02-03-2009 (Planning & Zoning) Minutes Wylie Planning and Zoning Commission CITY OF WYLIE Minutes Wylie Planning & Zoning Commission Tuesday, February 3, 2009 — 6:30 pm Wylie Municipal Complex— Council Chambers 2000 Highway 78 North CALL TO ORDER Chairman Dennis Larson called the meeting to order at 6:32PM. Those present besides Chairman Larson were; Vice Chairman Phillip Johnston, Commissioner John Manganilla, Commissioner Ramona Kopchenko, and Commissioner Tim Bennett. Commissioner Willie Osborne and Commissioner Ruthie Wright were absent. Staff present was Renae 011ie, Planning Director, Charles H Lee, Senior Planner, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Chairman Larson gave the invocation and Vice Chairman Johnston led the pledge of allegiance. CITIZENS COMMENTS Chairman Larson opened the Citizens Participation. With no one approaching the Commissioners Chairman Larson closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the January 20, 2009, Regular Meeting. A motion was made by Commissioner Kopchenko, and seconded by Commissioner Manganilla, to approve the minutes from January 20, 2009 Regular Meeting, as submitted. Motion carried 5 —0, with Commissioners Osborne and Wright being absent. Minutes February 3, 2009 Wylie Planning and Zoning Board Page 1 of 3 REGULAR AGENDA Action Agenda 1. Consider and act upon approval of a Site Plan for Pointe North Addition 3rd Revision, Block E, Lot 58R-4 (Brown Street Eye Care) on one lot on 1.36 acres, generally located northwest of W. Brown Street and Winding Oaks Drive. Mr. Lee stated that the applicant is proposing to develop a single story, 3,069 square foot medical office on 1.36 acres tract of land. The property is zoned Neighborhood Service, and medical office use is allowed by right. The property has several constraints, which has prohibited the property from being developed over the years. An existing channel runs along the western boundary and turns easterly towards the residential alley. Three North Texas Municipal Water District easements bisects nearly one-third of the southeastern property's area. The applicant intends to preserve the existing tree canopies and drainage channel which will allow a natural buffer from existing residential to the north. The applicant is requesting a waiver from solid masonry screening wall requirement in lieu of the existing living screen as a buffer from property to the north. Commissioners expressed and discussed at length the type of existing trees, which are weeping willow trees. Chairman Larson expressed the concern of the willow tree generally decays quickly and limbs breaking apart during winter season. Chairman Larson also suggested additional living screen be provided (red-tip photinias) to supplement buffering & screening of abutting residential properties to the north and remaining members of the Commission concurred. Applicants, Mr. Lyle Digby, 10005 Milltrail, Dallas, Texas and architect, Mr. Don Jackson, 8206 Scott, Eustace, Texas were available to answer questions. Mr. Digby stated that the existing trees drew him to the property, and adding additional trees is not a problem. Mr. Jackson stated that in lieu of constructing a sidewalk when the property is initially constructed, funds will be paid in an escrow for future construction after the widening of Brown Street is completed. Mr. Lee stated that Brown Street improvements and widening will include improvements to the drainage channel. Mr. Digby expressed concern of planting trees and then having them uprooted when the drainage is revised. Staff suggested the applicant coordinate with Engineering when and while improvements occur and the applicant committed to providing additional living screen (red-tip photinias) along the northern portion of the property to serve as a living screen and buffer to residential properties to the north. Minutes February 3, 2009 Wylie Planning and Zoning Board Page 2 of 3 A motion was made by Commissioner Bennett, and seconded by Vice Chairman Johnston, to approve a Site Plan for Pointe North Addition Third Revision, Block E, Lot 58R-4; for a proposed singles story, 3,069 square foot medical office facility on one lot on 1.36 acres, generally northwest of W. Brown Street and Winding Oaks Drive with stipulation that waiver for living screen allowed instead of solid masonry wall, and the living screen may be delayed until after drainage improvements are completed. Also, subject to filing and recording of the replat on the property with Collin County Clerk. Motion carried 5 — 0, with Commissioner Osborne and Commissioner Wright being absent. ADJOURNMENT A motion was made by Vice Chairman Johnston, and seconded by Commissioner Kopchenko, to adjourn the meeting at 7:03PM.
