06-14-2010 (Library) Minutes Library Advisory Board CITY OF WYLIE Library Board--Minutes Monday, June 14, 2010 —7:00 pm Bluebonnet Room Smith Public Library 800 Thomas Street Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Shirley Burnett, Grace Morrison, Mindy Ayers, Lucy Shriver, Rachel Orozco, (Board Liaison) Absent: Courtney Gober, Junaid Najamuddin CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or takes action on any matter presented during citizen participation. PRESENTATION ACTION ITEMS 1. The Library Board Minutes of Monday, May 10, 2010 was approved. DISCUSSION ITEMS Rachel passed out information on the Texshare Card Program. The library wants to participate. The information included Texas State Library guidelines and example policies from other libraries. The lending library sets the parameters for borrowing. The library has had several requests for Texshare cards. Non-residents who have a Texshare card and want to use the internet will be given a guest pass. However, if they are using the internet regularly, then they would have to register for a library card. The library will have a time limit so that a Texshare cardholder will be reviewed to make sure that they comply with the policy. Rachel reviewed the budget for FY 11. The library submitted a detailed budget to the City Manager's Office. Increases were made in summer reading club for the teen and adult departments. Additional staff has been requested for the new building. The library wants to move to less paper and encourage citizens to go online. Books and audiovisual have been increased to cover the costs of June 14,2010 Library Advisory Board Regular Meeting Agenda Page 2 of 2 inflation, processing, and RFID tags. Tools and equipment items include kick-steps, door mats, trash cans, refrigerators. Most of the items in tools and equipment is a one-time cost and will not be in the FY 12 budget. Computer/Hardware software has been increased to add databases to enhance the web page. When the library is closed, the staff will market the web page as the library being"Virtually Open". Special Services includes Summer Reading Club as well as a request for a moving company for approximately $9,000. It would cost the library $6,000, not including the staff. Items that need purchasing or leasing includes book carts, plywood, U-Haul and forklift. The Summer Reading Club Kick-off was put back in the budget. A survey of area libraries shows that we are on target with Summer Reading Club expenditures. Costs for incentives and thank-you gifts for volunteers have been added to the budget. Travel and training includes only the integrated library system conference and the Texas Library Association conference for the Youth Services Supervisor who is on the Bluebonnet Committee. Recommendations for pay cuts include a 1.9%pay cut, plus five furlough days for employees and a 1%pay cut with no furlough days for the public safety employees. The Technology Plan was reviewed. It is time to update this plan. This will be used to apply for E-Rate. The library needs to look at assistive technology for the disabled. The library will continue to look for funding for the computer lab. The library discontinued tutor.com because of lack of participation. The library has been good about upgrading TLC. Standards of service have to be set. The rotation for replacing computers is set by IS. They have been good about replacing the computers. RSS and blogs are on hold until the library has more staff. The library continues to look for ways to work with the WISD and Collin College. The rest of the technology plan has a list of the technology in each area of the library. STAFF REPORTS Rachel passed out the Summer Reading Club programs which includes a Mystery Night for the Adult Summer Reading Club on Friday, July 16 at 7 p.m. The books for the Fourth Monday Book Club are City of Dragons in June and The Help in July. Attending programs counts towards the Adult Summer Reading Book Club. The Teen Library Council voted to have one big prize rather than small prizes. The prize drawing this year is an IPOD.
