09-27-2010 (Parks & Recreation) Minutes Wylie Parks and Recreation Board * CITY OF WYLIE Minutes Wylie Parks and Recreation Board Monday, September 27, 2010-6:30 p.m. Wylie Municipal Complex- EOC Conference Room 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. Chairwoman Anne Hiney called the meeting to order at 6:32 p.m. Board Members present: Brandi Lafleur, Dan Chesnut, Cristine Price, Gary Robas, Matt Rose and Jim Ward. Staff members present: Public Services Director, Mike Sferra, Recreation Superintendent, Robert Diaz and Park Board Secretary, Sara Kisely. CITIZEN COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three(3)minutes. In addition, Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. No citizens addressed the Board. BUSINESS ITEMS 1. Consider, and act upon, approval of the Minutes of the August 23,2010 meeting. Board Action Board Member Lafleur made a motion and seconded by Board Member Ward to approve the minutes from the August 23, 2010 meeting. A vote was taken and passed at 4-0. DISCUSSION ITEMS 2. Discuss design and engineering costs of a pedestrian trail beneath the F.M. 1378 bridge located between Brown Street and F.M. 544. `Board Member Gary Robas arrived at 6:35 p.m. Board Discussion The Board reviewed an email from Nathan Maier Consulting Engineers, Inc. estimating conceptual construction costs at$365,000.00. Several Board Members expressed their concern and disappointment regarding the lack of — communication between multiple divisions within the city. The focus of the meeting shifted to finding an alternative plan for where and how we can provide the safest and fastest crossing for pedestrian traffic. Recreation Superintendent, Robert Diaz stated that a trails master plan has been budgeted for fiscal year 2010-2011. With the adoption of a trails master plan, the Board can review upcoming construction projects to incorporate trailheads and begin an interconnecting system of trails. Staff will research and report back the priority of upcoming street projects. *Board Member Matt Rose arrived at 6:59 p.m. 3. Discuss the permanent and preliminary prefabrication plans for the concession and restroom areas at Community Park. Board Discussion The baseball concessions and restroom area is currently angled towards Eldridge Field due to an existing electrical transformer. Staff has requested information regarding the potential relocation of the transformer which would enable better positioning of the permanent structure. Exterior materials will consist of masonry brick and metal corrugated roofing. Staff will make inquiries and report back the costs and availability of adding ventilation and awnings to the 12'X 24'X 8' prefabricated restroom and concession floor plan. 4. Confirm dates and locations to be toured by Parks and Recreation Board Members. Board Discussion The Board's decision was to schedule a facility tour date on Saturday, September 16, 2010. Participating members will meet at the Bart Peddicord Community Center at 1:00 p.m. An alternate date of Saturday, November 6, 2010 was selected in the event of inclement weather. The tour will include Community Park, Forrest Ross Park, Founders Park, Kirby Park and if possible the Wylie Recreation Center. ADJOURNMENT A motion to adjourn was made by Board Member Price and seconded by Board Member Rose. The meeting was adjourned at 7:31 p.m. by unanimous consent.
