Wylie Municipal Complex
Council Conference Room
2000 Highway 78 North
CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 12:05 p.m. by Chairman Stewart Matthews. In attendance were
board members Erin Dougherty (arrived 12:15 pm), Polly Harrison, Ashley Burt, and Kathy Spillyards.
Board members Alvaro Salinas and Thomas Gaudreau were absent.
Staff present included Carole Ehrlich, board liaison/secretary.
CALL TO ORDER
Announce the presence of a Quorum.
BUSINESS ITEMS
Consider and act upon the minutes from the April 29, 2010 Public Arts Advisory Board
Meeting. (C. Ehrlich, PAAB liaison)
Board Action
A motion was made by board member Spillyards, seconded by board member Harrison to approve the
Public Arts Advisory Board minutes of April 29, 2010 as presented. A vote was taken and the motion
passed 4-0 with board members Gaudreau, Salinas and Dougherty absent.
Consider and act upon the changes to the final artist's budget for the selected final art
design by artist Madeline Wiener recommended for the Founder's Park CIP Art Project
and final recommendation to the Wylie City Council to commission the art. (C. Ehrlich,
PAAB staff liaison)
Staff Comments
PAAB liaison Ehrlich addressed the board stating that at the April 29, 2010 Special Called Meeting of the Public
Arts Board, artist, Madeline Wiener was chosen as the final artist with her art proposal of "Catch". The budget for
the project was set at $38,000 however during the presentation/selection process PAAB requested that the
cement risers for each sculpture be increased from approximately 7 feet and 6 feet in a length to 9 feet and 8 feet
May 7, 2010 Wylie Public Arts Advisory Board Meeting Minutes 12
to allow seating room for visitors. The board also requested that the risers be 18" high (seating height) rather than
6" high.
Artist Wiener has contacted staff to address the additional costs in increasing the risers. She has indicated that
she will be more than happy to accommodate the board but will be required to ask for an artist's budget of
$40,000 rather that $38,000 as first allocated. She stated that she is absorbing the additional cost of the sculpture
material going from Indiana Limestone to Dolomitic Limestone, but is unable to absorb the additional cement cost
for the risers.
Ehrlich explained that there was room in the budget to increase the artist's budget to $40,000 if the board
approves. Staff will need the final amount to create the contract between the City and the artist to be presented to
the Wylie City Council on May 25, 2010.
Board Action
A motion was made by board member Harrison, seconded by board member Spillyards to increase the
artist's budget for the Founder's Park Final Art Design by Madeline Wiener from $38,000 to $40,000 to
include the additional cost for 9 ft. and 6 ft. lengths and 18" height for the risers. A vote was taken and
the motion passed 5-0 with board members Salinas and Gaudreau absent.
en-inuRNMENT
With no further business before the Public Arts Advisory Board, a motion was made by board member
Harrison, seconded by board member Matthews to adjourn the meeting at 12:20 p.m. A vote was taken
and the motion passed 5-0 with board members Salinas and Gaudreau absent.

Consider and act upon board approval of a bronze plaque for the dedication of the Fire Station #3
Public Art Project. (C. Ehrlich, Staff Liaison)
Motion to approve the purchase of a plaque from
in an amount not to exceed
Staff requested that the artists, Montage 48/61 provide a name for the wall mosaic. The name that was chosen
is "100 Years: A Visual History". The fire staff provided the dedication verbiage which has been provided for
your review. Staff is now ready to order the plaque to be installed below the mosaic panel on the 16 ft. wall.
PIO Craig Kelly has provided the format for the plaque and checked with several companies regarding pricing.
All companies stated that the plaque would need to be at least 12 X 14" in order for the city/fire logos to be
defined.
Franklin Bronze Plaque Company was the lowest quote, and do quality work. Staff is recommending approval
of Franklin Bronze Plaque Company for a 12 X 14" size plaque. It will take 4-6 weeks for completion and
mailing. The dedication event will be planned for mid July, 2010.
