CALL TO ORDER
Announce the presence of a Quorum.
Members present: Shirley Burnett, Grace Morrison, Junaid Najamuddin, Gerri Washington, Brett Bim,
Rachel Orozco, (Board Liaison)
Absent: Mindy Ayers, Lucy Shriver
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and
address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse,
deliberate or takes action on any matter presented during citizen participation.

ACTION ITEMS
1. The Library Board Minutes of Monday, June 14, 2010 was approved.
DISCUSSION ITEMS
Rachel passed out examples of Texshare library policies similar to the Smith Library. The Library Board
will e-mail Rachel the parts of the policies that they like best. Since library has open registration, the
library will give non-residents regular library cards. Texshare allows Smith library patrons to use local
libraries with residency requirements, such as Dallas Public. Each library system determines what
Texshare card holders may check out or how they will use the card in the library.
Questions asked: Will we lose patrons with Texshare? It is unlikely. Participating libraries set
KK limits on Texshare card holder. What about Collin County residents? Collin County gives library
funding to Wylie. What is the cost to Wylie? If a patron is overdue or loses items from a participating
library, the Smith Library will be responsible for paying if the patron does not pay for lost items or
overdue. Will we be overrun with Texshare card holders from other cities? It is unlikely. We do
not charge non-residents for cards.

Grace Morrison reminded board members that Tuesday night is the budget work session. It is important
that board members attend to support the library.
Rachel said that she was thorough in the last meeting. Mindy has not received questions from Council.
The library has not been asked to cut. The Opening Day Collection will broaden the existing collection.
Because of poor funding in the past, the library has gaps in the core collection.
Questions about the budget: How much does it cost to move the library? The movers charge about
$9,000. For the city to move, it costs about $13,000. To move a library, you rent book carts that weigh
1,200 pounds, rent a U-Haul, rent a forklift, stretch wrap, painter's tape and plywood in addition to other
costs including the staff time. The company that was recommended has moved Houston Public Library,
North Richland Hills and other systems of various sizes.
The book budget has been increased because of the demands to purchase items in a variety of formats,
RFID tagging, and increased patrons. In FY 12, the library may shift funds from print to electronic
resources depending on the requests from the public. Rachel and the Sachse Public Library are meeting
with a Barnes and Nobel representative for a Nook donation. The library materials budget is on target
with their projections.
Rachel passed out the Patron Behavior Policy. It has been reviewed by the City Attorney's Office.
A work session with Council is set for Tuesday, July 27. The policy will then be approved by the
Library Board.
The Library Board will review the meeting room policy in the coming months. Mindy Manson's
interpretation of Council's direction includes charging non-profits a fee in the recreation center and the
library. Two exceptions requested are for the Friends and the Wylie Book Review Club, which was
established by Rita Smith.
The Library Supporters Conference is scheduled for Saturday, July 24 in Decatur. Several board and
friends members are attending.
Grace read an article "Are Libraries and Librarians an Endangered Species?" that appeared in the
Huffington Post. Cedar Grove,New Jersey city leaders planned to cut $490,000 from the library budget.
The citizens attended standing room only meetings to protest the closing of the library. In tough
economic times, libraries and parks should remain open, according to the author.
STAFF REPORTS
Murder Mystery Night is scheduled for Friday, July 16 at 7 p.m. Volunteer patrons, staff and husbands
of staff will be performing.
