CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:33PM. Present with Chairman
Johnston were, Vice-Chairman Commissioner Gilbert Tamez, Commissioner Ron Smith,
Commissioner Matt Kirk, Commissioner Ramona Kopchenko, and Commissioner David
Dahl, with Commissioner Ruthie Wright being absent
Staff present was Charles Lee, Senior Planner, and Mary Bradley, Administrative
Assistant.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Tamez led the Pledge of
Allegiance.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.
CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the September 20,
2011, Regular Meeting.
A motion was made by Commissioner Kopchenko, and seconded by Commissioner
Tamez, to approve the minutes from September 20, 2011 Regular Meeting, as submitted.
Motion carried 6—0.

1. Consider and act upon a Site Plan for Brown & Burns Addition, a property
of 0.171 acres located at 109 Marble Street; southeast corner of Marble
Street and Jackson Street.
Mr. Lee stated that the applicant is Augustine Udoh of Udoh Engineering Control System.
Mr. Udoh is proposing to develop a 4,235 square foot two-story office building within the
Downtown Historic (DTH) District. The property was recently re-platted as Brown and
Burns Addition, Lot 20R, Block 1.
The proposed facility will be constructed of brick and stone with cast stone detailing, and will
be emphasized by an awning and a slight recessed entrance from Jackson Street with
diagonal corner cuts.
Although the applicant is not required to provide parking within the DTH District, he desires
to provide five additional parking spaces for not only his use but for public use as well. The
parking stalls will overlap with the city owned property to the south. The proposed Parking
Agreement will be considered by City Council on October 25, 2011.
With no questions for the applicant, a motion was made by Commissioner Tamez, and
seconded by Commissioner Smith, to approve the Site Plan for Brown & Burns Addition,
Block 1, Lot 20R, a property of 0.171 acres located at 109 Marble Street; southeast corner of
Marble Street and Jackson Street. Motion carried 6—0.
Public Hearing
1. Hold a Public Hearing and consider a recommendation to the City Council "n
regarding a Residential Replat for Railroad Addition, Block 22, Lots 2A and
2B, generally located (104 S. Fourth Street) west of Fourth Street and south
of Oak Street.
Mr. Lee stated that the applicant is David and Jan Morgan, and the request is to replat the 0.186
lot into two residential (duplex) lots. The property is located at the corner of Fourth and Oak
Street. The property is zoned Multifamily District,which allows duplexes by right.
A Residential Replat is a Public Hearing. Sixteen notifications were mailed out to property
owners within 200 feet of the subject property. There were no comments received either for or
against the Residential Replat.
Commissioner Dahl expressed concern for lot conforming to current codes. Mr. Lee stated that
the property will adhere to all current codes within the Zoning Ordinance and Building Codes.
Chairman Johnston opened the Public Hearing.
Commissioner Smith questioned if a proposed drawing of the duplex was available. Mr. Richard
Parker, 1255 E FM 544, Wylie, applicant for the subject property, stated that the intention is to
save as many existing trees as possible. The duplex will be set back from the street and the two
driveways will be the parting lot line. The proposed duplex will be 2,600 square feet, and no
variances will be needed. Commissioner Kirk expressed concern of review of plans. Mr. Lee
stated that there will not be a Site Plan submitted for the Commission, but rather the Plans will be
reviewed and approved by Staff.

A motion was made by Commissioner Dahl, and seconded by Commissioner Smith, to
recommend approval to the City Council for a Residential Replat for Railroad Addition, Block
22, Lots 2A and 2B, generally located (104 S Fourth Street) west of Fourth Street and south of
Oak Street. Motion carried 6—0.
WORK SESSION
1. Hold a Work Session to discuss regulations of major and minor automotive repair
uses within the City.
Mr. Lee stated that the Commission directed Staff to research and compare the differences
between Automotive Repair Minor and Automotive Repair Major, at the September 6, 2011
Regular P & Z Meeting. Mr. Lee further stated that of the twelve to fifteen communities
researched most of them allow both major and minor automotive repair uses within their
Industrial Districts. In her absence, Commissioner Wright did call in and express her comments
for three separate categories; One for Major, one for Minor and one for heavy duty.
Chairman Johnston would like to see automotive minor, major and auto body shop categories.
Commissioner Dahl is in favor of one stop auto service and simplicity.
Commissioner Kirk stated that regardless of how technical major and minor repair gets, as long as
there is screening.
Chairman Johnston stated that auto paint and body is Specific Use Permit. He recommended to
* have three categories: One auto (cars) repair, one for pick-up trucks (that weigh 2 tons or less),
and one for paint and body.
Mr. Lee asked Commissioner Smith if he was okay with person wanting to store and repair a
personal antique car within commercial districts and be classified as Vehicle Sales, Display and
Service. Mr. Lee encouraged the Commissioners to let Staff know if there is a request for
tweaking the text.
ADJOURNMENT
A motion was made by Commissioner Dahl, and seconded by Commissioner Tamez, to
adjourn the meeting at 7:24PM. All Commissioners were in consensus.
