12-16-2010 (Public Arts Advisory) Minutes Public Arts Advisory Board CITY OF WYLIE Minutes Special Called Meeting December 16, 2010 — 6:30 p.m. Wylie Municipal Complex Council Chambers 2000 Highway 78 North CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order at 6:30 p.m.by Vice Chair Thomas Gaudreau. Board members in attendance were Kathy Spillyards, Erin Dougherty, and Deya Harris. Board chair Stewart Matthews arrived at 6:45 p.m. Board members absent were Polly Harrison and Ashley Burt were absent. Staff present included Carole Ehrlich, board liaison/secretary. DISCUSSION ITEMS • Discussion post review of the December 4, 2010 2nd Annual Wylie Arts Festival (C. Kelly, PIO and C. Ehrlich, PAAB Liaison) Board Discussion Committee Chairs and CERT discussed the outcome of the 2010 Wylie Arts Festival. Discussion focused on revisions suggested for the 2011 event and funding for the arts festival through Occupancy Tax Revenue. CERT members Bill Blanton and Dennis Gibbons discussed some of the changes they were proposing for loading and unloading and traffic control. PAAB members also discussed meeting with the festival staff, board volunteer committee, police and First Baptist Church representatives early to finalize changes and processes for 2011. • Update to the Municipal Complex Art Projects for Site #1 Site #2 and Site #3; Update Founder's Park Art Project. Board/Staf Discussion PAAB liaison Ehrlich reported the final touches and lighting were being added to the Site #1 monolith project by Steve Gillman. Completion was estimated to be sometime around the beginning of January 2011. Ehrlich reported that fabrication is underway for the Site #2 art project by Living Lenses. Estimated timeline for installation would be toward the end of January 2011. Ehrlich presented pictures of the final sculptures "CATCH' by Madeline Wiener scheduled for installation at Founder's Park early January 2011. The artist was waiting for the go ahead to ship and install the pieces. BUSINESS ITEMS 1. Consider and act upon approval of the minutes from the November 18, 2010 Public Arts Advisory Board meeting. (C. Ehrlich, PAAB staff liaison) Board Action A motion was made by board member Spillyards, seconded by Chair Matthews to approve the November 18, 2010 PAAB minutes as presented. A vote was taken and the motion passed 5-0 with board members Harrison and Burt absent. 2. Consider and act upon the final wording for a dedication plaque for the monoliths, Site#1, Wylie Municipal Complex. (C. Ehrlich, PAAB staff liaison) Board Action A motion was made by PAAB Chair Matthews, seconded by board member Harris to place the following wording on the plaque for the Site #1 monoliths by Steve Gillman. "These unedited words were spoken by people of this area many years ago. The past speaks to us directly giving us a fuller understanding of who we are today." A vote was taken and the motion passed 5-0 with board members Harrison and Burt absent. 3. Consider and act upon final approval of costs related to the Herk van Tongeren art sculpture base construction, benches and landscape (C. Ehrlich, PAAB staff liaison) Board Action A motion was made by board member Matthews, seconded by board member Harris to allocate $5,000 to provide the benches (3) for the Site #3 art base for the Herk van Tongeren sculpture. A vote was taken and the motion passed 5-0 with board members Harrison and Burt absent. 4. Consider and act upon final approval of costs related to the Herk van Tongeren art sculpture for cleaning and patina work by conservator Michael van Entry. (C. Ehrlich, PAAB staff liaison) Staff Discussion PAAB liaison Ehrlich reported the base construction would be part of the construction costs for the building however the large benches in the seating area would be required to be appropriated out of the December 16,2010 Wylie Public Arts Advisory Board Meeting Minutes I' c 1 3 art fund. Ehrlich explained that in addition to the benches, there would be costs to clean and patina the donated piece of art. She explained that while the piece had been donated to the city, it was weathered and needed cleaning and patina to take it back to its original state. She explained that the two processes reviewed for consideration were: option #1- to patina in a bronze finish or, option #4 which would patina the piece in a green (Verde) tone which was as close as the conservator could bring it to its original color and texture. PAAB liaison Ehrlich noted that the CIP Art Fund could allocate funding for either process. Board Action A motion was made by board member Dougherty, seconded by Chair Matthews to select option #4 (Verde patina) to clean and patina the Herk van Tongeren donated sculpture with costs not to exceed $12,000. A vote was taken and the motion passed 5-0 with board members Harrison and Burt absent. ADJOURNMENT With no other business before the board, a motion was made by Chair Matthews, seconded by board member Spillyards to adjourn the meeting at 7:55 p.m. A vote was taken and the motion passed 5-0 with board members Burt and Harrison absent. ....
