Dear Mr. Pappas:
Enclosed is a draft copy of the proposed contract, scope,
and fee for Task Order No. 1 for your review, comments, and
additions. This Task Order encompasses services for the
preliminary study to determine the best means to upgrade the
existing treatment plant and investigate alternative sites
for future treatment facilities.
We estimate these planning and engineering services will be
completed within 120 days after approval of this proposal
and authorization to proceed is received. However, we plan
to expedite our work to complete the project as quickly as
possible.
We propose the compensation for performing the services out-
lined in Task Order No. 1 to be paid on a monthly billing
basis at a rate of the personnel ' s salary cost times a mul-
tiplier of 2. 25, with reimbursement of all direct expenses
at actual cost times 1 . 10. The total cost shall not exceed
$34,335 without the written approval of the City of Wylie.

TASK ORDER NO. 1
TO THE AGREEMENT TO PROVIDE
ENGINEERING SERVICES
TO THE
CITY OF WYLIE, TEXAS
FOR
DEVELOPMENT OF THE WYLIE WASTEWATER TREATMENT FACILITIES:
PRELIMINARY ENGINEERING STUDY--INTERIM REPORT
WITNESSETH:
WHEREAS, the CITY OF WYLIE, as OWNER, and CH2M HILL CENTRAL,
INC. , as ENGINEER, entered into an AGREEMENT to furnish en-
gineering services dated , 1986 (the "ORIGINAL
AGREEMENT") in connection with preliminary engineering, de-
sign, bidding, construction, and post-construction services
for a wastewater treatment plant, review and coordination
between Wylie and North Texas Municipal Water District
(NTMWD) ; and
NOW, THEREFORE, the ENGINEER agrees to perform, to the best
of its professional ability, such services as are hereinafter
set forth, and the OWNER, in consideration thereof, agrees
to pay the ENGINEER the amounts as are hereinafter specified,
all upon the following terms and conditions, and the OWNER
and ENGINEER agree that the following terms and conditions
shall be added to and supplement the referenced ORIGINAL
AGREEMENT:
I . PURPOSE:
The purpose of this Task Order is to establish terms
and conditions to provide preliminary engineering ser-
vices for the evaluation of the existing Wylie waste-
water treatment plant (WWTP) , development of a "generic"
WWTP facility to treat the ultimate wastewater flow,
and evaluation of site locations for future wastewater
treatment facilities. Engineering services will also
be provided to coordinate the preliminary study activi-
ties with NTMWD.
II . SCOPE OF SERVICES
The scope of services will include the following tasks
for preliminary engineering to be performed by the
ENGINEER:
A. ASSESS CURRENT SITUATION
1. Review existing records for the present quan-
tity and quality of wastewater, including any

industrial wastes which may be present in the
sewer system. Develop a flow and waste load
profile at the treatment plant. Historical
flow and waste loads will be provided by NTMWD.
In addition, NTMWD will install a 24-hour
composite sampler and provide the ENGINEER
with updated waste load data .
2 . Determine the degree of treatment required
based upon applicable permits and regulations,
the receiving body of water, the amount and
strength of wastewater to be treated, and
other influencing factors.
3 . Analyze the capacity of the existing waste-
water treatment plant and its capability to
provide the required degree of treatment.
Special emphasis shall be given to:
a. Evaluation of the hydraulic capacity of
the existing treatment structures.
b. Evaluation of the organic waste load
removal capacity of the existing struc-
tures.
c. Evaluation of the sludge digestion, handl-
ing, disposal facilities and methods
currently available and being practiced
at the plant.
d. Evaluation of the redundancy and mechan-
ical reliability of unit process treat-
ment components including influent pump
station, oxidation ditch, secondary clari-
fier, chlorination facilities, and sludge
disposal facilities and how this affects
the plant ' s ability to meet the required
degree of treatment.
4 . Investigate near-term improvements that could
be implemented to improve plant performance
or extend the existing facilities capacity.
This study task will only address possible
short-term alternatives that will allow the
existing facilities to meet the required
degree of treatment until a new plant can be
constructed or the existing plant can be up-
graded by addition of new facilities. The
following specific problems and possible solu-
tions will be investigated and addressed:

a. Possible insufficient oxygenation capac-
ity of the existing oxidation ditch rotor
aerators. The following alternatives
will be evaluated:
o Replace existing aerators with
more efficient aerators
o Supplement existing aerators
with more efficient aerators
o Supplement existing aerators
with similar type aerators
b. Limited secondary clarification capacity.
The following alternatives will be eval-
uated:
o Optimize oxidation ditch/
clarifier operation
o Addition of chemical treatment
facilities to aid sludge settl-
ing characteristics
o Addition of tube settlers to
extend clarifier capacity
c. Limited sludge drying bed capacity. The
following alternatives will be evaluated:
o Haul liquid sludge to another
nearby facility
o Addition of chemical treatment
facilities to aid sludge drying
characteristics
o Addition of more drying beds
d. Address potential noncompliance with
state standards for design capacity as
flows increase with the oxidation ditch,
secondary clarifier, chlorine contact
chamber, chlorine feed facilities, and
sand drying beds and impacts of poten-
tial improvements.
5. Summarize proposed improvements, both neces-
sary and desirable, to the existing wastewater
treatment plant. Prioritize the proposed
improvements in order of importance.

