10-03-2006 (Planning & Zoning) Minutes Wylie Planning and Zoning Board CITY OF WYLIE Minutes Wylie Planning & Zoning Board Tuesday, October 3, 2006—7:00 pm Wylie Municipal Complex—Staff Conference Room 2000 Highway 78 North CALL TO ORDER Chairman Larson called the meeting to order at 7:00PM. In attendance with Chairman Larson were Commissioner Gregg, Commissioner Bennett, Commissioner Onufreiczuk, Commissioner Hemphill, and Commissioner Ames, with Commissioner Goss being absent. Staff members present were Rena& 011ie, Chris Hoisted, and Mary Bradley. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Onufreiczuk gave the invocation and Commissioner Hemphill led the pledge of allegiance. CITIZENS COMMENTS No one approached the Commissioners. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the September 19, 2006 Regular Meeting. A motion was made by Commissioner Onufreiczuk, and seconded by Commissioner Gregg, to approve the minutes from September 19, 2006, regular meeting as submitted with no changes or corrections noted. Motion passed 4 — 0 - 2, with Commissioners Hemphill and Ames abstaining. Minutes October 3, 2006 Wylie Planning and Zoning Board Page 1 of 3 ACTION AGENDA ITEMS 1. Consider and act upon approval of a Site Plan for a proposed 71,290 square foot educational facility on 16.61 gross acres. Generally located south of FM 2514 (Parker Road) and west of FM 1378 (Country Club Drive). Ms. 011ie stated that the applicant is proposing to develop an elementary school, which will be the eighth elementary school in the Wylie Independent School District. The school will sit approximately 847.54 feet from FM 1378, and will be accessible by a 2,127 foot drive. The proposed building totals 71,290 square feet on 16.560 acres. A Final Plat is on the current agenda for consideration. The building will be constructed primarily of brick. Commissioner Ames questioned the location of the sidewalks and if a sidewalk will be provided on the backside of the property for accessibility to the Riverchase Addition to the south. Mr. Ronny Klingbeil, RLK Engineering, 111 West Main, Allen, Texas, representative for the applicant, stated that there will be a sidewalk toward the main entry from the school. A right-of-way access has not been obtained from Riverchase Addition. Commissioner Ames stated that a walking trail is located at the northwestern portion of the Riverchase development, and encouraged Mr. Klingbeil to provide a sidewalk from the school to the existing walking trail. Commissioner Onufreiczuk expressed concern of the traffic issue on FM 1378. Mr. Klingbeil stated that Collin County is addressing the expansion of FM 1378 to a divided thoroughfare in the very near future. A left turn lane will be provided from FM 1378 to the school property. A traffic analysis did warrant a need for a signal light at Parker and FM 1378. A motion was made by Commissioner Bennett, and seconded by Commissioner Ames, to recommend approval of the Site Plan for 71,290 square foot educational facility on 16.61 gross acres. Property generally located south of FM 2514 (Parker Road) and west of FM 1378 (Country Club Drive); with the suggestion that RLK Engineering contact Riverchase Homeowners Association to provide an access easement into the neighborhood. Motion carried 5 — 1, with Commissioner Onufreiczuk voting in opposition. 2. Consider a recommendation to the City Council regarding a Final Plat for the construction of an educational facility for WISD on one lot. Generally located south of FM 2514 (Parker Road) and west of FM 1378 (Country Club Drive). Ms. 011ie stated that the subject property is the Final Plat from the Site Plan considered on the current agenda. The Plat will create one lot totaling 16.606 gross acres, and dedicates 20 feet of right-of- way for widening along the eastern portion of the property at FM 1378. Minutes October 3, 2006 Wylie Planning and Zoning Board Page 2 of 3 With no questions for the applicant or Staff, a motion was made by Commissioner Bennett, and seconded by Commissioner Gregg, to recommend approval of the Wylie Independent School District, Rita Smith Elementary School, this property generally located south of FM 2514 (Parker Road) and west of FM 1378 (Country Club Drive). Motion carried 5 — 1, with Commissioner Onufreiczuk voting in opposition. WORKSESSION 1. Discuss street lights and spacing within Residential subdivisions (Chris Hoisted, City Engineer). Mr. Hoisted stated that the new Zoning Ordinance requires street lights every 100 feet on both sides of the street, and wanted to discuss with Commissioners the intent. New development coming in and following the new code has a street light at every other lot. In talking with FEC and TXU the estimated cost is $20.00 with 100 watt bulb, per month. Mr. Hoisted distributed proposals for the Commissioners to review, one having the street lights spaced more than 150 feet. From a traffic stand point the street lights are recommended at intersections, dead-ends, and cul-de-sacs and street lights are needed for property owners and pedestrians. Mr. Hoisted stated that the Police Department considers lights as a security blanket and encouraged all pedestrians to be in a state of awareness. The Commissioners discussed in length the purpose of establishing a safe environment `"" for all home owners and citizens within the development. After the discussion, the consensus from the Commissioners was to take a tour of some of the new subdivisions to see the lighting and then make a decision whether revisions to the Zoning Ordinance are required to submit to City Council. ADJOURNMENT A motion was made by Commissioner Onufreiczuk, and seconded by Commissioner Ames, to adjourn the meeting at 6:33PM.
