06-01-2010 (Planning & Zoning) Minutes Wylie Planning and Zoning Commission CITY OF WYLIE V Minutes Wylie Planning & Zoning Commission Tuesday,June 1,2010—6:30 pm Wylie Municipal Complex—Council Chambers 2000 Highway 78 North CALL TO ORDER Chairman Phillip Johnston called the meeting to order at 6:30PM. Present with Chairman Johnston were, Vice Chairman Dennis Larson, Commissioner Willie Osborne, Commissioner David Dahl, Commissioner Ruthie Wright and Commissioner Ramona Kopchenko. Staff present was Renae' 011ie, Planning Director, Jasen Haskins, Assistant Planner, and Mary Bradley,Administrative Assistant. INVOCATION&PLEDGE OF ALLEGIANCE Vice Chairman Larson gave the invocation and Commissioner Wright led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Johnston opened the Citizens Participation. With no one approaching the Commissioners, Chairman Johnston closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the April 20, 2010, Regular Meeting. A motion was made by Commissioner Osborne, and seconded by Vice Chairman Larson,to approve the minutes from April 20,2010 Regular Meeting,as submitted. Motion carried 6—O. REGULAR AGENDA Action Agenda 1. Consider and act upon approval of a Site Plan for North Texas Municipal Water District Wylie Water Treatment Plant, 505 east Brown Street on 441 acres, generally located north of Brown Street and west of S.H. 78. Minutes June 1,2010 Wylie Planning and Zoning Board Page 1 of 2 Ms. 011ie stated that the property consists of 441 existing acres and is zoned Heavy Industrial (HI) District. NTMWD is proposing to construct two new ozone generation buildings and six new ozone MORia contactor basins. The size of the North Ozone Operations building is 27,000 square feet. The size of the South Ozone Operations building is 19,900 square feet. The contactor basins range from 1,700 square feet to 2,480 square feet in size. Four of the contactors will be constructed primarily below grade. The other two will be built within an existing basin.All of the facilities will not be visible from any street. The new ozonation facilities are being constructed in order to reduce disinfection by-product formation and tastes and odors in the finished water. Due to National Security regulations, the property is not required to be platted. With no questions for the applicant or staff, a motion was made by Commissioner Osborne, and seconded by Commissioner Wright,to approve the Site Plan for North Texas Municipal Water District Wylie Water Treatment Plant, 505 East Brown Street on 441 acres, generally located north of Brown Street and west of S.H.78. Motion carried 6—0. 2. Consider a recommendation to the City Council regarding a Final Plat for Wally W. Watkins Elementary School,Block A,Lot 1 on 13.244 gross acres, generally located west of FM 544 and north of Elm Drive extension. Ms. 011ie stated that the proposed 71,172 square foot educational facility will be the tenth elementary school in the district. The location of the facility is approximately 650 feet west of FM 544,and will be accessible via proposed extension of Elm Drive. With no questions for Staff, a motion was made by Vice Chairman Larson, and seconded by ,t Commissioner Osborne, to recommend approval to the City Council regarding a Final Plat for Wally W. Watkins Elementary School, Block A, Lot 1 on 13.244 gross acres, generally located west of FM 544 and north of Elm Drive extension. Motion carried 6—O. ADJOURNMENT A motion was made by Vice-Chairman Larson, and seconded by Commissioner Dahl, to adjourn the meeting at 6:40PM. All Commissioners were in consensus.