6. Develop capital cost estimates for each pro-
posed improvement. Cost estimates will be of
budget level accuracy sufficient to compare
the relative economies of the improvements.
7. Prepare a draft technical memorandum contain-
ing the results of the investigation of the
current situation. Five (5) copies of the
draft memorandum will be provided to the OWNER
and five (5) copies will be provided to NTMWD
for review.
B. ASSESS FUTURE SITUATION
1 . Evaluate existing records of population projec-
tions for the City of Wylie service area.
Coordinate the projections with local planning
forecasts. High and low estimates will be
made for 20 year and ultimate planning condi-
tions.
2. Forecast the future average annual, peak
monthly, and peak instantaneous wastewater
flows within the planning area. Forecast the
future waste loads including biochemical oxy-
gen demand (BOD ) , total suspended solids
(TSS) , and ammoiia (NH3) within the Wylie
service area.
3 . Summarize anticipated near-term future and
distant future water quality requirements.
4 . Prepare a draft technical memorandum contain-
ing the results of the investigation of the
future situation. Five (5) copies of the
draft memorandum will be provided to the OWNER
and five (5) copies will be provided to NTMWD
for review.
C. EVALUATE TREATMENT PLANT SITE LOCATIONS
1 . Using a generic treatment plant sized to handle
ultimate wastewater flows, evaluate up to
five (5) treatment plant site locations. The
alternative sites shall be as follows:
a. Upgrade existing plant and add new facil-
ities at existing plant site
b. Construct new plant on City owned pro-
perty (40 acre landfill site) adjacent
to existing plant site

c. Construct new plant at southern corner
of City' s Lower Muddy Creek lift station
district
d. Construct new plant at up to two (2)
other sites to be mutually agreed upon
by the OWNER, NTMWD, and the ENGINEER.
2. A limited evaluation of each plant site will
include a review of the availability of ade-
quate land area, approximate location and
sizes of required gravity and force main collec-
tion pipelines, and regional service potential.
The OWNER and NTMWD will provide all avail-
able information on existing and anticipated
sewer pipeline sizes and locations in the
study area.
3 . Develop capital and annual operation and mainte-
nance (O&M) cost estimates for each proposed
plant site. Cost estimates will be of planning
level accuracy sufficient to compare the rela-
tive economies of the locations. The cost
estimates shall be based on the following
considerations:
a. The same capital cost for the generic
wastewater treatment plant shall be used
at each site. The generic plant unit
process selection will not be analyzed
in detail at this time. A published
"cost curve" level estimate will be pro-
vided for a generic plant including an
influent pump station, pretreatment
facilities, primary clarifiers, trickl-
ing filters, aeration basins, secondary
clarifiers, effluent filters, chlorine
contact basins, anaerobic digesters,
secondary sludge thickeners, digested
sludge dewatering facilities, a chlo-
rination building, and an administra-
tion/lab/control building.
b. Annual O&M costs shall be estimated by
published "cost curves" based on a 20-
year planning period with the average
cost over that period occurring at the
mid-point of the period. Annual O&M
costs shall include labor, power, chemi-
cals, and maintenance materials.
4. Prepare a draft technical memorandum contain-
ing the results of the investigation of

treatment plant site locations. Five (5)
copies of the draft memorandum will be pro-
vided to the OWNER and five (5) copies will
be provided to NTMWD for review.
D. PREPARE INTERIM REPORT
1 . A draft interim report summarizing the results
of the investigations itemized in Sections IIA,
IIB, and IIC of this Task Order will be pre-
pared and submitted to the OWNER and NTMWD
for their review. Twenty (20) copies of the
draft report will be provided.
2. On the basis of the results of the review,
the draft report will be modified or revised.
3. Furnish seventy-five (75) copies of a final
interim report.
III. OTHER SERVICES
Provide such OTHER SERVICES as the OWNER may authorize.
IV. COMPENSATION
As consideration for providing the services enumerated
above, the OWNER shall pay the ENGINEER for its ser-
vices as follows:
At a multiplier of 2. 25 times the ENGINEER' s sal-
ary costs plus 1. 10 times direct expenses as
defined in Provisions 2 and 4 of the ORIGINAL
AGREEMENT. The estimated budget for the Prelimi-
nary Engineering Study - Interim Report is $34,335
and will not be exceeded without the written
approval of the OWNER.
