11-11-2009 (Library) Minutes 71 Library Advisory Board CITY OF WYLIE Library Board--Minutes Monday, November 11, 2009- 7:00 pm Bluebonnet Room Smith Public Library 800 Thomas Street Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Courtney Gober, Shirley Burnett, Grace Morrison, Mindy Ayers, Junaid Najamuddin, Lucy Shriver, Rachel Orozco, (Board Liaison) Absent: Brett Bim CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. PRESENTATION ACTION ITEMS 1. The Library Board Minutes of Monday, October 12, 2009 were approved with corrections. DISCUSSION ITEMS The Library Dinner will cost $36.00 per library board member. The dinner is December 14. The dinner is the same as last year. Library Board members would contribute $18.00 if they cannot attend. Library Patron Policies: Courtney Gober reported on the visit to the Harrington Library regarding the positive and negatives of having a high school and middle school nearby. The positive things included that the teens could use the library. Harrington did not have afterschool programs because the budget had been cut with staffing and programming. Negative issues included having to give out criminal trespass warrants. They do have a police officer that patrols the area. They did not have vandalism. They also have great visibility. They do not have an age for the unattended child policy. The Harrington staff does not wait with a child when the library October 12,2009 Library Advisory Board Regular Meeting Agenda Page 2 of 2 closes. After a few times, parents started coming on time to pick up their child. Harrington has a one-page policy and they didn't have copies to hand out to patrons. When an unattended is left in the library, the staff will call the police if they cannot find a parent or guardian to pick them up. Some library board members felt that a policy was needed that allowed for staff to deal with this issue. There was debate as to the appropriate age for an unattended child. The library staff always works in pairs when staying with a child after closing the library. Rachel is going to check with Parks and Recreation and the Police on policies. The policy will go through legal as well. The library will have to determine: Do we want to have an age? What is the age threshold? A library board member suggested that we have an unattended child policy with a minimum age. Otherwise, the library may become a baby sitter. The library's current unattended age policy is nine. The library will decide whether to have a separate unattended policy during open and close hours. The library will contact legal and see if the current age for unattended policy is appropriate. Rachel handed out sample policies for the library to review and choose items that they would like to include. Rachel reviewed what is in the current policy. Questions to ask might include: Do we allow food and beverage in the library? Some board members liked the existing policy that does not allow eating and drinking, only in designated areas. They felt that designated areas allowed some flexibility. The library board liked the idea of having the entire municipal complex smoke-free. It is not an ordinance. STAFF REPORTS Rachel reported that circulation is up six percent in October. The library processed 212 new library card members. The library updated 1,300 library cards. Overall, the library processed 1,500 cards. Rachel and Mindy are attending "Online Opportunities" summit in San Antonio regarding a Gates Grant.
