CALL TO ORDER
Chairman Bart Peddicord called the meeting to order with the following
Commission members present: Stuart Allison, Cleo Adams, Richard Eckman, Bobby
Jennings, Mike Hawkins, and John Crowe. No members were absent.
5 REVIEW OF AGRICULTURAL ZONING CLASSIFICATION
The Commission looked at zoning ordinances from Rockwall, Allen, Plano,
Mesquite and Garland as they pertained to permitted and conditional uses in the
Agricultural zoning category. They agreed that the review of the Ag category was
10 extensive and while the hearing was scheduled for October 18th, the Commission might
need additional time to prepare a recommendation to Council.
REVIEW OF ZONING ORDINANCE AS IT RELATES TO AUCTION HOUSES
15 The Commission reviewed the business and industrial districts to consider
appropriate categories for auction houses. At the public hearing scheduled for October
18th, the commission agreed to consider the following proposed amendment:

25 REVIEW OF ZONING ORDINANCE AS IT RELATES TO BOWLING ALLEYS AND
COMMERCIAL AMUSEMENTS
The commission reviewed the inconsistencies in the zoning ordinance between
requirements for bowling alleys and commercial amusements. The commission
30 discussed removing the bowling alley from the Zoning Ordinance as a permitted use
since it falls under the commercial amusement requirements and discussed a possible
future amendment to the zoning ordinance regarding the further re-definition of
commercial amusements. The Commission discussed the parking requirements and
agreed to present the following proposed changes at the public hearing on October
35 18th:

HOME PARK
..65 The Commission reviewed the contents of a Specific Use Permit application
submitted by Ken Shouse for accessory structures, a swimming pool, and play area in
a Mobile Home Zoning Category.
REQUEST FROM FRANK MULDER FOR THE COMMISSION TO CONSIDER
70 INITIATING PUBLIC HEARINGS TO AMEND THE ZONING ORDINANCE TO ALLOW
TWO GASOLINE PUMPS AS AN ACCESSORY USE IN A RETAIL ZONING
CATEGORY
Building Official Russell Wyman explained that the property located on Ballard at
75 East Stone Road had recently been replatted by the property owner to create a separate
lot for sale. The owner had requested a change in the ordinance as he had a potential
buyer that wanted to build a convenience store with two gas pumps. The Commission
was not receptive to the request and did not initiate hearings.

consideration, the meeting adjourned.

P.M. MONDAY, OCTOBER 4, 1993 IN THE CONFERENCE ROOM OF THE
MUNICIPAL COMPLEX, LOCATED AT 2000 HIGHWAY 78 NORTH WYLIE, TEXAS.
A QUORUM WAS PRESENT AND A NOTICE WAS POSTED IN THE TIME AND MANNER

ITEM NO. l: DISCUSS AND REVIEW PERMITTED AND SPECIFIC USES IN
AGRICULTURAL ZONING CATEGORY: THE PLANNING AND ZONING COMMISSION
DISCUSSED AND REVIEWED THE PERMITTED AND SPECIFIC USES IN
AGRICULTURAL ZONING CATEGORIES AND AGREED THAT MORE INFORMATION WAS
NEEDED FOR REVIEW REGARDING THIS MATTER BEFORE TAKING FURTHER
ACTION.
ITEM NO. 2: DISCUSS AND REVIEW ZONING REGARDING AUCTION HOUSES:
AFTER THE PLANNING AND ZONING COMMISSION REVIEWED AND DISCUSSED
ZONING REGARDING AUCTION HOUSES, MEMBERS REQUESTED A MORATORIUM FOR
THIRTY (30) DAYS, GIVING THE CITY COUNCIL TIME TO REVIEW AS WELL.
ITEM NO. 3: DISCUSS AND REVIEW ZONING REGARDING BOWLING ALLEYS AND
COMMERCIAL AMUSEMENTS: ALL THE PLANNING AND ZONING COMMISSION
MEMBERS DISCUSSED AND REVIEWED ZONING REGARDING BOWLING ALLEYS AND
COMMERCIAL AMUSEMENTS; MEMBERS COMPARED THE CITY OF WYLIE'S
ALLOWED USES WITH NEIGHBORING CITIES ALLOWED USES. THE MEMBERS
FELT THAT IN RETAIL AND BUSINESS ONE ZONING DISTRICTS SHOULD NOT
ALLOW BOWLING ALLEYS AND COMMERCIAL AMUSEMENT SHOULD REQUIRE A
SPECIAL USE PERMIT. IN THE BUSINESS TWO AND INDUSTRIAL ZONING
DISTRICTS, BOWLING ALLEYS SHOULD BE APPROVED AND COMMERCIAL
AMUSEMENT SHOULD REQUIRE A SPECIAL USE PERMIT.
ITEM NO. 4: DISCUSS AND REVIEW ZONING REGARDING RETAIL AND
WHOLESALE PLANT FARMS AND NURSERIES: THE PLANNING AND ZONING
COMMISSION DISCUSSED AND REVIEWED CURRENT AND PROPOSED REQUIREMENTS
REGARDING RETAIL AND WHOLESALE PLANT FARMS AND NURSERIES. THE
COMMITTEE MEMBERS AGREED THAT THE CURRENT REQUIREMENTS FOR PLANT
NURSERIES SHOULD BE REVISED TO REFLECT THE PROPOSED REQUIREMENTS
FOR WHAT ZONING DISTRICTS WOULD ALLOW THESE USES AND WHAT USES
WOULD REQUIRE A SPECIAL USE PERMIT. CURRENT REQUIREMENT SHOULD BE
REVISED TO REFLECT THE PROPOSED USES.
ITEM NO. 5: DISCUSS AND REVIEW SPECIFIC USE PERMIT REQUEST FOR
REDWOOD AT THE LAKE MOBILE HOME PARK: MARY NICHOLS EXPLAINED TO
THE COMMITTEE MEMBERS THAT REDWOOD AT THE LAKE, (A.K.A. LAKE RAY
HUBBARD MOBILE HOME PARK) , IS REQUESTING A SPECIAL USE PERMIT TO
ADD A STORAGE BUILDING, PLAY AREA AND SWIMMING POOL. SHE ALSO
REVEALED THAT THE NEW PARK MANAGER HAD BEEN HIRED TO RENOVATE THE
MOBILE HOME PARK AND IF A SPECIAL USE PERMIT WAS GRANTED, IT WOULD
ENABLE THE MANAGER TO ACHIEVE PART OF THE HIS GOAL TO MAKE THE PARK
MORE APPEALING.
THE PLANNING AND ZONING MEMBERS DISCUSSED THE PROS AND CONS FOR
GRANTING A SPECIFIC USE PERMIT AND FELT THAT THIS WOULD BE A
POSITIVE MOVE FOR THE MOBILE HOME PARK.
ITEM NO. 6: DISCUSS AND CONSIDER INITIATING A PUBLIC HEARING TO
AMEND THE RETAIL DISTRICT TO ALLOW TWO (2) GASOLINE PUMPS AS AN
ACCESSORY USE TO A RETAIL CONVENIENCE STORE: AFTER REVIEWING AND
DISCUSSING THE PROPOSED AMENDMENT TO THE RETAIL DISTRICT TO ALLOW
GASOLINE PUMPS AS AN ACCESSORY TO A CONVENIENCE STORE, THE PLANNING
AND ZONING MEMBERS DID NOT FEEL GASOLINE PUMPS SHOULD BE ALLOWED
IN A RETAIL DISTRICT. THEREFORE A PUBLIC HEARING WOULD NOT BE
NECESSARY.
