CALL TO ORDER
The meeting was called to order at 7:00 P.M. by Chairman, Steve Ahrens.
CONSENT AGENDA
1. Approval of July 6, 1999 and August 3, 1999, Regular Business Meeting Minutes.

Motion: A motion was made by Eric Hogue, Seconded by Carter Porter to approve the Consent Agenda
with noted corrections to the minutes.
Motion Carried - all in favor(6-0).
2. Recommendation to the City Council regarding a Final Plat for the Sanden Addition, proposed by BSM
Engineers,Inc., for Sanden International(USA), generally located at the southeast corner of FM 544 and
Sanden Boulevard and being all of a certain 90.3099 acre tract situated in the Duke Strickland Survey,
Abstract No. 841, City of Wylie, Collin County, Texas.

Discussion:
The final plat does not show the layout of the buildings.
Motion: A motion was made by Eric Hogue, Seconded by Sharon Dowdy to recommend approval to
the Final Plat for Sanden Addition.
Motion Carried - 5-1 Julie Schmader opposed.
PUBLIC HEARING ITEMS
1. ZC. No. 99-07: Public Hearing and recommendation to the City Council regarding a request from
Brookshires Grocery Co.,for approval of a zone change from R(Retail)to B-1 (Business) for the property
generally located along the east side of SH 78 in front of the Brookshire Grocery Store and being a .9028
acre (39,325 square feet) strip of land situated in the E.C. Davidson Survey, Abstract no. 267, City of
Wylie, Collin County, Texas.
Tobin Maples Update:
The applicant wishes to develop the front portion of the property with a gas station. The property to the
north is vacant and zone for I(Industrial) uses. The properties to the northeast are zoned B-2 (Business)
and developed accordingly with business uses(Exxon gas station and Eckerd drug Store). The property
to the south is zoned R (Retail) and developed with professional office and hospital uses. No Public
Comment Forms have been returned. One letter of opposition was received from Kwik Chek.

Discussion among the Commission:
Concerns due to the number of entrances existing from Kirby to the Hospital.
Future Parking concern for Brookshire's Grocery Store.
Building lines
Motion: A motion was made by Carter Porter, Seconded by Eric Hogue to recommend denial to the
City Council regarding ZC. No. 99-07.
Motion Carried: 5-1 Sharon Dowdy opposed.
STAFF NOTES
Reminder of the joint work session with City Council on Tuesday, August 24, 1999.
The Commissioners are requesting an agenda for the work session.
