The meeting was called to order at 6:33 p.m. by Chair Stewart Matthews. In attendance were board members Ashley Burt, Polly Harrison, Thomas Gaudreau, Deya Harris, and Erin Dougherty. Board member Kathy Spillyards was absent. Staff present included Public Information Officer, Craig Kelly and Carole Ehrlich, board liaison/secretary. DISCUSSION ITEMS • Discussion regarding the December 4, 2010 2nd Annual Wylie Arts Festival (C. Kelly, P/O and C. Ehrlich, PAAB Liaison) Board member chairs reported on the planning progress for the 2nd annual Wylie Arts Festival. Various chair persons gave updates regarding the progress made by their individual committees. Polly Harrison- Entertainment, reported that several school choirs and possibly bands had committed to perform in the event. Harrison reported that board member Gaudreau had been instrumental in obtaining commitments from the schools/classes. Ashley Burt, Vendor Booth chair, reported that 34 booths were currently approved for the event with anticipation that many more applications would be received in the next few weeks. Erin Dougherty, Volunteer Committee, reported that she was arranging a meeting with CERTS to plan the volunteer program for the event. Craig Kelly and Stewart Matthews, Sponsorship Committee, reported that $1,200 in sponsorships had been committed with many more anticipated. • Update to the Municipal Complex Art Projects for Site #1 Site #2 and Site #3; Update Founder's Park Art Project. Staff/Board Discussion Staff liaison Ehrlich reported on the progress for Municipal Complex, Site#1, Site#2 and Site#3 art projects and the progress at Founder's Park. She noted that the projects were coming along nicely. The large granite October 21,2010 Wylie Public Arts Advisory Board Meeting Minutes P a u e 2 monoliths were scheduled to be brought in by crane, one at a time to be place on the poured footings on November 9th and continue into the 101n of November. She asked members to come out and watch these large pieces of granite be placed in their final art sites. Ehrlich reported that Living Lenses (art project#2) was also coming along and in the fabrication stage. She noted that some discussions should begin regarding the dedication of the art pieces. She explained that the art could be dedicated at the same time for all three pieces or individually presented to the public. The board discussed the pros and cons to these processes and asked board liaison Ehrlich to bring the item back as an agenda item to consider making a recommendation to the council regarding the timing and process for the art dedications. Ehrlich reported that Steve Gillman would be in town the week of November 8, 2010 to insure the installation went well and to talk with Ron Henry, etcher of the stone monoliths. Ehrlich presented pictures taken by artist Steve Gillman at Marble Falls where the granite for the monoliths was cut. She also showed pictures of the progress thus far with "CATCH", the Founder's Park art project. Board member Harrison left for another meeting at 7: 20 p.m. BUSINESS ITEMS 1. Consider and act upon approval of the minutes from the September 16, 2010 Public Arts Advisory Board meeting. (C. Recommendation Motion to recommend to the Wylie City Council for planning the dedications of art projects 1, 2 and 3 at the new Wylie Municipal Complex. Discussion PAAB and the Wylie City Council have approved three art projects for the new Wylie Municipal Complex which should be completed sometime the end of December 2010 or early January 2011. The move in date for the Wylie City Hall and the Recreation Center are scheduled for around the same time period. The library will open sometime in March of 2011 due to the volume of items to be moved and re-located within the new building. The Wylie City Council will meet in work session on November 9th to discuss, among other things, the dedication of the buildings and the art dedication(s). They will look at direction from PAAB regarding their options for dedicating the art and a timeline for that to happen. The following are items for discussion and recommendations regarding the dedication(s) and timeline(s): • Recommendation to dedicate all three art projects on the same day (done individually) or have individual dedications for each art project on different dates. • Recommendation to wait until all three buildings are open to dedicate the art pieces or schedule the dedications in conjunction with the completion of the projects and the opening of Wylie City Hall and Recreation Center • Conduct workshops/ "meet the artist" at the time of the dedications to give the public the opportunity to meet the commissioned artists and take ownership in the art pieces. Recommendation Motion for final approval to include/omit the elevation lines, font size and placement of etched verses at 53" from the top of the seven monoliths and final review and approval of the verses to be etched by artist Steve Gillman, Wylie Municipal Complex, Art Site #1. Discussion PAAB has reviewed and made modifications to the etched verses for the seven monoliths. Presented tonight by Steve Gillman is a "mock-up" of those verses exactly the way they will be etched on the seven monoliths for your final review. In addition, Mr. Gillman has requested, due to the cut marks on the sides of the monoliths and keeping direct focus on the verses, that the lines which designate the elevation of the site be removed. (see attached letter) He has also supplied pictures of art completed with the drill lines to assist the board is seeing that this process is not unique to this project. Staff is requesting that final approval of the etched wording including the font size and height of the verses be finally reviewed and approved by the board. Staff also requests approval to remove/retain the elevation lines proposed in the original presentation for this site, all in the form of a motion. Approved By Initial Date Department Liaison CE 11-4-10 Page 1 Steve Gillman Two issues have come up that need to be reviewed by the Public Art Advisory Board: One