ITEM NO. 6 - CONSIDER APPROVAL OF WATER/SEWER RATE INCREASE
As you are aware , the North Texas Municipal Water District
has increased our service rate by 5 cents per 1000 gallons
effective October 1st . Thus , we have already lost one month
and by the effective date of this ordinance , we would be two
behind ; however , our rate structure will probably protect us
for just two months out of a twelve month period . This
ordinance ; however , does need to be passed now so that our
exposure is limited . Our sewer rate has always lagged
behind in it ' s support of the expenses connected with sewer ;
thus , I suggest that the council strongly consider passing
this measure in unison with the other rate ificrease . The
effect of this increase should raise the minimum monthly
bill . 21 ( 21 cents ) and the average residential bill between
40 and 55 cents .
ITEM NO. 7 - APPROVAL OF ORDINANCE AMENDING SUBDIVISION
REGULATIONS - The council and the staff have discussed
numerous small changes which need to be made in the
subdivision ordinance so that we may begin producing a large
number of revised ordinances for guidelines to be used in
our continuing booming growth period . These changes
represent the last of those needed changes that we are aware
of . We trust that you will find them needed and to your
liking . With their passage we will change the base document
and proceed with making final copies .
ITEM NO. 8 - APPROVAL OF ZONING ORDINANCE FOR TRACT 16A, LOT
20 LAVON TERRACE ADDITION - The council took action to re-
zone this property at the corner of Ballard and Stone Street
at the last meeting . This action is authorization to sign
the zoning ordinance .
ITEM NOS 9 & 10 - PUBLIC HEARING ON RE-ZONING OF LOT 2 , BLK .
6, KELLERS ADDITION - This property is located behind the
Richard Parker retail building on Calloway Street and Ir .
Kreymer ' s office complex on Birmingham. The property is
surrounded by retail and it is therefore quite logical to
change this zoning as well .
ITEM NO. 11 - APPROVAL OF ANNEXATION ORDINANCE FOR EAST
RIDGE ADDITION - No additional comment .
ITEM NO. 12 - APPROVAL OF ANNEXATION ORDINANCE FOR 8 ACRES
IN STEEL INDUSTRIAL PARK - No additional comment .
ITEM NOS . 13 & 14 PUBLIC HEARING AND ZONING ORDINANCE FOR 8
ACRES IN STEEL INDUSTRIAL PARK - This is another of the
tracts in Steel Industrial Park which has all been zoned

industrial ; thus , the request is consistent with current
zoning and usage .
ITEM NO. 15 - FIRST PUBLIC HEARING ON ANNEXATION OF 8.85
ACRES WEST OF GLEN KNOLL MOBILE HOME PARK - This property
is located west of the Glen Knoll Mobile Home Park along
Alanis . Annexation of this property will continue to close
several of the small gaps that exist in our city limits in
that area and will help with our ability to make Alanis a
through street from South Ballard to State Highway 78 .
ITEM NO. 16 - AWARD OF BID FOR 3/4 TON PICK-UP TRUCK - Staff
recommends award of bid to Lakeside Chevrolet in the amount
of $11 , 860 for a 4 wheel drive pick-up truck as per our
specifications . The truck that was bid met all
specifications and this vendor represents the cheapest bid
by some $342 . 00. Since the city has no negative experience
with this vendor and the truck has been bid to our
specifications there is no reasonable reason not to award to
the lowest bidder. The budgeted amount for this item in the
1984-85 budget , just begun , is $13, 500. Thus , allowing more
than enough money to install radio equipment and still
transfer funds to other sewer supply needs .
ITEM NO. 17 - REPLAT OF 1 ACRE OUT OF BOYD INDUSTRIAL PARK -
This item comes to the council as an example of the staff ' s
increased interest in property subdividing that is already
in our city and the city and the council having an
opportunity to oversee these arrangements . In the future ,
we hope to continue and even increase the city ' s ability to
be a part of such re-division. This particular matter is
simple and straightforward and deserves your favorable
consideration .
ITEM NO. 18 - APPROVAL OF LEASE-PURCHASE TERMS FOR GROUND
STORAGE TANKS - Borg-Warner has proposed to combine the two
awarded bids for ground storage tanks for a total amount
financed of $179, 112 . for seven years at 11 . 25% interest .
The monthly payment amounts will be $3, 061 . 72 . By combining
the two , we will receive a savings and Borg-Warner is more
acceptable to handling the packet . The current amount of
funds available in the water and sewer impact fee fund is in
excess of $86 , 000 thus , you can see that approximately half
of the money needed is already available . It is anticipated
that the impact fee funds from the Steel Industrial Park and
Rustic Oaks subdivision alone will be enough money to retire
the entire debt . Thus , the staff recommends approval .

