CALL TO ORDER
Vice-Chairman Porter called the Regular Meeting to order at 7:00 p.m.
INVOCATION AND PLEDGE
Commissioner Seely offered the Invocation and Commissioner Phillips led the Pledge of
Allegiance.
CITIZEN PARTICIPATION
No one appeared to speak.
CONSENT AGENDA ITEM
1. Consider and act upon approval of the Minutes from the November 18, 2003,
Regular Meeting.
A motion was made by Commissioner Chapman, and seconded by Commissioner
Byboth,to approve the minutes as submitted. Motion carried 7—0.

ACTION AGENDA
1. Consider a recommendation to the City Council regarding a Final Plat for the
Housewright Addition, being all of a certain 1.002 acre tract of land, generally
located east of FM 544 and south of Stone Road, as described in a deed to James
E. Housewright, as recorded in Volume 5445, Page 1504 of the Deed Records of
Collin County, Texas (DRCCT), and being situated in the Allen Atterberry
Survey, Abstract No. 23 and in the A. West Survey, Abstract No. 979, Collin
County, Texas, and within the Extraterritorial Jurisdiction of the City of Wylie.
Thompson stated that the Final Plat will create one rural residential lot as well as dedicate
right-of-way for widening of old F.M. 544 South. The subject property is located in
unincorporated Collin County, but is within the Extraterritorial Jurisdiction of the City of
Wylie.
The applicant desires to build a single-family residence on the subject property, which is
1.002 acre in size. Although the land use cannot be controlled by the City or County
since the property is located within the unincorporated County, the property must
conform to the technical platting requirements of both City and County. Most rural
residential plats within the Extraterritorial Jurisdiction are approved by staff as Minor
Plats, but the subject Plat dedicates public right-of-way and approval must therefore be
provided by Council.
The property will dedicate 15 feet right-of-way for the widening of old F.M. 544, which
will be renamed soon. This portion of F. M. 544 was recently removed from the State
Highway system and is now City owned and maintained, and is planned as a six-lane
divided thoroughfare.
The Preliminary Plat for this Addition was approved by the City Council on November
11, 2003. The Plat conforms to the platting requirements and the Subdivision
Regulations of the City of Wylie.
Commissioner Phillips questioned why the property was not first annexed into the City.
Thompson responded that annexation, and then zoning for use and finally platting is the
normal process. However, annexation is based on the City's ability to provide public
utilities(sewerage only in this case, as water is provided by the East Fork Water District),
and City cannot furnish sewer services with the required five(5)years.
Commissioner Seely questioned the ability to approve by plat the creation of a property
which will land-lock a tract of land behind the subject property. Thompson stated that
access to the smaller tract of land will not be completely closed or locked-off by this Plat.
The applicant will not be further subdividing the property or splitting the tract by a street
and lots, and neighboring parcels also provide access to the smaller land-locked parcel.

With no further discussion, a motion was made by Commissioner Hughes, and seconded
by Commissioner Phillips, to recommend approval to the City Council for the Final Plat
of Housewright Addition. Motion carried 7—0.
MISCELLEANOUS
1. Thompson distributed and reviewed the Action Agenda from the City Council
meeting on December 1, 2003, accepting resignation of City Manager Biff
Johnson and appointing Assistant City Manager Mindy Manson as Interim City
Manager. Commissioners praised Mr. Johnson for his accomplishments, and the
desire to have Mindy Manson as the permanent City Manager.
2. Thompson reviewed the newspaper articles from the Dallas Morning News
December 23, 2003, and December 24, 2003, distributed with agenda packages.
He cited the need of bridges to cross SCS lakes as common to Wylie and the
population growth of the surrounding areas continuing to be the highest in the US,
both calling for quality long-range planning.
ADJOURNMENT
A motion was made by Commissioner Hughes, and seconded by Commissioner
Chapman, to adjourn the meeting at 7:27 PM. Motion carried 7—0.
