CALL TO ORDER
Chairman Larson called the meeting to order at 7:05PM.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Byboth gave the invocation and Commissioner Alexander led the pledge
of allegiance.
CITIZEN PARTICIPATION
No one appeared to speak to the Commissioners.
CONSENT AGENDA
1. Consider and act upon approval of the Minutes from the April 19, 2005 Regular
Meeting.
A motion was made by Commissioner Alexander, and seconded by Commissioner
Byboth, to approve the minutes as submitted. Motion carried 5 — 0, with Commissioner
Hennesey abstaining.

ACTION ITEMS
1. Consider a recommendation to the City Council regarding a Final Plat for
Birmingham Ranch Addition. Subject property being a tract of land generally
located west of Parker Road and east of Birmingham Farms Phase 14 Addition, and
being part of a 16.039 acre tract and being all of a 15.486 acre tract of land conveyed
to T. F. Birmingham and Hattie A. Birmingham Trusts recorded in Volume 2362,
Page 90 of the Deed Records of Collin County Texas and being all of a 0.522 acre
tract of land conveyed to Wylie Independent School District recorded in Volume
1187, Page 15,Deed Records of Collin County, Texas.
Thompson stated that the legal description is incorrect in that the Plat is not 15.486 acres, but
is 16.039 acres. The Wylie Independent School District sold an additional 0.522 acre tract to
the developer, so the total acreage is 16.039 tract of land. The Plat will create 53 single-
family residential lots. The property is located south of Park Boulevard west of Parker Road,
and is the old WISD tract.
The tract is zoned SF-10, and all lots exceed 10,000 square feet in area.
The eastern access to the property has width constraints, which allows only a 40 foot street
right-of-way to connect to Parker Road and the Engineer has approved the standard paving
section within this narrower right-of-way. The remaining streets have 50 foot rights-of-way.
The length of the Lone Star Court cul-de-sac is longer than most streets, and Fire has
approved the length. These concessions are allowed in order to achieve two efficient points
of access/egress to the subdivision.
Rob Adams, Adams Consulting Engineers, 500 Nolen Drive, Suite 550, Southlake, Texas,
represented the engineer for the subject property, and stated that the Plat inadvertently left out
the setbacks on Lot 1, which is a residential lot. This is a technical issue and will be
corrected before submittal to City Council. A retention pond will be located on Lot 13,
which will be maintained by the Homeowners Association.
A motion was made by Commissioner Hennesey, and seconded by Commissioner Spillyards,
to recommend approval of the Final Plat for Birmingham Ranch with the understanding that
the technical requirements will be corrected before submittal to the City Council. Motion
carried 6—0.

PUBLIC HEARINGS
1. Hold a Public Hearing and consider a recommendation to the City Council regarding
a change in zoning from Agriculture (A) to Planned Development (PD) District to
allow for Neighborhood Retail Services being situated in the Williams Patterson
Survey, Abstract No. 716, Collin County, Texas, and being a resurvey of a called
1.138 acre tract of land described in a deed to Dennis Bell and Dave Bell, of record in
Volume 4765. Page 3150, Deed Records of Collin County, Texas (Zoning Case No.
2005-10). Item to be tabled to the June 7,2005 meeting.
Thompson stated that the applicant has requested that consideration of this request be
tabled to the June 7, 2005 Commission meeting. The property is located on the southwest
corner of FM 1378 (Country Club Road) and FM 2514 (Parker Road).
A motion was made by Commissioner Alexander, and seconded by Commissioner Ames,
to accept to table the item to the June 7, 2005 Commission meeting as requested by the
applicant. Motion carried 6—0.
WORK SESSION
1. Hold a Work Session to discuss revisions to the Comprehensive Plan.
Thompson reviewed the revisions to the Comprehensive Plan, and provided copies of an
article in the Wylie News. At the Council's meeting on April 26, 2005, a public hearing
was held, and Council requested further research and recommendation related to the
sufficiency of retail and commercial uses and the proportion of residential densities (lot
sizes). The Council will hold one more public hearing on May 10, 2005 and a final
hearing and decision is scheduled for May 24, 2005.
Commissioners' consensus was to make limited additions to the commercial and retail
uses within the southeastern sector. Residential density was discussed in length, with the
consensus adding some 10 — 20,000 square foot lots within the Extraterritorial
Jurisdiction closer into the City, with 1-acre lots further out to the southeast.
ADJOURNMENT
A motion was made by Commissioner Byboth, and seconded by Commissioner
Spillyards, to adjourn the meeting at 8:50PM.