CITY COUNCIL MEETING
MINUTES
SEPTEMBER 25, 1984
7:00 P. M.
The Wylie City Council met in regular session on Tuesday, September 25, 1984 ,
at 7:00 P. M. in the Council Chambers at City Hall . Mayor Akin presided.
A quorum was present and notice of the meeting had been posted for the time
and in the manner required by law. Those in attendance were Mayor John Akin ,
Mayor Pro Tem Don Hughes, Councilmembers Cleo Adams, William Martin , Percy
Simmons, City Manager Gus Pappas, City Secretary Carolyn Jones, C. E. 0. and
P. W. D. Roy Faires, Elayne Mayes and Scott Dorsey from Wylie News. Council -
member Gail Wallace was absent.
Approval of Minutes: There being no corrections or additions to the minutes ,
motion was made by Councilmember Martin to approve. Seconded by Councilnerber
Simmons. All in favor.

Approval and Signing of Annexation Ordinance for 46.539 Acres out of
Francisco De La Pina Survey, Abstract No. 688: This property is located
off Paul Wilson Road just North of W. & W. Developement and is commonly
known as Masoud Property. Motion was made by Councilmember Simmons to
approve and sign the ordinance. Seconded by Mayor Pro Tem Hughes , all in
favor.
Public Hearing on Zoning of 46.539 Acres out of Francisco De La Pina Sur,e , ,
Abstract No. 688: This property is located off of Paul Wilson Road and
is commonly known as Masoud Property. The request for zoning is Single
Family 1 . Mayor Akin opened the public hearing. There being no questions
or opposition, the public hearing was closed and this item returned to the
Council table. Motion was made by Councilmember Adams, seconded by
Councilmember Simmons, all in favor.
Approval and Signing of Zoning Ordinance for 46. 539 Acres out of
Francisco De La Pina Survey, Abstract No. 688: Motion was made by Mayor ?rc
Tem Hughes to approve and sign the Zoning Ordinance for 46. 539 Acres to
Single Family 1 . Seconded by Councilmember Adams. All in favor.
Public Hearing on Re-Zoning of Tract 16a Abstract 920 J. Truett Survey,
Lavon Terrace Addition: This property is located on the corner of Ballard
and Stone Road and is currently zoned Single Family 2. The request for
re-zoning is for Retail . Mayor Akin opened the public hearing. Mayor Akin
also brought to the Councils attention that Planning and Zoning denied the
request by a vote of 5 to 0. Mr. Bill Davis said through an oversite of his ,
he missed the Planning and Zoning meeting but would like to address the Council .
Mr. Davis said in the future the City will have Retail all the way down
Ballard Street and as long as this remains zoned SF 2 there can be no growth
for Retail . Mr. Davis requested Council talk with Planning and Zoning and
grant this re-zoning. Mayor Akin said that Council usually took Planning
and Zoning recommendations and comments into consideration before voting .
There being no other questions or opposition, the public hearing was closed
and this item returned to the Council table. Mayor Pro Tem Hughes said he
had also felt that Ballard should be all retail . Councilmember Martin said
he did not see any valid reasons for Planning and Zoning to deny this just
from the reasons given on any of the letters. Motion was made by Councilmember
Simmons to re-zone this tract of land to Retail . Seconded by Councilmember
Martin, with a statement that Council normally did not go against Planning
and Zoning. Three in favor - Councilmember Adams Abstained.
Approval of Ordinance to adopt Revised Budget: Motion was made by
Councilmember Simmons, seconded by Councilmember Adams. All in favor.
Public Hearing to Adopt Tax Rate for Fiscal Year 1984-85: Mayor Akin opened
the public hearing. A citizens asked the question why the notice in the
paper said increase when the rate is the same as last year. City Manager
said the State of Texas requires this notice when there is an increase
