04-11-1999 (Library) Minutes RITA & TRUETT SMITH LIBRARY BOARD BOARD MEETING The Library Board of the city of Wylie met in regular session on April 11, 1999, at the Library at 7:00 p.m. The attendees were: Jim Swartz Gerry Whitt Debra Workman Shirley Burnett Tom Proctor Grace Morrison ACTION ITEMS 1. Approval of the Minutes. Minutes were approved as read from the March 15, 1999, meeting. 2. Discuss and Act Upon the Approval of a new NETLS Lay Representative. Mignon explained the purpose of the Northeast Texas Library System. The system provides consulting and funding for public libraries. There are four membership meetings a year with an additional budget meeting. Grace Morrison agreed to serve as the Library's lay representative. DISCUSSION ITEMS 3. Discuss Circulation procedures, Policy, and Ordinances. The Library Advisory Board approved the policy in February 1998. The policy states that the third overdue notice would be sent out on Police Department letter- head. Mignon has been waiting for instructions from the Police Chief to go forward with the procedure. The police chief contacted Mignon in March 1999 stating he would prefer to send out the third notices on library letterhead. The Library is planning to pattern the procedures and ordinances after the Allen Public Library's ordinance. Mignon will work with the police department and City Secretary to write the ordinances. 4. Discuss Monthly and Quarterly Reports. Reference questions and Internet usage continue to increase while the circulation is a little below last year. There was a slight increase in circulation in March. 5. Discuss Dedication and Memorial Fund for Mary Conely. The Mayor will present the proclamation to Joe Conely, Mary's husband, and the plaque will be hung in the Children's room along with a picture of Mary. One of the board members will talk about the memorial fund and Mary's dedication to the Library. NEW BUSINESS Tom Proctor is relocating to Boston for a new job. Jim Swartz has been elected to the City Council. Three board members will be appointed by City Council at the April 27, 1999, City Council meeting. Mignon mentioned the workshop on Boards that will be in Arlington on May 6. Two board members are planning to attend the workshop. The City Council presentation for the long range plan is scheduled for April 12, 1999 in a work session after the regular meeting. OLD BUSINESS ADJOURNMENT The meeting was adjourned at 8:30 p.m.
