PARKS & RECREATION ADVISORY BOARD
MONDAY, JULY 27, 1992
The City of Wylie Parks & Recreation Advisory Board met in
regular session at 7:00 PM on Monday, July 27, 1992 in the
Council Chambers of the Municipal Complex at 2000 SH78 N. ,
Wylie, Texas. A quorum was present and notice had been
posted in the time and manner required by law. Present were
B. J. Upshaw, Vice-Chairman, Scott Brown, Aubrey Burroughs
and Willie Calverly. Bill Nelson, Director of Community
Services and Secretary Barbara LeCocq represented the City
staff.
The meeting was called to order by B. J. Upshaw.
ITEM NO. 1 - DISCUSS AND CONSIDER APPROVAL OF MINUTES FROM
MEETINGS HELD ON APRIL 27, 1992 AND JUNE 22, 1992: The
Vice-Chairman asked for any additions or corrections to the
minutes. Hearing none, a motion was made by Scott Brown to
approve the minutes as submitted, seconded by Willie
Calverly. Motion carried 4-0.
ITEM NO. 2 - OATH OF OFFICE FOR NEW MEMBER AUBREY BURROUGHS:
Carolyn Jones, City Secretary administered the Oath of
Office to Aubrey Burroughs, newly appointed member of the
Parks and Recreation Advisory Board.
ITEM NO. 3 - DISCUSS UPDATES FROM PARKS DIRECTOR ON WORK
PROJECTS:
a. Community Park Soccer/Football Fields: Dirt
work and sprinkler system are complete, Cost
$9150. The sprinkler system is fully
automatic for all four fields. Two hundred
pounds of Burmuda grass seed was spread on
the fields. WSA contributed $735 in addition
to the $5000 donated by Brookshires. Mr.
Nelson is working with Dave Clanton of WSA to
do a plaque for Brookshires.
b. Highway 78 Tree Project: The tree project is
complete with a bubbler sprinkler system
installed and working. There will be a
dedication in September.
c. Valentine Park: The Finance Department is
working with Collin County to have the house
on the property demolished. Although funds
will be limited, plans can still be made for
the park.
d. Alanis Landfill: This project will be
affected by budget cuts. There will not be
any money for the engineering needed on this
project.
e. Pirate Drive: Will be started this week
(week following date of this meeting) weather
permitting.
f. WSA/City Manager/Parks & Recreation Director
Board Meeting: The previously scheduled
meeting was cancelled by WSA. Will be
rescheduled for the first or second week in
August.
g. Recreational/Community Service Programs: Mr.
Nelson stated that he is considering some
ideas for community activities, including a
"Back to School" dance for the entire
community, not just school age people. This
would be held in the Armory and would
probably be held in mid September. City
staff member, Tim Smithson is a DJ and would
provide the music. Mr. Nelson is also
looking into the "Meals on Wheels" program.
h. WSA Storage Building - Community Park: The
WSA is constructing a building at Community
Park near the picnic pavilion. This building
will have restrooms and storage. The
building is being donated by a private
citizen. Willie Calverly asked if the Master
Plan had been altered to accomodate this
change. Mr. Nelson replied that it had not.
Mr. Nelson also reported that the City would
be paying for the cushion sand and is
checking on the price for a drinking fountain
attached to the building.
i. Youth Baseball Parks - Texas Rangers: Mr.
Nelson reported this program is available
only in Dallas and Tarrant counties.
ITEM NO. 4 - CITIZEN PARTICIPATION: None
ITEM NO. 5 - ADJOURNMENT: There being no further business,
B. J. Upshaw asked for a motion to adjourn. Motion made by
Willie Calverly and seconded by Scott Brown. Meeting
adjourned.