in revenues received from one year to another if increased by 3% or more.
With the growth of Wylie, the revenues from the taxes will increase by
5% this year. There being no other questions, the public hearing was
closed, and this item returned to the Council table. Motion was made by
Councilmember Adams to approve and adopt forty-nine cents (49¢) per $100.
as the City Tax Rate for Fiscal Year 1984-85. Seconded by Councilmember
Martin. All in favor.
Approve and Sign Ordinance to set Tax Rate for Fiscal Year 1984-85: Motion was
made by Councilmember Simmons to approve and sign Ordinance setting the
1984-85 tax rate at forty-nine cents (49¢) per $100.00. 'seconded by Mayor
Pro Tem Hughes, all in favor.
Public Hearing to Adopt Budget for Fiscal Year 1984-85: Mayor Akin opened the
public hearing. One citizen wanted to know if it was a balanced budget.
City Manager replied it was. There being no other questions , the public hearing
was closed and this item returned to the Council table. Motion was made by
Councilmember Adams to approve this budget. Seconded by Councilmember Martin ,
all in favor.
Approve and Sign Ordinance Adopting Budget for Fiscal Year 1984-85: Motion was
made by Mayor Pro Tem Hughes to approve and sign ordinance adopting the
1984-85 Budget. Seconded by Councilmember Simmons, all in favor.
Authorization to advertise for bids on a 3/4 Ton Pick-up Truck for Public
Works Department: Motion was made by Mayor Pro Tem Hughes to grant authority
to advertise for a 3/4 Ton Pick-up Truck. Seconded by Councilmember Simmons .
All in favor.
Citizen Participation: None
Council Discussion: Councilmember Simmons wanted to know the status of the
new Zoning Ordinance. City Manager Gus Pappas said Mr. Dunkin has the Ordinance
and should have it back to the City within another week. Councilmember Simmons
also wanted to know when the Flower Bed in front of Chapman 's Rest. would be
planted. This bed will be planted just as soon as plants can be obtained for
it.
Councilmember Adams reported a large hole in the street on Willow Way and would
like for the City to get it repaired. City Manager said the City broke the
concrete out for repairs to a water line. The concrete was ordered and on the
way to pour when one of the neighbors called City Hall and made a complaint on
the way the City had repaired the line. The neighbor wanted the work stopped
until the job had been done the way he thought it should be done. The City
will go ahead and repair the street and order concrete this week.
Councilmember Adams also reported that Duncan Way and Hilltop streets are
sinking. This should be looked at to see what can be done to get it corrected.
Motion was made by Councilmember Martin to convene into Executive Session under
authority of Article 6252-17 of Vernon' s Annotated Civil Statutes Section 2
paragraph "g" Personnel Matters. Seconded by Mayor Pro Tern Hughes, all in favor.
Mayor Akin called the meeting back into open session. There is one item of
business to take care of from Executive Session. Councilmember Wallace has
submitted her resignation from the Council effective October 1 , 1984.
Motion was made by Mayor Pro Tern Hughes to accept the resignation from
Councilmember Wallace. Seconded by Councilmember Martin. All in favor.
Motion was made by Mayor Pro Tem Hughes to adjourn, seconded by Councilmember
Martin. All in favor.

It is with deep regret that I submit my resignation
from the City Council effective October 1 , 1984 .
When I took office I pledged to serve the City to
the best of my ability. However, due to my recent hearing
loss and associated problems, •I am no longer able to
contribute, the time and energy that you deserve from this
position.
I have thoroughly enjoyed serving the. City, first
as City Secretary and finally on the City Council. I will
continue to support you in any way that I can.

