CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:35PM. Present with Chairman
Johnston were, Commissioner David Dahl, Commissioner Ruthie Wright, Commissioner
Ramona Kopchenko, Commissioner Jeremy Jordan, Commissioner Gilbert Tamez and
Commissioner Ron Smith arriving late.
Staff present was Renae' 011ie, Planning Director, and Mary Bradley, Administrative
Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Kopchenko led the Pledge of
Allegiance.
ELECTION of CHAIR and VICE-CHAIR
Commissioner Dahl made a motion, seconded by Commissioner Wright, to recommend
Phillip Johnston to be Chairman. Motion carried 6—0.
Commissioner Kopchenko made a motion, seconded by Commissioner Dahl, to
recommend Commissioner Wright as the Vice-Chair. Motion carried 5 — 1, with
Commissioner Wright abstaining and Commissioner Smith arriving after the vote.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the June 15, 2010,
Regular Meeting.

A motion was made by Commissioner Dahl, and seconded by Commissioner Wright, to
approve the minutes from June 15, 2010 Regular Meeting, as submitted. Motion carried
7-0.
Chairman Johnston called for a recess at 6:40PM, and the Commission convened into
Work Session.
The work session was presented by Ann Bagley, FAICP, Planning Development Officer
of the Texas Chapter of the American Planning Association; and Director elected at large
for the National American Planning Association Board of Directors. Ms. Bagley did a
power point presentation on basic roles and responsibilities of Planning Commissioners
and Appointed Officials. She reviewed the definition of a Planning and Zoning
Commissioner, and a Zoning Board of Adjustment Board Member as defined in the Local
Government Code. The three chapters from the Local Government Code that she
encouraged all to read were; Chapter 211 Zoning, 212 Subdivisions and 213
Comprehensive Plan.
Ms. Bagley reviewed the ethical principles as outlined in the American Planning
Association statement. She stated that the Commissioners and Board Members were to
abstain from participation if there is a matter in which they have a personal interest and to
not only leave the dais, but to leave the chamber when the matter is being deliberated.
She reminded the Commissioners and Board Members that Texas is a community
property state, so the spouses are considered as one in matters that may be a conflict of
interest.
Ms. Bagley presented a list of training and resources for Planning Commissioners and
Zoning Board of Adjustment Board Members, but stated that the biggest resource was
staff.
Chairman Johnston asked for procedures for reviewing plats. Ms. 011ie stated that she
would put together a packet for all Commissioners of the checklist that is used during
Development Review process. Ms. Bagley offered her assistance in additional training
sessions including review of Subdivision Regulations at no charge. Ms. 011ie stated that
would be great and will schedule a time in the near future.
The Commissioners, Board Members and Staff thanked Ms. Ann Bagley for taking the
time and making the very informative presentation.
The Planning and Zoning Commissioner was reconvened into regular meeting by
Chairman Johnston.

ADJOURNMENT
A motion was made by Commissioner Dahl, and seconded by Commissioner Tamez, to
adjourn the meeting at 8:00PM. All Commissioners were in consensus.
