CALL TO ORDER
Chairman Seely called the Regular Meeting to order at 7:00 p.m.
INVOCATION AND PLEDGE
Commissioner Seely offered the Invocation and Commissioner Porter led the Pledge of
Allegiance.
CITIZEN PARTICIPATION
No one appeared to speak.
CONSENT AGENDA ITEM
1. Consider and act upon Consider and act upon approval of the Minutes from the
March 16, 2004 Regular Meeting.
A motion was made by Commissioner Porter, and seconded by Commissioner Hughes, to
approve the minutes as submitted. Motion carried 6—0.

ACTION AGENDA
1. Consider a recommendation to the City Council regarding a Final Plat for the
American National Bank Addition No. 2, being all of a certain 1.730 acre tract of
land, generally located west of Westgate Way and north of F.M. 544, said tract of
land being comprised of two lots described in a deed to American National Bank,
recorded in Volume 4497, Page 1611 of the Deed Records of Collin County,
Texas (DRCCT), and being situated in the E.C. Davidson Survey, Abstract No.
266, City of Wylie, Collin County, Texas.
Thompson stated that the Final Plat will create two lots totaling 1.730 acres. Lot 1 is
1.390 acres in size and will be developed in the future for as yet undetermined retail uses.
Lot 2 is 0.340 acre in size and will be developed immediately as the American National
Bank automated teller machine(ATM)facility.
In February 2004, the Site Plan and Preliminary Plat were approved by the Planning and
Zoning Commission and the Preliminary Plat was approved by the City Council.
A joint access easement that also serves as a fire lane provides public and emergency
vehicle access to both lots. There is no median cut on either F.M. 544 or Westgate Way
to serve access to this property. The access and exiting drives will allow only traffic
traveling west on F.M. 544 or south on Westgate Way to enter the site.
With no discussion, a motion was made by Commissioner Phillips, and seconded by
Commissioner Chapman, to recommend approval of the Final Plat for American National
Bank to the City Council. Motion carried 6—0.
PUBLIC HEARING
1. Hold a Public Hearing and consider a recommendation to the City Council
regarding a change in zoning from Community Retail (CR) to Planned
Development (PD) for mixed commercial and light industrial uses, subject
property being an unpiatted site totaling 6.22 acres located at 901 and 903 W.
Kirby Road, situated in the E.C. Davidson Survey, Abstract No. 267, City of
Wylie, Collin County, Texas. (Zoning Case 2004-04).
Thompson stated that a letter from the applicant was received and distributed to the
Commission before the meeting, requesting that the Zoning Change be withdrawn. No
reason was given for the withdrawal, but Thompson said the decision was by the
applicant, and could likely reflect their choice not to fight the staff's recommendation of
denial especially since no modifications were planned to the non-conforming Carlisle
facility.

With no action required from the Commission and no one wishing to speak to the
Commission, Chairman Seely closed the Public Hearing.
MISCELLANNEOUS
1. Discuss findings from the recent Customer Service Survey.
Thompson reviewed the questionnaire that was mailed to 115 contacts who utilized some
service of the Planning Department during 2003. Only thirteen (13) responses were
received and although this level of return is somewhat disappointing, it is believed
sufficient to be representative.
Commissioners questioned the one respondents reply for rating staff service as "poor."
Thompson stated that the respondent's request needed to be annexed rezoned and platted
but withdrew the application before annexation was heard and seldom met with staff
There are two general areas that indicate quality of services can be improved, and they
are promptness of review/approval for applications and consistency of advice and
decisions.
2. Thompson reviewed newspaper articles, referencing Wal-Mart's trend toward
smaller stores and some within old downtowns, Alcohol referendums throughout
Collin County and Church Zoning disputes in Balch Springs.
ADJOURNMENT
With no further discussion, a motion was made by Commissioner Porter and seconded by
Commissioner Hughes to adjourn the meeting at 7:45 p.m.