MINUTES
PLANNING & ZONING COMMISSION
THURSDAY , SEPTEMBER 27, 1984
The Planning and Zoning Commission for the city of Wylie ,
Texas met in regular session on Thursday , September 27 , 1984
at 7 : 00 P.M. in the council chambers at city hall . A quorum
was present and notice of the meeting had been posted for
the time and in the manner required by law. Those in
attendance were Chairman , Joe Fulgham , Bryant Barry , Nancy
Conkle , Kent Crane, Ken Mauk , Sarah Connelly , C. E . O. Roy
Faires and secretary , Barbara LeCocq .
The meeting was called to order by Kent Crane .
ITEM NO. 1 - APPROVAL OF MINUTES - There bein.g.. no additions
or corrections to the minutes , Bryant Barry made a motion to
approve the minutes as submitted . Seconded by Ken Mauk .
Motion carried 5-0.
Roy Faires reported that the city council had overruled the
Planning & Zoning recommendation to deny the re-zoning of
Lot 29 , Block A Lavon Terrace addition and had voted to re-
zone the property as requested by the petitioner .
ITEM NO. 2 - RE-ZONING OF LOT 2 , BLK 6, KELLERS ADDITION
FROM SF-2 TO RETAIL - Roy Faires pointed out the location of
this tract on the city map and noted that the trend is to
retail in that area and that this request is compatible with
the trend . Joe Fulgham, chairman opened the public hearing
for comment . There being no opposition or questions from
the floor , the public hearing was closed and the item
returned to the commission for discussion and questions .
Ken Mauk asked if it is known what the intended use of the
property is after re-zoning . It was noted that the
owner/builder will be required to comply with the allowed
uses in that zoning designation . Kent Crane made a motion
to recommend to the city council of Wylie approval of the
request for re-zoning of Lot 2 , Blk 6, Kellers Addition from
SF-2 to Retail . Nancy Conkle seconded the motion , motion
carried 6-0 .
ITEM NO. 3 - ZONING OF EAST RIDGE ADDITION - This tract of
land consists of 33 . 117 acres out of Francisco De La Pina
Survey , located on Old Highway 78. Roy Faires noted that
the petitioner , Danny Holley , had made some minor changes in
the zoning request due to the fact that he will be required
to include a major thoroughfare in the subdivision . The
petition calls for three designations , SF-2 , Duplex and
Retail . The public hearing was opened by Chairman Fulgham .
Mr . Holley indicated on the zoning layout the approximate
changes that the street requirement would make in the
separation of zoning designations . There being no further
discussion from the floor , the public hearing was closed and
the item returned to the commission for discussion . There
was concern that without a layout showing where each zoning
designation would be located they could not know how many
lots were being zoned for each requested designation . Roy
Faires said they could table the item until such time as
they had a more accurate layout submitted . Bryant Barry
made a motion to table the item until such time as it comes
before the commission as a completed zoning plat . Sarah
Connelly seconded the motion . Motion carried 6-0.
ITEM NO. 4 - ZONING OF 8 ACRES OUT OF STEEL INDUSTRIAL PARK
Chairman Joe Fulgham opened the public hearing . There being
no questions or comments from the floor , the public hearin<,
was closed and the item returned to the commission for
discussion . There being no discussion , a motion was made by
Kent Crane to recommend to the city council of- the city of
Wylie approval of the zoning of 8 acres out of Steel
Industrial Park , owner Dave Williams , as industrial . Notion
seconded by Bryant Barry . Motioned carried 6-0 .
ITEM NO. 5 - ANNEXATION OF 8.85 ACRES - This tract of land
is out of the R . D . Newman Survey , Abstract 660 , located on
Alanis west of Glen Knoll Mobile Home Park . The public
hearing was opened by Chairman Fulgham. The owner of the
property , James Evans , said that he wanted to explain
briefly the intended use of the property . He explained that
the business they plan is for "portable batch plants" . The
concrete is bagged and sent to the site to be mixed at the
site . There being no further discussion or comments the
public hearing was closed and the item returned to the
commission for discussion. There was some discussion on the
exact location and the zoning trend in the area . There
being no further discussion , a motion was made by Ken Nauk
to recommend to the city council of Wylie approval of the
annexation of 8 . 85 acres out of the R . D . Newman Survey ,
belonging to James and Martha Evans . Kent Crane seconded
the motion , motion carried 6-0 .
ITEM NO. 6 - APPROVAL OF REPLAT OF 1 ACRE IN BOYD INDUSTRIAL
PARK - This is the replat of one acre in the Boyd Industrial
Park located on Hwy 78 . Roy Faires reported that the
intended use was for a furniture store and that the staff
recommended approval . Bryant Barry made a motion to
recommend approval of the plat as submitted to the city
council of Wylie . Nancy Conkle seconded the motion . Notion
carried 6-0 .
Bryant Barry said the he wanted to go on record as saying
that he felt that anyone who has an interest in an item
before both the P & Z and the council should be present at
both meetings . This was in reference to the re-zoning of
Lot 29 , Block A. It was felt that the P & Z was not
afforded identical information as that given to the council
by the petitioner and thus were not in a position to make
the same ruling as the council .
ITEM NO. 7 - ADJOURNMENT - Bryant Barry made a motion to
adjourn . Chairman Fulgham adjourned the meeting .

