PARKS & RECREATION ADVISORY BOARD
MONDAY, APRIL 27 , 1992
The City of Wylie Parks & Recreation Advisory Board met in
regular session at 7 : 00 PM on Monday, April 27 1992 in the
Employees Break Room of the Municipal Complex at 2000 SH78
N. , Wylie , Texas . A quorum was present and notice had been
posted in the time and manner required by law. Present were
Chairman John Burns , Vice-Chairman B. J. Upshaw, and board
members Peggy Sewell , Charles Stetler , Willie Calverly,
Jerry Smith and Scott Brown. No absences .
ITEM NO. 1 - CONSIDER APPROVAL OF MINUTES FROM MEETING HELD
ON MARCH 23 , 1992 : Chairman Burns asked for additions or
corrections to the minutes , hearing none , a motion was made
by Jerry Smith to approve the minutes as submitted .
Seconded by Willie Calverly. Motion carried all in favor .
ITEM NO. 2 - VALENTINE PARK - CITIZEN INPUT AND DISCUSSION:
Chairman Burns asked for anyone who wished to speak to sign
one of the sheets of paper and hand to the Secretary.
Bill Henry owns house at 1204 Birmingham (rental property) .
Mr . Henry would like to see a fence placed around the
perimeter of the Park to protect the adjacent property
owners . Would also like the park to be designated "no
organized sports" and to be held for passive use only.
Marie Frankee , 306 Willow Way: Wants a fence to protect
adjacent property owners and would like to have the park
closed at night .
Ray Sparks , 309 Valentine : Would like to see a picnic area
and just have a casual use park.
Porter Campbell , 500 Williow Way: Wants a fence .
Randy Keltner , 408 Willow Way: Concerned about maintenance
and security.
Sherry Howard , 307 Memorial : Would like to see a playground
and a jogging/walking track.
Chairman Burns thanked the citizens for their participation
and assured them that the City wants the park to be a good
neighbor and would strive to see that it does not create
problems for the neighborhood .
ITEM NO. 3 - ALANIS LANDFILL - DUANE HELMBERGER
ENGINEERING PRESENTATION AND DISCUSSION: Mr . Helmberger
stated that it is essential to maintain the 2 ft cap on the
landfill . However , there are areas which would be suitable
to install playing fields , others could be used for passive
pursuits . Mr . Helmberger stated there are many uses that
could be pursued on this tract . Mr . Helmberger discussed
the relocation of portions of Alanis Road .
ITEM NO. 4 - DISCUSS UPDATES FROM PARKS DIRECTOR ON WORK
PROJECTS: (a) Athletic field light fees - City Council
tabled until they have more information from the City Staff .
(b) Birmingham RTC Property - Donation of this property is
not out of the question; however the situation with the
property is very unsettled at this time . (c) Wylie Health
Fair - will be held on May 9th from 9-11 AM. (d) Community
Park Soccer/Football Fields - dirt being delivered at this
time for fields 1 , 2 and 4 .
Scott Brown said he would like to ask if the sports
association could discontinue games on Wednesday and Sunday
nights . It poses a problem for people who would like to be
in church at these times . B. J. Upshaw stated that youth
games are not scheduled for those times .
ITEM NO. 5 - CITIZEN PARTICIPATION: None
ITEM NO. 6 - ADJOURNMENT: There being no further business ,
the meeting was adjourned following motion and second.
