03-15-1993 (Planning & Zoning) Minutes MINUTES
The City of Wylie Planning and Zoning Commission met in regular
session at 6 :30 p. m. , Monday, March 15, 1993 in the Council
Chambers of the Municipal Complex. A quorum was present and a
notice was posted in the time and manner required by law. Those
members present were : Gilbert Welch; Chairman, Bart Peddicord;
Vice Chairman, Bobby Jennings, Richard Eckman and Mike Hawkins.
Staff members present were : Michael Schmidt ; Building Official
and Nita Morrow; Secretary.
Those members absent : Cleo Adams, excused and Billy Mills,
excused.
ITEM 1 : CONSIDER APPROVAL OF MINUTES OF THE FEBRUARY 8, 1993
REGULAR BUSINESS MEETING: Bart Peddicord made a motion and
Bobby Jennings seconded the motion to approve the minutes as
submitted. 4 votes to approve and 1 abstain ( Mike Hawkins was
not present at the February 8th meeting so did not vote) .
ITEM 2: HOLD A PUBLIC HEARING FOR A PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE (CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCE TO PROVIDE FOR REGULATION OF SEXUALLY ORIENTED
BUSINESSES AND A LISTED OR CONDITIONAL USE: No public attended
the Public Hearing.
ITEM 3: CONSIDER APPROVAL FOR THE PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE (CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCES) TO PROVIDE FOR REGULATIONS OF SEXUALLY ORIENTED
BUSINESSES AND A LISTED OR CONDITIONAL USE: After consideration
of the Planning and Zoning Commission a motion was made by Mike
Hawkins and seconded by Bobby Jennings to charge Michael Schmidt,
Building Official , with verbiage for an ordinance that would
provide regulations of sexually oriented businesses. Motion
carried all in favor. (5 Votes )
ITEM 4: HOLD A PUBLIC HEARING FOR A PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE (CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCES) TO AMEND SECTION 34 REGARDING ZONE CHANGE PROCEDURES:
No public attended the Public Hearing.
ITEM 5 : CONSIDER AN APPROVAL FOR A PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE (CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCES) TO AMEND SECTION 34. 2 REGARDING ZONE CHANGE
PROCEDURES: After consideration of the Planning and Zoning
Members, a motion was made by Mike Hawkins and seconded by Bart
Peddicord to approve the amendment to Chapter 12, Section 34. 2
that will cause a plat to be required for every parcel of land
that is to be rezoned. Motion carried, all in favor (5 Votes) .
ITEM 6 : HOLD A PUBLIC HEARING FOR A PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE (CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCES) TO AMEND THE DEFINITION OF PRIVATE CLUB TO ADD
PRIVATE CLUBS TO THE ESTABLISHED ZONING CLASSIFICATIONS AS A
LISTED OR CONDITIONAL USE AND TO PROVIDE SPECIAL CONDITIONS FOR
THE OPERATION OF A PRIVATE CLUB : No public attended the Public
Hearing.
ITEM 7: CONSIDER APPROVAL FOR A PROPOSED AMENDMENT TO THE
COMPREHENSIVE ZONING ORDINANCE ( CHAPTER 12 OF THE WYLIE CODE OF
ORDINANCES) TO AMEND THE DEFINITION OF PRIVATE CLUB, TO ADD
PRIVATE CLUBS TO THE ESTABLISHED ZONING CLASSIFICATIONS AS LISTED
OR CONDITIONAL USE AND TO PROVIDE SPECIAL CONDITIONS FOR THE
OPERATION OF A PRIVATE CLUB : After the members went over and
discussed the zoning classifications of a private club, Richard
Eckman made a motion and Mike Hawkins seconded to charge Michael
Schmidt with verbiage for an ordinance for zoning classification
as listed or conditional use and to provide special conditions
for the operation of a private club. Motion carried, all in
favor (5 Votes) .
ITEM 8: CITIZEN PARTICIPATION: None, no citizens attended the
meeting.
ITEM 9 ADJOURN: A motion was made and seconded for adjournment.
Motion carried, all in favor (5 Votes ) .