PROCLAMATION
WHEREAS, it is traditional for youngsters to visit in their
neighborhoods on Halloween evening for purposes of
"Trick or Treat" , and
WHEREAS, The City of Wylie does not wish to in any way regulate
the activities of Trick or Treat, but feels it is necessary
to issue a word of warning to all parents to urge their
children against eating any food until they have completed
their appointed rounds and returned home so that the
food can be closely examined, and
WHEREAS, it is felt that Saturday, October 27, 1984 is a more
appropriate day upon which to observe Halloween;
NOW, THEREFORE, I , John W. Akin, Mayor, in accordance with the
authority vested in me by the State Law and in a spirit
of courteous cooperation for the enjoyment of all our
youngsters, hereby proclaim Saturday, October 27, 1984
as the official
HALLOWEEN DAY
For the City of Wylie and to help celebrate by joining
the fun at the Annual Halloween Carnival at Wylie
Elementary School .

ORDINANCE
AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, PROVIDING FOR THE AMENDMENT
OF ORDINANCE NO. 84-12, SECTION 1 -B and C PROVIDING FOR AN INCREASE
IN WATER AND SEWER RATES, PROVIDING A PENALTY CLAUSE, A SEVERABILITY
CLAUSE: AND EFFECTIVE DATE.
WHEREAS, The City Council of the City of Wylie, has determined a
need to have an increase in the water and sewer rates for the
City of Wylie , Texas; and
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE ,
TEXAS, THAT:
The following water and sewer fees be adopted by the City Council
of the City of Wylie, Texas for the City and outside the City
limits where applicable.
SECTION 1 - WATER AND SEWER
B a. The following monthly water rates shall apply
to customers within the corporated limits of the
City of Wylie, Texas.
First 2,000 gallons $6.88
(minimum monthly charge)
Next 4,000 gallons 1 .89 per 1000 gallons
Next 4,000 gallons 1 .52 per 1000 gallons
Over 10,000 gallons 1 .00 per 1000 gallons
b. The monthly minimum water rate charge for customers
located outside the coprorate limits of the City of Wylie ,
Texas shall be 2.0 times the rate charged customers inside
the corporate limits of the City of Wylie.
C. SEWAGE COLLECTION AND TREATMENT RATES
a. The following monthly sewage collection and treatment
rates shall apply to all residential customers of the
City of Wylie, Texas as based upon their water consumption
with a maximum charge of $12.70.