concerns the series of incised lines cut on a level plane through all seven stones. The second concerns the horizontal drill marks on the east and west sides of the stone monoliths. THE INCISED CUTS On the issue of the incised cut originally proposed to help define the drop in elevation of the site, I have come to believe that it will only serve to dilute the primary content of the work: which is the text. The temptation to add more and more complexity to a work is always there. As with writing, it takes a good editor to slash away all extraneous "extras" and to pare the work down to its basic and strongest element(s). Over the months of steeping myself into the work, seeing it in my mind's eye from every possible angle, I have come to realize that the incised line that I had originally proposed, not only dilutes the main content of the work, but is a confusing element as well. Carving stone is a reductive act in that it can't be put back if it turns out to be a bad idea. It is unlike modeling clay or wax where one can experiment by adding or subtracting at will with no consequence. Knowing when a piece is done is a skill slowly and sometimes painfully learned. Yes, I have had the experience of ruining some perfectly fine carvings by not stopping in time. I'm very concerned that by incising the lines, I will be risking making that same mistake. Therefore, I'm proposing that the level cuts of the original proposal be deleted from the finished work. DRILL MARKS When an artist makes a proposal using a natural material such as stone, it needs to be seen as conceptual. Unlike steel or concrete where dimensions and surfaces can be precisely specified and controlled, the harder stones such as granite offer their own resistance to being shaped. The experience that I have had with working granite suggested to me that the splitting of the stones could be done with a small set of wedges that would 1765 l2th Street, Oakland, CA 94607 e mail: steveggillman@gmail.com cell phone: (510) 872-0771 fax: (510) 763-8313 Steve Gillman have left only a minimal mark on the sides of each stone. It was only when I arrived at the quarry to ACTUALLY lay out the dimensions on the granite blocks did the issue of EXACTLY how the finished monoliths would be separated from the larger blocks became apparent. Because I wanted the stones to appear proportionally similar even while their heights would vary, it was necessary to use the drilling/splitting technique which resulted in the drill marks on what would become the east and west sides of each stone. The only way the quarry has of mitigating the drill marks is a process which leaves the surfaces looking artificial, as well as changing the color of the natural stone. Instead of fighting the drill marks, I chose to make the spacing of the drill marks intentional. I repeated the arithmetic progression of the spacing of the monoliths in the spacing of the drill marks. What you see then, are the drill marks closer together at the bottoms of the stones. That spacing gets farther and farther apart as the drill marks proceed towards the top of each stone. Because the drill marks are, in places, enough to create a hand hold, the opportunity for climbing becomes an issue, so I will be chipping away enough of each drill mark so as to eliminate the "attractive nuisance". Po Shu Wang stated"The reason we wish to change the title to "(The) Voices of Wylie" is because we see Wylie as a connected community with a strong voice. Recommendation Motion to approve the final height to be for the sculpture bases to "CATCH" by Madeline Wiener for the Founder's Park Public Art Project. Discussion Madeline Wiener has contacted staff requesting a change in the height of the bases for her sculptures, CATCH. She stated that in thinking about the overall presentation of the sculptures and the movement involved in their actions, she felt the bases at 18" were putting them too high in the air. She explained that both sculptures are now"larger than life" and putting them up in the air at 18"just seemed strange to her. Wiener is recommending a height somewhere between 6" and 12" depending on the preference of the board. Staff has included the minutes from the board meeting where the board discussed the higher bases and corresponding costs. The original height of the bases was to be 6" each. When the board moved to increase that height to 18", a cost adjustment was approved amounting to an additional payment of$2,000. Staff is requesting the board to take action regarding this request and choose the option they feel most appropriate for the sculptures. The board may also determine if the artist's fees need to be adjusted according to the option chosen. This is what I'm thinking: They were designed to look like they are moving. She is stationary but HE is running. The more I think about them being S000000000 elevated, the more I think it's just not a great idea. He is so enormous and she has such presence with her volume (already both are quite a bit larger than life) - and putting them up in the air at 18" just seems strange to me. If the committee and the folks who made the final decision are absolutely sold on the idea of elevating them, ok - but perhaps they can come down a bit - so people of average size can see the expressions on their faces and not feel overwhelmed by their size. I'm thinking 6-12" in height. Best would be 6" but if folks want to actually SIT next to them, then 12" would still work - especially for young people. GIven that I've not heard back from the engineer (he did tell me he'd get back to me in a few weeks), I'm assuming the pedestals have not been created yet, so this would really work time-wise if we're going to make a change. Another reason I'm thinking this way is that the pedestals will be so big, that I don't want to overshadow the importance of the figures. Please be candid with me. I absolutely love how the sculptures are looking at this point. I'm dialing in on her face which is very sweet - and he's really taking shape all around - he is one big fellah.
