CALL TO ORDER
Announce the presence of a Quorum.
Chairperson Anne Hiney called the meeting to order at 6:30 p.m.
Board Members present: Co-chair Donna Larson, Dan Chesnut, Brandi Lafleur, Gary Robas, Jim Ward and Eddie
Rodgers.
Staff members present: Public Services Director Mike Sferra, Recreation Superintendent Robert Diaz and Park
Board Secretary Sara Kisely.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda.Residents must provide their name and address.Board requests that comments be limited
to three(3)minutes.In addition,Board is not allowed to converse,deliberate or take action on any matter presented during citizen participation.
No citizens addressed the Board.
BUSINESS ITEMS
1-3.Consider, and act upon, approval of the Minutes of the April 12, April 26, and May 10, 2010 meetings.
Board Action:
Board Member Larson made a motion and seconded by Board Member Robas to approve the minutes from
the April 12, April 26, and May 10, 2010 meetings. A vote was taken and passed 6-0 with Board Member
Chesnut absent.
4. Consider, and act upon, approving a request from Wylie is H.O.P.E. for a Country Fair Fundraiser at Olde
City Park on Saturday, October 23, 2010 from 9:00 am—5:00 pm.
Board Action:
Board Member Ward made a motion and seconded by Board Member Rodgers to approve a request from
Wylie is H.O.P.E. to hold a Country Fair Fundraiser at Olde City Park on Saturday, October 23, 2010. A vote
was taken and passed 6-0 with Board Member Chesnut absent.
*Board Member Chesnut arrived at 6:35 p.m.
5. Consider, and act upon, approving a resolution for the Wylie Citizen's Police Academy Alumni
Association to sell items in city parks.
Board Discussion:
Recreation Superintendent Robert Diaz presented this item to the Board on behalf of the Wylie Citizens
Police Academy Alumni Association. The W.C.P.A.A.A. submitted a request to seek the Boards approval for
fundraisers to be held at various events throughout the year. This action would eliminate future requirements
to apply for individual endorsement for each occasion. The Board showed concern regarding the inadequate
parameters in the proposal and by setting precedence with such loose terms. A preferred option was
discussed to allow organizations an application process for annual review and approval. The annual form
would require updated contact information and specific listings of planned events.
Board Action:
Board Member Chesnut made a motion and seconded by Board Member Larson to table the Wylie Citizen's
Police Academy Alumni Association application until a revised proposal is prepared. A vote was taken and
passed 7-0.

6. (Motion to Remove From Table): Consider, and act upon, wording and images to be installed on the 12
Founders Park Historical Walk Stations.
Board Action:
Board Member Ward made a motion and seconded by Board Member Chesnut to remove this item from the
table. A vote was taken and passed 7-0.
Board Discussion:
Public Services Director Mike Sferra presented this item to the Board. Mr. Sferra stated PhotoCrete USA was
unable to utilize Wylie's copy of an 1800's locomotive due to the clarity of the picture. There was discussion of
substituting the grainy locomotive photograph with a similar picture from the same time period. Mr. Sferra had
condensed and revised the original drafts of historical markers from twenty-four selections to thirteen based
upon comments from the May 10, 2010 meeting. The Board mentioned some grammatical errors found in the
rough drafts that will be addressed and corrected by staff.
Board Action:
Board Member Robas made a motion and seconded by Board Member Ward to recommend the improved
drafts to Council for their approval. A vote was taken and passed 7-0.
DISCUSSION ITEMS
7. Discuss Parks and Recreation budget highlights for fiscal year 2010—2011.
Board Discussion:
Recreation Superintendent Robert Diaz presented the overall budgets for the upcoming fiscal year. The Parks
5511-General Fund, will see increases to recreation supplies (20%), special services(20%), and water and
electric utilities(25%). The Parks Department has requested new 16 ft. mowers, two zero turn mowers, an
infield conditioning machine, and two trailers as part of a replacement program for old and broken equipment.
The majority of these items have been allocated to the 5614-Parks 4B Sales Tax Fund along with$60,000 for
a Trail Master Plan. The Acquisition and Improvements Central Zone will add two pieces of playground
equipment to Southbrook Park. The West Zone includes setting up soccer goals and scoreboards for the
Founders Park Expansion. The East Zone covers design plans for Forest Ross Park and Pheasant Creek
Park and installing a new modular playground at Wylie Lakes Park. Recreation budgets, 5521-General Fund
will remain flat; 5615-4B Sales Tax Fund will facilitate all operating costs and staffing for the Bart Peddicord
Community Center; and 125-Recreation Fund is new and intended to fund the Wylie Recreation Center's
operating costs and staffing.

8. Discuss application submittal requirements for Tree City USA membership.
Board Discussion:
The Board reviewed information obtained from the Tree City USA website and the city's existing tree
preservation ordinance. Staff believes all of the requirements are achievable and most of the standards are
currently being applied. Chairperson Hiney stated to include the benefits and advantages of being a Tree City
when presenting to Council. Board Member Ward shared personal experience working with the City of
Sachse and the ease in applying for the award.

A motion to adjourn was made by Board Member Ward and seconded by Board Member Rodgers. The meeting
was adjourned at 8:20 p.m. by unanimous consent.