b. The $8.50 minimum monthly sewage collection and
treatment rate for non-residential shall be in accordance
with the schedule above, but without any maximum. Any
industrial surcharge shall be in accordance with the details
of the Industrial Waste Ordinance.
c. The monthly sewage collection and treatment fees charged
customers located outside the corporate limits of the City of
Wylie, Texas shall be 2.0 times the rate charged cutomers inside
the corporate limits of the City of Wylie.
C. d. Sewer Fee - A sewer fee of $7.20 shall be charged for each
apartment unit, multiple family unit or mobile home space and
special areas such as washateria, swimming pools, etc. , where
the appartment, multiple family development or mobile home
park is on a master meter with the City of Wylie.
PENALTY CLAUSE:
Any unauthorized person, firm, corporation or other entity who
is found guilty of pilfering, vandalizing, taking materials
from or adding materials to or who in any way violates the terms
of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction of any such violation, shall be subject to a
fine of not less than $1 .00 nor more than $200.00.
SEVERABILITY:
All ordinances or parts of ordinance in conflict herewith are
specifically repealed and are superceded by this ordinance.
All other parts of such ordinances are not repealed.
It is hereby declared to be the intention of the City Council that.
the sections, paragraphs, sentences, clauses, and phrases of this
ordinance are severable and if any phrase, clause, sentence or section
of this ordinance shall be declared unconstitutional or invalid by
any judgement or decree of a court of competent jurisdiction, such
unconstitutionality or invalidity shall not affect any other remaining
phrase, clause, sentence paragraph or section of this ordinance; and
the City Council hereby declares it would have passed the remaining
portions even though it had known the affected parts would be held
unconstitutional .
EFFECTIVE DATE:
The effective date of this ordinance be November 1 , 1984.

AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, PROVIDING FOR THE AMENDMENT
OF ORDINANCE NO. 83-18, SECTION 4.04 "FINAL PLAT" PARAGRAPH 2 PROVIDING
FOR THREE (3) MYLAR PRINTS, AND ADD SECTION 6.04 A 2 d, AND ADD PARAGRAPH
TO SECTION 6.07 G, AND AMEND SECTION 6.08 E SANITARY SEWER CLEANOUT AND
PROVIDING FOR A PENALTY CLAUSE AND EFFECTIVE DATE.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE,
TEXAS, THAT:
SECTION 4.04 2 Six (6) direct prints and three (3) Mylar prints shall
be filed with the City Secretary at least fifteen (15)
consecutive calendar days prior to the meeting of the
Planning and Zoning Commission at which action is requested.
SECTION 6.04 A 2d Developers may opt on the preliminary plat to submit
to the City Staff a design for storm drainage channels
with reinforced concrete bottoms tied into reinforced
vertical side walls. If such design is approved and
proven to be of sufficient capacity to handle the
necessary storm drainage than the developer may request
a decrease in width of dedicated storm drainage easement.
SECTION 6.07 G Whenever a City operated or constructed major lift station
is available for service to the property the Developers
shall pay all appropriate fees, prior to service connection,
and shall at his own expense extend whatever lines and
manholes which maybe necessary for-connection to the
closest, City approved, connection point.
SECTION 6.08 E A sanitary sewer service line one-way cleanout toward main
shall be placed on each service line at the property line
to facilitate maintenance.
PENALTY CLAUSE: Any unauthorized person, firm corporation or other entity
who is found guilty of violating the terms of this
ordinance shall be deemed guilty of a misdemeanor and
upon conviction of any such violation, shall be subject
to a fine of not less than $1 .00 nor more than the Texas
State Laws allow.
EFFECTIVE DATE: This ordinance shall become effective upon its publication.

manner and for the purposes provided for in the Comprehensive Zoning Ordinance
of the City as amended herein by the granting of this zoning classification.
SECTION 4. That should any paragraph, sentence, subdivision, clause,
phrase or section of this ordinance be adjudged or held to be unconstitutional ,
illegal or invalid, the same shall not affect the validity of this ordinance
as a whole or any part or provision thereof other than the part so decided to
be invalid, illegal or unconstitutional and shall not affect the validity of
the Comprehensive Zoning Ordinance as a whole.
SECTION 5. That any person, firm or corporation violating any of the
provisions or terms of this ordinance shall be subject to the same penalty
as provided for in the Comprehensive Zoning Ordinance of the City, as hereto-
fore amended, and upon conviction shall be punished by fine not to exceed the
sum of two hundred dollars ($200.00) for each offense, and that each day such
violation shall continue to exist shall constitute a separate offense.
SECTION 6. It is necessary to give the property described herein the
above mentioned zoning classification in order to permit ts proper develop-
ment and in order to protect the public interest, comfort and general welfare
of the City. Therefore, this ordinance shall take effect immediately from
and after its passage and publication of its caption, as the law in such
cases provides.

