01-11-2010 (Library) Minutes __1/V Library Advisory Board CITY OF WYLIE 1 Library Board--Minutes Monday, January 11, 2010 - 7:00 pm Bluebonnet Room Smith Public Library 800 Thomas Street Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Courtney Gober, Bret Bim, Shirley Burnett, Grace Morrison, Mindy Ayers, Junaid Najamuddin, Rachel Orozco, (Board Liaison) Absent: Lucy Shriver CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. PRESENTATION ACTION ITEMS 1. The Library Board Minutes of Monday,November, 9 2009 were approved with corrections. DISCUSSION ITEMS Rachel handed out the preliminary policy that the Community Center is writing for the Parks and Recreation Department. Rachel checked the parts of the policy that were common to both buildings. A question was asked about the age changes in the evening. This policy was used because there were too many children in the evening that were unattended. Rachel said that the library staff wants it one age at all times. It was discussed that there might be a policy in common and then one with the differences. It was also discussed that we might have two different policies that have common elements. The library and the recreation center will have separate meeting room policies. The review of the policy was initiated so that the recreation center and the library would have some common behavior expectations. Chief Duscio was really pleased that we are including the police in the policy. This way we will know what to expect from the police. A question was asked about a no loitering policy. Rachel January 11,2010 Library Advisory Board Regular Meeting Agenda Page 2 of 2 has not seen any loitering signs in libraries. If someone is creating a disturbance outside the building, then they can be asked to quiet down. Criminal trespass warrants are for a year. These would be issued in extreme cases. Chief Duscio said that they would not have a regular patrol in the complex because they do not have the staff. Donna Shirley, Public Services Supervisor, suggested a police liaison. This idea will be explored with Chief Duscio. The Wylie Economic Development Center will go before their board to request funding for the Business Center. The Open House will be change so that it is not during Spring Break Week. Six artists met with the public to get an idea about what they wanted to see in public art. It was well-attended. Some people wanted it to be historical and not modern. Some wanted something more modern and the art to represent the diversity in the community. The art will be in the front and the other between the library and the recreation center. Grace announced the Supporter's Conference in Fort Worth. Last year was a good conference. It is scheduled for Saturday, February 13. STAFF REPORTS Rachel presented the First Quarter 2010 report. Circulation and library card registration has increased. The library hired two new librarians for the Adult and Children's Departments. The MLK Celebration is Monday, January 18 with a special program at 6:30 p.m. ADJOURNMENT The meeting was adjourned at 8:00 p.m. lm Grace Morrison, President Date
