CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:40 p.m. by Chair Stewart Matthews. In attendance were board
members Ashley Burt, Thomas Gaudreau, Deya Harris, Polly Harrison, Erin Dougherty, and Kathy
Spillyards.
Staff present included Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Discussion regarding the December 4, 2010 2nd Annual Wylie Arts Festival
(C. Kelly, PIO and C. Ehrlich, PAAB Liaison)
Board member chairs reported on the progress planning for the 2nd annual Wylie Arts Festival. Board
member Burt displayed a sample of the proposed T-shirt with a design by featured artist Rudy Suarez.
Board members gave direction to move forward with the T-Shirt design.
Various chair persons gave updates pertaining to their particular activities.
• Update to the Municipal Complex Art Projects for Site #1 and Site #2.
Staff Comments
Board liaison Ehrlich reviewed with PAAB the suggested wording for the kiosk signs and plaque for the
"Wishing Well" by Living Lenses. Final direction was to revise the kiosk signs and plaque to read:

• Update regarding the base construction for the Teatro XIX by Herk van
Tongeren sculpture for the new Municipal Complex. (C. Ehrlich, PAAB
Liaison)
Staff Report
Staff liaison Ehrlich gave a brief update on the progress regarding the Teatro XIX art sculpture. She explained
that the base design was being reviewed and presented a proposed design. The design she explained, was in a
circular shape with the sculpture base in the middle and plant material coming out in a 16 ft. circular design.
Three benches will be placed outside the circular area for viewing the sculpture. She explained that she would
be bringing back costs and recommended plant materials at another meeting for review and recommendation by
the board.

1. Consider and act upon approval of the minutes from the July 15, 2010 Public Arts

Board Action
A motion was made by board member Burt, seconded by board member Harrison to approve the
minutes from the July 15, 2010 PAAB meeting as presented. A vote was taken and the motion
passed 7-0.
2. Consider and act upon recommendations to the City Council for the final verse
design to be etched into the monoliths by Steve Gillman. (C. Ehrlich, PAAB staff
liaison)
Executive Summary
Staff liaison Ehrlich reported that during the July 27, 2010 city council meeting, approval was made by the Wylie
City Council regarding the final verses to be etched into the seven monoliths in front of the new Wylie Municipal
Complex. Within the action item, direction was given to staff to review the punctuation to insure it was
grammatically correct for each verse; depending on whether it was a full or partial sentence.
She explained that staff had contacted the Library Director, artist Steve Gillman, an author and comments had
come in from other sources regarding the proper punctuation. Opinions varied depending whether the
references were viewed as "art", poetry/lyric or written English grammar. The board discussed the quotes from
all referenced positions and felt that the wording should be as close to the original quotes in wording as possible
and should flow as simply as possible. Board member Burt, Dougherty and Harris stated that the periods,
capitols and ellipses distracted from the written words when reading the text. Each stone held a thought and

with no punctuation, the reader was drawn to the next stone, to read on. Board member Burt noted that the
monoliths were art and purposely chosen for their poetic verse; therefore punctuation was not needed.
Board chair Matthews felt the ellipse did accentuate the thought of what had come before but agreed that
punctuation as a whole was not required for these art pieces.
The board also reviewed a verse that had been edited in wording and gave direction to take the verse back to
the wording that was written in the article to stay true to the verse in order to stay true to the wording used in the
articles by Beb Fulkerson and true to the quotes made by early Wylie citizens. The direction was for Stone#1 to
read:
"time and people have passed away but yet remain always in the dusty little corners of our hearts"
Board Action
A motion was made by board member Dougherty, seconded by board member Spillyards to use the
artist's original concept with no punctuation or capitalization for the "art" monoliths by Steve Gillman.
A vote was taken and the motion passed 6-1 with board chair Matthews voting against.
The PAAB recommendations will be sent to council with the final "mockups" of the etched wording for
each stone.
ADJOURNMENT
A motion was made by board member Gaudreau, seconded by board member Harrison to adjourn the
meeting at 8:10 p.m. A vote was taken and the motion passed 7-0.
