CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:30PM. Present with Chairman
Johnston were, Commissioner Ron Smith, Commissioner Matt Kirk, Commissioner
David Dahl, Commissioner Ramona Kopchenko, and Commissioner Ruthie Wright.
Commissioner Vice-Chairman Gilbert Tamez was absent
Staff present was Renae' 011ie, Planning Director; Charles Lee, Senior Planner, Jasen
Haskins, Assistant Planner, and Mary Bradley, Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Smith led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the August 16, 2011,
Regular Meeting.
A motion was made by Commissioner Dahl, and seconded by Commissioner Smith, to
approve the minutes from August 16, 2011 Regular Meeting, as submitted. Motion
carried 6 —0.

A motion was made by Commissioner Kirk, and seconded by Commissioner Dahl, to
remove the Site Plan for Regency Business Park, Phase 3, Block B, Lot 15, property
generally located at 2771 Capital Street. Motion carried 6- 0.
Action Agenda
1. Consider and act upon approval of a Site Plan for Regency Business Park, Phase
3, Block B, Lot 15 for a 4,800 square foot Automotive Repair Minor use Facility
on 0.844 acres,located at 2771 Capital Street.
Mr. Haskins stated that the proposed Site Plan was presented to the Commission on
August 16, 2011. The applicant has addressed all of the concerns that were raised at the
meeting.
Mr. Bryan Rogers, Better Design Resources, applicant for the proposed Site Plan,
apologized to the Commission for not attending the meeting on August 16, 2011. He
stated that the proposed facility will not be commercial activity. The facility will be used
solely to house a RV and a Mustang race car. A sidewalk is not required in the Light
Industrial District, and a dumpster will fit on the property, but at this time is not needed.
Commissioner Kopchenko questioned about the use for a future owner/tenant of the
facility complying with site regulations and other zoning ordinance standards. Mr. Lee
stated that the new tenant would complete a Certificate of Occupancy and will need to
meet the requirements set forth in the Zoning Ordinance.
Commissioner Smith stated that the facility is similar to other facilities that he has seen in
different areas, a very clean and professional building. When looking at the building, one
cannot tell that it houses personal vehicles as a RV or race car.
A motion was made by Commissioner Smith, and seconded by Commissioner Kirk, to
approve the Site Plan for Regency Business Park, Phase 3, Block B, Lot 15 for a 4,800
square foot Automotive Repair Minor use Facility on 0.844 acres, generally located at
2771 Capital Street. Motion carried 5 — 1.
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City Council,
amending the zoning from Commercial Corridor(CC)to Light Industrial (LI), on
12.4 acres, generally located northeast of Centennial Drive and Eubanks Lane.
ZC 2011-05
Ms. 011ie stated that the applicant is requesting a straight zoning change from
Commercial Corridor to Light Industrial. The property is located northeast of Centennial
Drive and Eubanks Lane on 12.4 acres.
Public Comment Forms were mailed to fourteen (14) property owners surrounding the
property, and no comment forms were returned in favor or in opposition of the request.
The applicant was not present.

Commissioner Wright stated that with applicant not in attendance, would like to
recommend that the item be tabled until September 20, 2011.
Chairman Johnston opened the Public Hearing.
A motion was made by Commissioner Wright, and seconded by Commissioner Smith, to
table the request for change of zoning from Commercial Corridor(CC)to Light Industrial
(LI), on 12.4 acres, generally located northeast of Centennial Drive and Eubanks Lane.
Motion carried 4—2.
MISCELLANEOUS
Commissioner Dahl and Commissioner Wright requested staff to research major/minor
automotive repair uses for ordinance clarification purposes. Commissioner Dahl
requested staff to consider what and how other communities treat/categorize major vs.
minor automotive uses. Commissioner Smith inquired about whether or not we should be
allowing `individuals' vs. `businesses' with respect to minor automotive uses for hobby
and restorative purposes and should we consider regulating them differently.
ADJOURNMENT
A motion was made by Commissioner Dahl, and seconded by Commissioner Wright, to
adjourn the meeting at 7:24PM. All Commissioners were in consensus.

Discussion
The applicant is developing this parcel as a landscaping business. The parcel is in Wylie's Extraterritorial
Jurisdiction (ETJ). Because it is not within city limits no site plan is required to be submitted.
Parker Road will be widened by TxDOT in the near future. While the exact amount of ROW is not known at this
time TxDOT has made it known that no more than 20' of the north end of the property will be needed. Therefore, the
City Engineer recommended a 20' R.O.W. dedication to be placed on the north end of the property.
The Preliminary Plat was recommended for approval by the Commission on August 2"a 2011 and City Council
approved that Plat on August 23'a
The Final Plat complies with all applicable technical requirements of the City of Wylie.

Discussion
The lot totals 0.171 acre and will combine two commercial lots into a single lot for commercial/office uses. The property
is zoned Downtown Historic (DTH) District and was part of the Original Town of Wylie Addition as shown on maps
dated November 1901 and later platted as the Brown&Burns Addition.
The applicant intends to develop a two story office building on the combined lot. A Site Plan will be considered on
October 18, 2011. The development will meet the requirements of the DTH design standards as outlined in the
Comprehensive Zoning Ordinance.
The Replat complies with all applicable technical requirements of the City of Wylie.

Item was tabled at the September 6th meeting to allow the applicant time to attend the meeting and address any
comments and/or questions from the Commission.
The subject property is Lot 1, Block B of the Woodlake Village Addition and located at the northeast corner of
Centennial Drive and Eubanks Lane and consists of 12.393 acres. The property is currently an undeveloped lot
and is zoned CC.
Access to the property will be via Centennial Drive, with the rear of the property facing Kansas City Southern
Railroad. The Railroad property is zoned Heavy Industrial (HI) District. The property is bordered on the west
by Eubanks Lane and by Spring Creek Parkway on the east. The City of Wylie Public Safety Building, Wal-
Mart Supercenter and other Woodlake Village outparcels are immediately south, across Centennial Drive.

The applicant is requesting to rezone the property to Light Industrial (LI) District to allow for Office/Warehouse
uses as outlined in Article 5 of the current zoning ordinance. A Zoning Exhibit/Conceptual Site Plan is attached
hereto and made part of this request. A final site plan must be submitted to the Planning & Zoning Commission
for recommendation and approval prior to the release of any permits.
As reflected on the Conceptual Site Plan, the applicant is proposing nine (9) single story office/warehouse
buildings averaging 15,000 s.f. each. The proposed development of the property if approved shall conform to
current nonresidential design standards for Light Industrial Districts including tilt wall panel construction.
The subject lot is a long rectangular shaped lot with approximately 277' of depth and is adjacent to the
Atchison, Topeka & Santa Fe Railroad and is located approximately 800' feet north of S.H. 78. Access to the
property is from Eubanks Lane to the west and Spring Creek Parkway to the east, with no direct access from
S.H. 78.
Fourteen (14) notifications were mailed to property owners within 200 feet in accordance with State Law. At
the time of posting, zero responses were received opposing the request, and zero responses received
supporting the request. Zoning request signs were provided and properly placed in accordance with Article 8,
Section 8.1.3 Posting property for zoning changes.
