A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WYLIE,
TEXAS, HEREBY AUTHORIZING THE CITY MAYOR OF THE CITY
OF WYLIE, TEXAS TO EXECUTE A LETTER TO THE TEXAS
COMMISSION ON ENVIRONMENTAL QUALITY IN CONJUNCTION
WITH THE NORTH TEXAS MUNICIPAL WATER DISTRICT
REQUESTING A TWO-YEAR EXTENSION FOR COMPLIANCE WITH
THE STAGE 2 DISINFECTION BYPRODUCT RULE.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WYLIE, TEXAS:
SECTION 1: The Mayor of the City of Wylie, Texas, is hereby authorized to execute, on
behalf of the City Council of the City of Wylie, Texas, a letter to the Texas Commission on
Environmental Quality in conjunction with the North Texas Municipal Water District requesting
a two-year extension for compliance with the Stage 2 Disinfection Byproduct Rule.
SECTION 2: This Resolution shall take effect immediately upon its passage.

Re: Extension Request for Stage 2 Disinfection Byproduct Rule

Dear Ms. Diehl:
This letter is submitted on behalf of the City of Wylie, in conjunction with North Texas Municipal Water
District (the "District"), to request an additional two (2) years to comply with the Stage 2 Disinfection Byproducts
Requir�ements, Title 40, Part 141, Subpart V(the "DBP2 Rule"). The City of Wylie is a wholesale potable water
supply customer of the District and has an existing contract under which the District supplies potable water to the
City of' Wylie.
Because the City of Wylie is a customer of the District, the City of Wylie's compliance with the DBP2
Rule is largely dependent on the District's compliance with same. In order far the District to comply with the
� DBP2 Rule, and likewise for the City of Wylie to comply, the District must construct capital improvements at its
Wylie '�ater Treatment Plant. Given the nature, complexity, and costs associated with the District's capital
improvements, the District will not be able to complete these capital improvements until Apri12014, and
therefore, neither the District nar the City of Wylie will be able to comply with the April 1, 2012 deadline for
compliance with the DBP2 Rule.
Pursuant to Title 42, Section 300g-1(b)(1) of the United States Code, the state "may allow up to two (2)
additional years to comply with a maximum contaminant level or treatment technique if the... State (in the case of
an indi`✓idual system) determines that additional time is necessary for capital improvements." Based on the
District's aforementioned capital improvements, the City of Wylie, in conjunction with the District, requests that
TCEQ ;;rant two (2) additional years to complete such improvements in order to comply with the DBP2 Rule,
thereby extending the City of Wylie's compliance deadline with the DBP2 Rule to April, 2014.
The City of Wylie looks forward to working with you to address this request for an extension of the
