Board Action A motion was made by panel member Hiney, seconded by panel member Grimes to recommend art design "Catch" by artist Madeline Wiener as the final art design for the Founders Park CIP Art Project and to recommend an 18" riser for each sculpture. A vote was taken and the motion passed 6-0 with panel members Flesch and Wells absent. ADJOURNMENT A motion was made by panel member Hiney, seconded b panel member Grimes to adjourn the meeting at 8:20 p.m. A vote was taken and the motion passed 6-0 with panel members Flesch and Wells absent.