AN ORDINANCE OF THE CITY OF WYLIE, TEXAS, AMENDING
THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF
WYLIE, TEXAS, AS HERETOFORE AMENDED (ORDINANCE NO.
81-5) , TO CHANGE THE ZONING ON THE HEREINAFTER
DESCRIBED PROPERTY TO THE NEW ZONING CLASSIFICATION
HEREIN STATED; PROVIDING A REPEALING CLAUSE; PROVIDING
A SEVERABILITY CLAUSE; PROVIDING PENALTIES FOR VIOLATION
OF THIS ORDINANCE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City Zoning Commission and the City Council of the City of Wylie,
Texas , in compliance with the laws of the State of Texas with reference to the
granting of zoning changes under the zoning ordinance and zoning map, have given
requisite notices by publication and otherwise, and after holding due hearings
and affording a full and fair hearing to all property owners generally, the said
Governing Body is of the opinion that the said change of zoning which is on
application of David Williams should be granted and the
Comprehensive Zoning Ordinance of the City of Wylie should be amended in the
exercise of its legislative discretion:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WYLIE ,
TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinanc ..of the City of Wylie,
Texas, be and the same is hereby amended by amending the Zoning Map of the City
of Wylie, to give the hereinafter described property a new zoning district
classification to-wit:
Industrial
Said property being described as follows: 8 Acre tract of land out of the
William Sachse Survey as follows:
Being all that certain lot, tract or parcel of land situated in Collin County, Texas, being out of
the ;.;il1Lam Sachse Survey, Abstract No. 835, and being part of a 67.870 acre tract of land convevei
to Maurice Britten recorded in Volume 1124, Page 182, Collin County Deed Records and being more
particularly described as follows:
Commtscing in the West line of a County Road and the North line of said 67.870 acre tract, said point
being the Northisast corner of a 7.50 acre tract of land conveyed to Duane C. lielriberger and wife,
Alice P. He1J<berger, thence: S 00 deg. 02 min. 51 sec. E along the West line of said County Road and
the East line of said 7.50 acre tract at 542;22 feet paaaing tht Southeast corner of &aid 7,50 acre
tract and continuing a total distance of 576.32 feet, said .point berg i4. the center of a 60' Ingress

annexed to, and made part of - the City of Wylie, Collin County, Texas , subject
to all laws, rules and regulations of said City.
The fact that such annexation of said tract of land will be to the best interest
of the public and the City of Wylie, and, because planned improvements upon said
lands create an emergency, a necessity exists requiring that this ordinance be
passed and adopted on first reading. This Ordinance shall be in force and effect
from and after its passage and approval by the Mayor of Wylie.

A RESOLUTION OF THE CITY OF WYLIE, TEXAS, AUTHORIZING THE LEASE
PURCHASE AGREEMENT WITH BORG-WARNER LEASING FOR TWO GROUND STORAGE
TANKS.
WHEREAS, The City of Wylie has purchased from Sealstor, two ground
storage tanks in the amount of $179,112.00.
WHEREAS, the City Council of the City of Wylie has expressed the
desire to finance the two ground storage tanks with Borg-Warner Leasing
at 11 .25% interest, and,
WHEREAS, the monthly payments due will be $3,061 .72 for eighty-four
months, and,
NOW THEREFORE BE IT RESOLVED: THAT MAYOR JOHN W. AKIN AND THE
CITY COUNCIL OF THE CITY OF WYLIE grant authority to sign agreement
for the lease purcahse of two ground storage tanks with Borg-Warner
Leasing, with 84 monthly payments.
