HOOPER ROAD - This property is described as 19 . 42 acres out
of the L . K . Pegues Survey , Collin County Abstract 703 and
is located on Hooper Road south of Hooper Business Park .
The staff has reviewed this petition and finds that it meets
the criteria for annexation and therefore , recommends
approval .
ITEM NO . 6 - APPROVE FINAL PLAT FOR SOUTHPLACE - This
property is located on the east side of S . Ballard Street
just south of the Wylie Middle School property and across
from West Wind Meadows . The preliminary plat was approved
several months ago . The developers came before the Council
a few meetings ago and asked for an extension of the time on
the preliminary so that they could now go ahead with their
final plat . At the time this summary was being prepared ,
the staff had not had approval from the engineering staff ;
however , the developer has asked that this item be placed on
the agenda with the full expectation that his final plat
will be corrected and reviewed and approved by the
engineering staff before your meeting on Thursday night . If
this is not the case , you can simply table this item the
night of the meeting .
ITEM NO . 7 - REQUEST FROM BAPTIST CHURCH TO IMPROVE R . O . W .
ON ST ST . AND MARBLE ST . - This item is placed on your
agenda at the request of the First Baptist Church . They are
request permission to move the sidewalk onto City right-of-
way and to improve their parking on First Street and on
Marble Street . Mr . Faires will have drawings and will be
able to explain in detail at the meeting . The church is
asking only for permission , it is their intention to do the
work and pay for all materials . The staff recommends
approval .

The Elannino and Zoning Commission; for the City of Wylie,
Teas met in regular session on May 1 , 1986 in the Wylie
Community Center . A quorum was present and notice of the
meeting had been posted for the time and in the manner
required by law. Those present were: Chairman Kent Crane,
Vice-Chairman Brian Chaney, Ken Maui.:. , Ben Scr,o1 c , Bill
Chapman and Fred Ouellette. 1=.epresentinq the city staff

Enforcement `++ 1cer : and Amanda Maples, Secretary.
The meeting was called to order at : 0UP. M. by Chairran Kent
ITEM NO. 1 - APPROVAL OF MINUTES - Ben Scholz asked that the
speliinq of the word owner_- be corrected to owns in item 2 of
the previous minutes. With that correction Ben Scholz made
the motion to accept the minutes. Vice-Chairman Brian
Chaney seconded the motion. Motion carried b
ITEM NO. 2 - PUBLIC HEARING ON ZONING OF 2. 71 ACRES ON E.
BROWN ST. - This property is described as 2. 71 acres out of
the Francisco de 1a Fine Survey , Collin County Abstract eBB
and is located on E. Brown St . east of Oaks Subdivision. It
is made up of three tracts and the zoning is initiated by
the City. The City is requesting SF2 zoning in order to be
compatable with the land use plan. Chairman Kent Crane
opened the public hearing. There being no questions__ or
• opposition , the public hearing was closed and brought before
the board for discussion. Vice-Chairman Brian Chaney made
a motion to accept the zoning as requested. Bill Chapman
seconded the motion. Motion carried o-o.
ITEM NO. 3.- PUBLIC HEARING ON THE ZONING OF 5 ACRES ON
FM544 - This property is described as 5 acres out of the Wm.
Sachse Survey, Collin County Abstract B35 and is located on
the southwest corner of FM544 and Steel Rd. The City is
initiating this zoning of E2 to be computable with the land
use plan and the surrounding uses. Chairman Kent Crane
opened the public hearing. There being no questions or
opposition , the public hearing was closed and brought before
the board for discussion. Bill Chapman made a motion to
accept the coning as requested. Len Maul:: seconded the

Kent Crane opened the public hearing. There being_ no
questions or opposition , the public hearing was closed and
brought befc-e the board for discussion. Chairman Kent
Crane said _-._.t we had been working hard to protect the
entrance of city and he felt that we should use a higher
zoni no here. Vice-Chairman Brian Chaney made a motion to
accept the zoning with Si instead of e2. Bill Chapman

ITEM NO. 6 - PUBLIC HEARING ON ZONING OF 43 ACRES ON FM1378
- ibis grope is described as 43. =6 acres out of the James
MoUlmurry Survey , Collin County Abstract 625 and is located
on the east side of FM1378 just north of the Birmingham
Farms. The =ity is initiating this zoning of SF2 to be
compatable wit„ the land use plan. City Manager Gus Pappas
stated that _re staff recommends approval of SF2 for a good
transition. There ie SF ' zoning above this tract and SF2
zoning below it . Chairman Kent Crane opened the public
nearing. Theo a being no questions or opposition , the public
tearing was closed and brought before the board for
discussion. en Mauk made a motion to accept the zoning as

