CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:30PM. Present with Chairman
Johnston were, Commissioner Ron Smith, Commissioner Matt Kirk, Commissioner
David Dahl, Commissioner Ramona Kopchenko, and Commissioner Ruthie Wright.
Commissioner Vice-Chairman Gilbert Tamez was absent
Staff present was Renae' 011ie, Planning Director; Charles Lee, Senior Planner, Jasen
Haskins, Assistant Planner, and Mary Bradley,Administrative Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Smith led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the August 16, 2011,
Regular Meeting.
A motion was made by Commissioner Dahl, and seconded by Commissioner Smith, to
approve the minutes from August 16, 2011 Regular Meeting, as submitted. Motion
carried 6—0.
REGULAR AGENDA
Motion to remove Site Plan for Regency Business Park,Phase 3, Block B, Lot 15,
generally located at 2771 Capital Street.

A motion was made by Commissioner Kirk, and seconded by Commissioner Dahl,to
remove the Site Plan for Regency Business Park, Phase 3, Block B, Lot 15,property
generally located at 2771 Capital Street. Motion carried 6—0.
Action Agenda
1. Consider and act upon approval of a Site Plan for Regency Business Park, Phase
3, Block B, Lot 15 for a 4,800 square foot Automotive Repair Minor use Facility
on 0.844 acres, located at 2771 Capital Street.
Mr. Haskins stated that the proposed Site Plan was presented to the Commission on
August 16, 2011. The applicant has addressed all of the concerns that were raised at the
meeting.
Mr. Bryan Rogers, Better Design Resources, applicant for the proposed Site Plan,
apologized to the Commission for not attending the meeting on August 16, 2011. He
stated that the proposed facility will not be commercial activity. The facility will be used
solely to house a RV and a Mustang race car. A sidewalk is not required in the Light
Industrial District, and a dumpster will fit on the property,but at this time is not needed.
Commissioner Kopchenko questioned about the use for a future owner/tenant of the
facility complying with site regulations and other zoning ordinance standards. Mr. Lee
stated that the new tenant would complete a Certificate of Occupancy and will need to
meet the requirements set forth in the Zoning Ordinance.
Commissioner Smith stated that the facility is similar to other facilities that he has seen in
different areas, a very clean and professional building. When looking at the building,one
cannot tell that it houses personal vehicles as a RV or race car.
A motion was made by Commissioner Smith, and seconded by Commissioner Kirk, to
approve the Site Plan for Regency Business Park, Phase 3, Block B, Lot 15 for a 4,800
square foot Automotive Repair Minor use Facility on 0.844 acres, generally located at
2771 Capital Street. Motion carried 5— 1.
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City Council,
amending the zoning from Commercial Corridor(CC)to Light Industrial (LI), on
12.4 acres, generally located northeast of Centennial Drive and Eubanks Lane.
ZC 2011-05
Ms. 011ie stated that the applicant is requesting a straight zoning change from
Commercial Corridor to Light Industrial. The property is located northeast of Centennial
Drive and Eubanks Lane on 12.4 acres.
Public Comment Forms were mailed to fourteen (14) property owners surrounding the
property, and no comment forms were returned in favor or in opposition of the request.
The applicant was not present.

Commissioner Wright stated that with applicant not in attendance, would like to
recommend that the item be tabled until September 20,2011.
Chairman Johnston opened the Public Hearing.
A motion was made by Commissioner Wright, and seconded by Commissioner Smith,to
table the request for change of zoning from Commercial Corridor(CC)to Light Industrial
(LI), on 12.4 acres, generally located northeast of Centennial Drive and Eubanks Lane.
Motion carried 4—2.
MISCELLANEOUS
Commissioner Dahl and Commissioner Wright requested staff to research major/minor
automotive repair uses for ordinance clarification purposes. Commissioner Dahl
requested staff to consider what and how other communities treat/categorize major vs.
minor automotive uses. Commissioner Smith inquired about whether or not we should be
allowing `individuals' vs. `businesses' with respect to minor automotive uses for hobby
and restorative purposes and should we consider regulating them differently.
ADJOURNMENT
A motion was made by Commissioner Dahl, and seconded by Commissioner Wright, to
adjourn the meeting at 7:24PM. All Commissioners were in consensus.
