05-03-1994 (Planning & Zoning) Minutes DATE: April 22, 1994 TO: Mayor Akin and City Council Planning and Zoning Commission FROM: Steve Norwood, City Manager SUBJECT: Joint Meeting, 7:00 P.M. , Tuesday, May 3, 1994 Municipal Complex, City Council Chambers A joint meeting with the City Council and Planning and Zoning Commission has been scheduled for Tuesday, May 3 , 1994, at 7:00 P.M. , in the City Council Chambers. The purpose of the meeting is to thoroughly review and discuss the latest draft of the Comprehensive Development Plan. The meeting will enable the Planning and Zoning Commission members, who have held five separate meetings to review the document during the last three months, to present to the City Council specific revisions to the Comprehensive Plan. Dr. Doug Cargo, a consultant with Espey, Huston & Associates, will attend to facilitate the workshop and assist in bringing closure to several important issues. The work completed at this joint workshop should lead to City Council adoption of the Plan in June. A very significant point was made when this process commenced in September, 1993 , regarding the importance of the Comprehensive Plan that cannot be emphasized enough. The Plan contains several components, including the Thoroughfare Plan, and the Land Use Plan, which serves as the basis for future zoning designations. These represent a pact between city government and the private sector. This maps the right kind of development for specific areas of the city and particular neighborhoods. It encourages the development community to bring forward the kind of projects that will help create jobs and make this a better city in which to live. Speaking through the Comprehensive Plan, and all City codes and ordinances, our message to potential investors/developers and citizens is they have a strong reason to believe all assertions from the City of Wylie. Make no mistake, in this competitive world of development, the reputation for delivering oil a promise is one of the most important assets any city has. It is hard to win and easy to lose. A practical example of this is a recent, well publicized incident involving a process to locate a movie theater complex (Tinseltown) in a large city (Dallas) in the metroplex. Memorandum - City Council Page Two April 22, 1994 The point is that as this community is poised for rapid growth and the citizens will be asked soon to determine what level of investment they are willing to make in their infrastructure, the Comprehensive Plan will not sit idle on a shelf collecting dust.
