CALL TO ORDER

Chairman Bart Peddicord called the meeting to order with the following
Commission members present: Stuart Allison, Mike Hawkins, Richard Eckman, Bobby
Jennings, and John Crowe. Cleo Adams was absent.
10 P&Z 93-3-Z PUBLIC HEARING AND PROPOSED AMENDMENTTO COMPREHENSIVE
ZONING ORDINANCE TO PROVIDE PAWN SHOPS AS A LISTED USE IN ONE OR
MORE ZONING CATEGORIES
The Chairman opened the public hearing and as there was no one present
15 wanting to address this issue, the public hearing was closed. The Commission
discussed the zoning categories in other cities where pawn shops were permitted and
discussed the recommendation of the City Attorney that Wylie's ordinance allow pawn
shops in Industrial. Jennings noted that pawn shops sometimes sell guns, knives,
ammunition and other merchandise that would not be appropriate in a retail
20 classification. Hawkins made a motion to recommend amending the ordinance to allow
pawn shops in Industrial categories. Jennings seconded the motion. The motion was
voted on and passed unanimously.
P&Z 93-5-Z PUBLIC HEARING AND PROPOSED AMENDMENT TO ZONING
25 ORDINANCE REGARDING MINIMUM MASONRY AND AN SUP PROCESS FOR LESS
THAN THE MINIMUM REQUIRED MASONRY
Peddicord opened a public hearing on a proposed change in the Comprehensive
Zoning Ordinance to increase masonry standards an provide a mechanism for requesting
30 less than the minimum required masonry percentage.
Joe Cox, 125 Windsor,addressed the Commission and urged them to recommend
higher masonry standards to protect storm damaged neighborhoods from poor building
standards. Debra Jojola, 127 Windsor, supported Cox's statements. Buddy Henderson,
35 126 Fairmount, requested that the Commission begin urging the City to enforce cleanup
of damaged homes which were safety hazards to children.
The Commission discussed a letter from Jackie Lange, J.D.Russell Co., which
requested exemption of industrial buildings from masonry standards. The Commission
40 discussed the proposed SUP process as a sufficient solution to Lange's request.
Hawkins made a motion to recommend amendment to require 75% overall
masonry and 75% on any face wall and to provide an SUP process for less than the
minimum percentage of masonry in each category. Allison seconded the motion. The
--- 45 motion was voted on and passed unanimously.
P&Z 93-6=SUP PUBLIC HEARING AND REQUEST FROM WYLIE ISD FOR SUP FOR
LESS THAN 75% EXTERIOR MASONRY FACADE
50 Peddicord opened a public hearing on a request from Wylie I.S.D. for an SUP for
less than 75% exterior masonry facade to allow two additional portable buildings at Wylie
Middle School. As there was no one present to address this issue, the public hearing
was closed.
55 The Commission discussed providing covered sidewalks,the number of buildings
needed, the existing buildings and whether additional buildings might be requested in
the future. Crowe stated concern about building code and asked staff to make sure the
portable buildings were skirted to the ground. Allison made a motion to approve the
Specific Use Permit not to exceed three new buildings, requiring that each new building
60 have covered sidewalk access, providing no time limit on the SUP, and accepting the
existing three portable buildings as conforming uses but requiring covered sidewalk
access should any of the three buildings be replaced. Crowe seconded the motion. The
motion was voted on and passed unanimously.
65 P&Z 93-7-FP REPLAT OF PORTION OF THE MEADOWS REQUESTED BY FRANK
MULDER
The Commission reviewed Mr. Mulder's request to subdivide and confirmed with
the applicant that no development plans were in place for the newly subdivided lot.
70 Mulder explained that he proposed to sell the property and had no development plans.
The Commission discussed the location of the property, location of Pirate Drive in
relationship to future drives, and the location of the existing car wash. Jennings made
a motion to approve the replat. Crowe seconded the motion. The motion was voted on
and passed unanimously.

As there was no further business to come before the Commission for
consideration, the meeting adjourned.
