06-07-1993 (Planning & Zoning) Minutes MINUTES OF THE WYLIE PLANNING AND ZONING COMMISSION June 7, 1993 CALL TO ORDER Chairman Gilbert Welch called the meeting to order with the following Commission members present: Billy Mills, Bobby Jennings, Mike Hawkins, and Cleo Adams. Members absent were: Bart Peddicord and Richard Eckman. City Manager Steve Norwood explained that upon resignation of Building Official Mike Schmidt, he had directed City Secretary Mary Nichols to supervise all developmental departments including Planning and Zoning. MINUTES OF APRIL 19, 1993 Adams made a motion to approve the minutes. Jennings seconded the motion. The motion was voted on and passed unanimously. P&Z 93-2-Z/FP PUBLIC HEARING REGARDING REQUEST FROM JIM MEARA FOR REPLAT APPROVAL AND CHANGE IN ZONING FOR A PORTION OF WESTGATE PHASE I Nichols explained that the applicant was proposing to replat 76 duplex lots in a portion of Westgate Phase I to 48 single family lots. She stated that while the public hearing had been advertised, the notification by mail had not included all the property owners required to be mailed notices and the hearing had been rescheduled for June 21st. Welch opened the hearing for public comment noting that the hearing would need to be continued to June 21st. Jim Meara addressed the Commission and explained that he was requesting PD Planned Development zoning as the lots would not meet standard SF-3, SF-2, or SF-1 area requirements. He proposed a minimum dwelling of 1450 square feet, an average lot size of 7000 square feet and lot widths varying between 110 feet and 58 feet. He explained that side setbacks would need to accommodate a standard 45 foot wide home proposed by the prospective builder. Robin Fye of 200 Westgate Way questioned the ability of the existing streets to accommodate the traffic. Meara stated that he was proposing a subdivision that would generate only half the traffic the streets were designed to accommodate. As there was no one else wanting to address this issue, Hawkins made a motion to continue the public hearing. Adams seconded the motion. The motion was voted on and passed unanimously. Gilbert expressed concern that the subdivision would resemble a zero lot line subdivision. Hawkins asked Meara why the subdivision couldn't meet single family zoning requirements with the exception of the lot depths which were already established by the existing streets and alleys. Meara stated that the 48 lots proposed were two short of the 50 lots the builder used as a standard to consider a development economically feasible and that the cutting of four additional lots to make the subdivision meet other single family area requirements would make the development unfeasible. P&Z 93-1-Z DISCUSSION REGARDING UPCOMING PUBLIC HEARING TO AMEND STONE GROVE PLANNED DEVELOPMENT TO ESTABLISH LAND USE AND AREA REQUIREMENTS Nichols explained that when the ordinance adopting the Planned Development was enacted, it failed to include specific land uses and area requirements. The Commission discussed the public hearing scheduled for June 21st and the area requirements in the SF-1 zoning classification of the Comprehensive Zoning Ordinance. The Commission requested a list of the Stone Grove deed restrictions and a copy of the approved plat marked with the developed lots by the next meeting. Jennings made a motion to initiate a review of planned developments and to instruct the city staff to provide an overview of all planned developments at the next commission meeting. Adams seconded the motion. The motion was voted on and passed unanimously. P&Z 93-4 DEVELOPMENT OF A LANDSCAPE ORDINANCE The Commission requested a copy of a previous landscape ordinance proposed by the Commission during the summer of 1992 for review at the next meeting. ADJOURNMENT Jennings requested as a future agenda item, the review of the off-street parking requirements in residential areas. As there was no further business to come before the Commission for consideration, the meeting adjourned. APPROVED ATTEST
