CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:30PM. Present with Chairman
Johnston were, Commissioner David Dahl, Commissioner Ramona Kopchenko, Commissioner
Jeremy Jordan, Commissioner Gilbert Tamez, and Commissioner Ron Smith. Commissioner
Ruthie Wright was absent
Staff present was Jasen Haskins,Assistant Planner,and Mary Bradley,Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Tamez led the Pledge of Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the July 6, 2010, Regular
Meeting.
A motion was made by Commissioner Smith, and seconded by Commissioner Jordan, to approve
the minutes from July 20, 2010 Regular Meeting,as submitted. Motion carried 6—0.
REGULAR AGENDA
Action Agenda
1. Consider and act upon a site plan for Burnett Junior High School, for a proposed
11,680 square foot addition and a new 25,000 square foot educational facility.
Generally located south of Pirate Drive and East of Hilltop Lane.
Mr. Haskins stated that the applicant proposes to add 11,680 square feet to the existing Burnett
Junior High School and construct a new 25,000 square foot educational facility. The addition to

the existing school will be in two locations, one a new classroom addition and the other a new
kitchen area. —
The educational facility will serve as the Achieve Academy which is currently in portable
buildings adjacent to the WISD Maintenance Facility. The proposed new Achieve Academy will
be constructed primarily of field brick with accents of Burnished Block Type 2 with a stone look.
Mr. Ronny Klingbeil, RLK Engineering, 111 W Main Street, Allen, representative for the
applicant, stated that the brick for the new additions will closely match the existing facility.
Commissioner Tamez expressed concern of the pedestrian traffic from the proposed new facility
and parking lot and if there will be speed bumps. Mr. Klingbeil stated that area between the
building and the parking spaces will be striped. He was not sure if there will be an actual
crossing guard or not. Mr. Haskins stated that the Fire Department discourages speed bumps
within the fire lanes.
Chairman Johnston questioned the handicap parking. Mr. Klingbeil stated that there are six
handicap parking spaces which are not shown on the Site Plan, but are head-in toward Burnett
Junior High School. The Site Plan shows four new parking spaces close to the proposed Achieve
Academy.
A motion was made by Commissioner Dahl, and seconded by Commissioner Kopchenko, to
approve the site plan for Burnett Junior High School, for a proposed 11,680 square foot addition
and a new 25,000 square foot educational facility. The property generally located south of Pirate
Drive and East of Hilltop Lane. Motion carried 6—0.
ADJOURNMENT —
A motion was made by Commissioner Smith, and seconded by Commissioner Tamez, to adjourn
the meeting at 6:43PM. All Commissioners were in consensus.