ITEM NO. 7 - PUBLIC HEARING ON ZONING OF 456 ACRES ON LAKE
LA_VON - This property is described as 456 acres out of the
Orpha Shel b : Survey, Collin County Abstract 334 and the
Josiah J . _,r"nham Survey, Collin County Abstract 515 ,
located east of and behind Sei s Lagos along the shores of
Lake Lavon. It nas commonly been known as the "Caruth"
property. Tne petitioner has requested FL or planned
development zoning on this large tract ; however , he . Mr .
Stanley Mou_Ea , prior to this meeting had been in to visit
with staff -embers and is now requesting a mixture of MF ,
SF , and Bus: - -es zoning. Chairman lent Crane opened the
public hear: ng. Mr . Stanley Noussa gave a elaborate

presentation on the proposed zoning and development of this
tract of land. He included the different chases of now his
plan came about and a topograpnical map of the land. There
being no other questions or opposition , Chairman Kent Crane
closed the public hearing and brought it before the board
for discussion.
Chairman Kent Crane commented that Mr. Mousse had planned
f or a considerable area of high density development and not
very much si nol e family. Mr . Mousses said that this was to
let more people enjoy the nature of the land and not lust a
very few. Chairman Kent Crane asked how the sewer and water
would be handled in the area of St. Paul City Manager Gus
Pappas said that we would refer that to St. Paul . Mr.
ousse said that he believed that the City of St. Paul had
intentions to talk: to Wylie about the possibility of
contracting water and sewer . Fred Ouellette asked if there
was a planned lift station for the area. City Manager Gus
Pappas said that rather than nave al got of little lift
stations tna.= we would make this tract a lift station
district of its own. It will empty into Muddy Creek: and
the total cost of water will be borne be Mr. Mousse. His
lift station fee would be smaller because he is not having
an erfect on the lift station itself , only on the oversizinp
ot the line. Fred Ouellette also asked Mr . Mousse if he
had thought of restricting the types of homes built on this
s. c that he woulduse theCly e ' s
land. Mr . Mousse said t o � _ � C t y of i�1•,, l i
restrictions and some of his own. He went on to say that
to i s would be very family oriented and that the swinging
singles would want to go somewhere else. Sill Chapman made
a motion to accept the zoning with changing the B1 by the
school to SFj and change the S. to Public Use. Ken Mauk:

ITEM NO. 8 - PUBLIC HEARING ON RE-ZONING OF 10 ACRES ON S.
FM544 - This property is described as 10. 038 acres out of
the J . D. Shelby Survey , Collin County abstract 819 and the
N. A. Atterbury Survey , Collin County Abstract 1763. The
property is located on the north side of S. FM544 in the
tr i -county area. The petitioner is asking for PD or planned
development zoning. Chairman Kent Crane opened the public
hearing. Mr . Gary Edwards made a presentation. He wants to
build a retirement village of 1 2 units. Each building will
have a theme. Examples were an Alamo building , Greece
oui 1 di ng an English building and an Oriental building.
There being no other Questions or opposition the public
rearing was closed and brought before the board for
discussion. Cite Manager Gus Pappas_ addressed the board
explaining the difference in consideration for a planned
development and other zoning. i. nairman Kent Crane said that
the drive ways were too small . Mr . Edwards said that he
could maybe make less parking spaces anc a wider drive.
=itV Manager bus Pappas asked if the plan included fire
sprinkler systems Mr . Edwarde said no. that they: nad
included smcke alarms and L hour fire walls between each
apartment. Cote Enforcement Officer- Roy Ferris said that
the codes dig say that fire sprinkler systems were
mandatory. _.airman Kent Crane asked Mr . Edwards if they
had squired their state liscense? Mr . Edwards replied no ,
that they w_ e waiting for approval from this board before
going any t�..-t`er . City Manager Gus Pappas advised him to
send his pies to the State. Chairman Kent Crane said that
the key cor_srn=_ were that the drive ways were too small ,
need co+verec IDLE pickups, need sidewalks along the front and
an arhitect seded to become involved with the plans. Bill
Chapman macs E. motion to approve the concept of the
retirement . . . . age. Scholz seconded tr e motion. 'lotion
