Executive Summary
It is once again time to start planning for the 2nd Annual Arts Festival. We will discuss T-shirt art,
application process and other planning items.

Staff will report the progress for both Site#1 and Site#2 art projects.
• Discussion regarding the unveiling and dedication of the Montage

Executive Summary
Staff will discuss final plans for the first Wylie Public Art Dedication to be held July 19th at 6:30 pm at Fire
Station#3.
• Update regarding the cleaning and patina restoration for the Teatro XIX by
Herk van Tongeren. (C. Ehrlich, PAAB Liaison)
Executive Summary
Staff is currently working with Michael van Enter and has obtained several options and costs to restore
and clean the Herk van Tongeren sculpture for installation at the new Wylie Municipal Complex. Staff will
report on these options and base construction.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the June 17, 2010 Public
Arts Advisory Board meeting. (C. Ehrlich, PAAB staff liaison)
2. Consider and act upon the appointment of a Public Art Advisory Board Chair and
Vice Chair for a term of one year beginning July 2010 and ending July 2011.
Executive Summary
Each year the board appoints a chair and vice chair. The chair of the board presides over the meetings
and signs all official minutes of the board. The vice chair presides in the absence of the chair.

UPDATE REGARDING THE PATINA AND CLEANING OF
TEATRO XIX BY HERK VAN TONGEREN
The other thing I would like to ask, is there photo of the sculpture,just after original installation?
Here is what I can tell you
The original work seems to have a blue/verde wash patina over the entire work, this was
very popular in the 80's and 90's.
The problem with this patina is it is very fragile and subject to `sloughing off if not constantly
maintained with an appropriated soft paste wax. Also this cupric-nitrate patina is subject to be
attacked by bird guano and animal urine that contain ammonia. It is also very prone to be co-
laterally damaged by the lifting straps and tie downs during transport and installation.
One can also observe that the base material has darkened differentially where layers of
work were originally welded together possibly using a slight difference in the alloy, you will see
the photo pointing to this difference.
Why I am saying this is it does give us options, and while I am aware it is politically correct to
follow the guidelines of the American Institute of Conservation and respect the artists original
intentions you do have some latitude of practicality to best maintain the work.
All these options, except option one, should be done onsite post installation.
Option one—this would return the work to as the as new condition. Original work would have
to be done off site in a suitable facility, then moved to final location and possibly touched up.
The surface should be cleaned, then glass bead blasted to remove surface oxides.
A dark base cold patina should be used to create a middle tone.
Sculpture should ne move on location.
A cupric nitrate hot patina should be stippled on surface.
A special sealer applied.
A light paste wax applied six months later.
Annual maintenance—cold paste wax once a year, if maintained and cleaned could be good for 6
to 12 years.
Costs are approximate - $ 19 000.00 original + transportation to work site then
final location....
$ 2 000.00 annual
Redo in 6 to 12 years
Option Two—this would be the to darken all existing patina and use a hot wax for a sealer
Annual maintenance—Hot wax once per year, if maintained and cleaned could be good for 6 to
20 years
Costs are approximate - $ 6 000.00 Patina
$ 2 800.00 Hot wax annual.
Option Three—this would be the to darken all existing patina then highlight and intensify light
areas.
Annual maintenance— Hot wax once per year, if maintained and cleaned could be good for 6 to
20 years
Costs are approximate - $ 12 000.00 Patina
$ 2 800.00 Hot wax annual.

Prior to the beginning of the Regular PAAB meeting, members toured the completed art
wall at Fire Station #3 located at 210 W.A. Allen at Brown Street.
CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:55 p.m. by Chair Stewart Matthews. In attendance were board
members Ashley Burt, Erin Dougherty, and Kathy Spillyards. Thomas Gaudreau, Polly Harrison, and
Alvaro Salinas were absent.
Staff present included Carole Ehrlich, board liaison/secretary.

Staff/Board Discussion
Members discussed plans for the December 4, 2010 Annual Wylie Arts Festival. Committee heads reported
on items they had completed and upcoming items needing to be addressed. Public Information Officer, Craig
Kelly, reported that he was currently working with prospective sponsors and the WISD music department to
begin plans for the day long entertainment.
Vendor applications will be going out in the next week to prospective fine art and hand craft vendors.
• Discussion regarding the unveiling and dedication of the Montage
48/61 Mosaic Wall. (C. Ehrlich, PAAB Liaison)
Staff/Board Discussion
Staff and board members discussed the plans for the dedication of the Fire Station #3 mosaic wall. Lynn
Grimes offered to contact the local bakery to find particulars about a cake for the dedication. PAAB liaison
Ehrlich reported that the Fire Department planned to cook hotdogs and provide drinks for attendees. Staff
reported that an invitation would be sent to a variety of invitees and the public to attend this first dedication of
art for the City. Invitations will be sent via e-mail.

Board Action
A motion was made by board member Spillyards, seconded by board member Burt to approve the
May 20, 2010 PAAB minutes as presented. A vote was taken and the motion passed 4-0 with board
members Harrison, Gaudreau, and Salinas absent.
2. Consider and act upon final approval of 100 Years; A Visual History by Montage
48/61 and authorize final payment for the art work. (C. Ehrlich, PAAB staff liaison)
Staff/Board Discussion
PAAB liaison Ehrlich reported that the board had toured the art site at Fire Station #3 with construction
manager Shane Colley. She explained that there was some unevenness to the back of the wall and some
color variations on both the front and back of the wall. She reported there were options to remediate the
issue. They included:
1. Placing a skim coat of color concrete over the entire wall (all four sides) to provide a constant texture and
color. This process would also fill in the small holes that exist on the back side of the wall.
2. Stone rub the back of the wall to try and accomplish a smoother texture to the concrete. Ehrlich explained
that this process would not change the difference in the color of the back compared to the skim coated
color that was placed under the mosaic panel on the front. It would also not eliminate the small holes in
the concrete.
3. Acid wash the back and front wall to smooth the look of the concrete. She explained this would not
eliminate the holes.
4. Lease the wall as is and accept it as complete.
Ehrlich explained the mosaic wall could be approved tonight with any of the options above being part of the
motion to complete prior to the final payment of$4,560.00.
Board Action
A motion was made by board member Dougherty, seconded by board member Spillyards to approve
the final art piece, 100 Years; A Visual History by Montage 48/61 with the contingency that all 4 sides of
the wall be skim coated with a darker color concrete to even out the texture and color prior to final
payment to Montage 48/61 of $4,560.00. A vote was taken and the motion passed 4-0 with board
members Harrison, Gaudreau, and Salinas absent.

meeting at 8:08 p.m. A vote was taken and the motion passed 4-0 with board members Harrison,
